“Durable Solutions” Revisited: Italy’S Train-To-Hire Pathway Under The Cutro Decree As Alternative Refugee Protection, Tim Streit 2026 American University Washington College of Law

“Durable Solutions” Revisited: Italy’S Train-To-Hire Pathway Under The Cutro Decree As Alternative Refugee Protection, Tim Streit

Human Rights Brief

I. Introduction

If the average person were asked to imagine a refugee, they might conjure the image of a migrant fleeing war or persecution, showing up at the border of a new country with a few belongings in hand, and asking not to be sent back to the dangerous place from which they came. In fact, it is not only the hypothetical “average person” who pictures this scenario. The international refugee protection system, developed after World War II through the 1951 Convention relating to the Status of Refugees (Refugee Convention) and its 1967 Protocol Relating to the Status of Refugees …

Confucian Thought As A Strategic Veil: How Western Strategy Should Correctly Compete With China, Owen Miller 2026 Missouri State University

Confucian Thought As A Strategic Veil: How Western Strategy Should Correctly Compete With China, Owen Miller

Graduate Theses/Dissertations

The rise of the People's Republic of China as a peer competitor to the United States constitutes the defining geopolitical challenge of the twenty-first century, but even so, Western strategic analysis has consistently failed to engage China on its own terms. The recurrent pattern of Western misinterpretation results from projecting Western assumptions onto a state whose institutional and cultural drivers operate under fundamentally different premises, where key elements of Chinese strategic culture and the Chinese Communist Party’s (CCP) instrumentalization of Confucianism as a moral veil are instruments of domestic legitimacy and external strategic narrative. The United States must recognize that …

Beyond Interests And Ideas: Institutions And The Persistence Of Trade Protectionism In Brazil, Samo Sérgio Gonçalves Tosatti 2026 West Chester University of Pennsylvania

Beyond Interests And Ideas: Institutions And The Persistence Of Trade Protectionism In Brazil, Samo Sérgio Gonçalves Tosatti

West Chester University Graduate Theses, Dissertations, and Final Projects

Despite decades of economic reforms and growing international integration since the 1990s, Brazil has remained one of the most protectionist large economies in the global trading system. Tariff levels remain relatively high, the country maintains a limited network of trade agreements, and non-tariff barriers play a significant role in shaping market access. Existing explanations for this persistence have focused primarily on the influence of organized interests, particularly import-competing industries, and the enduring influence of developmentalist ideas rooted in Brazil’s import-substitution industrialization (ISI) legacy.

This dissertation argues that these explanations are incomplete without accounting for a third explanatory dimension: institutions. It …

Hosts, Scouts, And Female Indentured Sexual Servitude In Contemporary Japan, Caroline Norma, Seiya Morita 2026 Hitotsubashi University, Japan

Hosts, Scouts, And Female Indentured Sexual Servitude In Contemporary Japan, Caroline Norma, Seiya Morita

Dignity: A Journal of Analysis of Exploitation and Violence

This article sweeps away glossy abstractions obscuring the indenturing of women in sexual servitude in Japan. These abstractions were generated by anthropologists writing in English in the first two decades of the 21st century who inverted the relationship between perpetrator and victim to suggest that female customers exploited hosts. To overturn this view and expose the ‘gendered reality that [i]s really going on’ in Japan, this article differently explains from a feminist perspective how present-day host and scout businesses indenture Japanese women in sexual servitude. This role is one of both procuring victims as well as keeping young women …

Beyond War: Building Wisdom Civilization To Rescue Humanity, Andrew Targowski 2026 Western Michigan University

Beyond War: Building Wisdom Civilization To Rescue Humanity, Andrew Targowski

Comparative Civilizations Review

This paper presents a comparative civilizational analysis of humanity’s transition from a War Civilization to the emerging Wisdom Civilization. Drawing on the works of Toynbee, Sorokin, Quigley, Huntington, Spengler, and Koneczny, it interprets the present global disorder — marked by the tension between Western, Chinese, Russian, and Muslim civilizations — as a transformative moment in human history. War and militarism, once adaptive mechanisms of civilizational growth, have become self-destructive in an era of technological interdependence. It is proposed that the next evolutionary stage of civilization must integrate knowledge with conscience to form a Wisdom Civilization founded on empathy, sustainability, and …

The Jevons Filter: Why Civilizations May Fail Before Reaching “Type I” Status, Giray Fidan 2026 Beijing Language and Culture University

The Jevons Filter: Why Civilizations May Fail Before Reaching “Type I” Status, Giray Fidan

Comparative Civilizations Review

Humanity’s accelerating energy use poses profound questions about the long-term viability of technological civilization. This paper introduces the “Jevons Filter” hypothesis: a self-reinforcing feedback loop between efficiency improvements and rising aggregate consumption, rooted in the classical Jevons Paradox that systematically drives civilizations toward resource depletion and environmental thresholds. Here we argue that this feedback constitutes a critical developmental barrier, hindering sustainable progression toward Kardashev “Type I” energy mastery. We develop a simplified thermodynamic model linking energy efficiency, economic expansion, and civilizational dynamics, and engage with counterarguments regarding absolute decoupling and transformative technological innovations. Building on the classical Jevons Paradox, this …

Toward The Ideal Of A World Civilization: Progressive Exploration By Japanese Scholars, Kōji Yoshino 2026 Brigham Young University

Toward The Ideal Of A World Civilization: Progressive Exploration By Japanese Scholars, Kōji Yoshino

Comparative Civilizations Review

What kind of academic discipline is the comparative study of civilizations? To begin with, it can be described as a scientific field that takes civilization as its object of study, researching the various civilizations of the world, both ancient and modern, Eastern and Western, through the method of comparison. However, what exactly is this object of study, "civilization"? Specifically, to what does it refer? Furthermore, when we speak of "comparison," what kind of method does this entail? It is difficult to provide clear answers to these numerous questions. The primary reason for this difficulty stems from the inherent polysemy and …

Review:Linklater, Andrew. Violence And Civilization In The Western States-Systems. Cambridge University Press, 2017., Stephen T. Satkiewicz

Comparative Civilizations Review

The late Andrew Linklater (1949-2023) has been considered one of the most influential scholars within the field of International Relations. This was the result of his innovative synthesis into the field, with others, of the historical sociology of Norbert Elias (1897- 1990), work that addressed the long-term figuration processes of societies. This synthesis was enriched with the insights of the English School of International Relations, as devised by Martin Wight (1913-1972) and Hedley Bull (1932-1985), scholars who analyzed the many and differing interlocking networks and connections amongst geopolitical actors on the world stage. These efforts led Linklater to his final …

Reflections Of A Queer Latvia: How The Past Has Shaped Contemporary Activism, Gray Ruffer 2026 Connecticut College

Reflections Of A Queer Latvia: How The Past Has Shaped Contemporary Activism, Gray Ruffer

Slavic Studies Honors Papers

This thesis aims to create a transhistorical map of queer Riga through the tolerance, treatment, and activist moments in Latvia from the early twentieth century to 2025, with special focus on the divided legal and social attitudes toward LGBT identities in different pockets of Riga. By tracing the role the Russo-Soviet occupations on Latvian soil from 1914-1991 had on the structure of governmental organizations, the treatment of the Latvian language and culture, and the social atmosphere in the capital of Riga, this thesis establishes a Latvian national historical memory through memory narratives that focus themselves in authentic Latvian traditionality, as …

Stages Of Being Foreign As Portrayed In Daughter Of Keltoum And Lost Birds, Fran Hassencahl 2026 Old Dominion University

Stages Of Being Foreign As Portrayed In Daughter Of Keltoum And Lost Birds, Fran Hassencahl

Communication & Theatre Arts Faculty Publications

In this paper, I use the intercultural communication model, The Stages of Being Foreign, developed by anthropologist Oberg (1960) and modified by Gullahorn & Gullahorn (1963), Lewis & Jungman (1986), and Ward, Bochner, and Furnham (2001) to explain the experience of culture shock. This model describes the stages that individuals experience when they leave, either voluntarily or involuntarily, their home country/culture and must adapt to a new culture. These stages as described by Oberg are a preliminary stage (a spectator stage), an increasing participation stage, the pit of the culture shock stage, the adaptation stage, and for some migrants a …

Opening paragraph:

In fall 2022, I began a tenure track position at Illinois State University (ISU), as a joint hire between the Department of Criminal Justice Sciences and the Latin American and Latino Studies Program (LALS). LALS is a multi-disciplinary program with affiliated faculty from multiple colleges and departments across campus. In contrast to affiliated faculty whose main teaching responsibilities are in their home departments, as a joint hire I have teaching responsibilities in Criminal Justice Sciences (two classes) and LALS (one class). I became part of a small cohort of faculty across departments (Languages, Sociology and Anthropology, Communications, and …

Entre Nos: A Three-Part Study Exploring The Experiences Of The American Association Of Hispanics In Higher Education Members, Monique Posadas 2026 Claremont Graduate University

Entre Nos: A Three-Part Study Exploring The Experiences Of The American Association Of Hispanics In Higher Education Members, Monique Posadas

CGU Theses & Dissertations

Membership and participation in national associations or professional societies are the cornerstone of academic and career advancement in higher education. These organizations allow faculty and career professionals to connect and grow their networks. However, like other social structures, they can also reflect, reinforce, and reify exclusionary colonial, hegemonic norms. Professionalization for people of color in the academy, through formalized organizations and societies, was grossly delayed, despite the emergence of “mother societies” at the turn of the century. Academics of color took matters into their own hands to build professional networks. While associations are assumed to be academic and professionally rich …

Vacuum Wars: The Belt & Road Initiative’S Rise In The Arab League, Corabeth R. Pierce 2026 Hollins University

Vacuum Wars: The Belt & Road Initiative’S Rise In The Arab League, Corabeth R. Pierce

Undergraduate Honors Theses

The world has shifted and changed in the last decade, resulting in a new world order. The Middle East and North Africa region houses the Arab League, which has drawn the attention of several states throughout the world. China has shown particular interest in the region since its Belt and Road Initiative (BRI) was first created in 2013. The BRI demonstrates how China has become more involved in the region and that these Arab states are more interested in what China has to offer compared to other countries. With the United States developing more nationalist policies, the European Union facing …

The Judicial Containment Of Adivasi Rights Across India's Mineral Belt, Sajni S. Sheth-Voss 2026 Scripps College

The Judicial Containment Of Adivasi Rights Across India's Mineral Belt, Sajni S. Sheth-Voss

Scripps Senior Theses

This thesis examines how Adivasi resistance to mining-induced dispossession across India’s mineral belt is increasingly channeled into the judiciary, arguing that this shift functions as a mechanism of containment rather than a pathway to justice. Despite a robust legal framework designed to protect Adivasi land and consent rights, systematic non-enforcement and political closure have hollowed out policy and electoral channels, pushing communities into litigation as a last resort. Drawing on scholarship in political economy, legal studies, and political ecology, alongside primary sources including court documents and activist statements, this study follows how disputes move across institutions and are ultimately reshaped …

Bridging The Language Gap: The Impact Of In-Person Versus Remote Interpreter Services On Medication Adherence And Patient Safety In Adult Spanish-Speaking Patients, Ashley E. Alarcon Martinez, Jocelyn N. Lopez Maradiaga

Nursing | Senior Theses

Background: Significant health inequities are caused by language barriers between patients and health care staff, resulting in miscommunication among adult Hispanic patients with low English proficiency, reducing medication adherence, impairing patient safety, and raising the possibility of medical errors. To address this issue, interpreter services, both in-person and remote translation, have been introduced in healthcare settings to enhance communication. Objective: The purpose of this study is to investigate the differences in patient safety and medication adherence between in-person and remote translation services for adult Hispanic individuals with limited English proficiency in healthcare settings. Methods: The proposed research involves five local …

Undergraduate Theses, Professional Papers, and Capstone Artifacts

The industrialized food system creates environmental harm, reduces food sovereignty, and contributes to growing food insecurity. These problems oftentimes are overlooked in higher education. To address this gap, our project examines how access to sustainable food education and campus-community partnerships can improve well-being and informed decision-making amongst University of Montana students. This collaborative project connects partners within UM Wellness, PEAS Farm, the Missoula Food Bank and Community Center, and the Big Sky Culinary Institute. Our research includes applied learning with these organizations by hosting a variety of speaker series presentations and coordinating a cooking workshop. We collected quantitative and qualitative …

Mapping Latino Studies In The Heartland: Illinois State University’S Efforts Towards Creating Communities Of Belonging And Academic Success (Cobas), Maura I. Toro-Morn, James Pancrazio, Juliet Lynd, Lourdes Concepcion-Cabas 2026 Illinois State University

Mapping Latino Studies In The Heartland: Illinois State University’S Efforts Towards Creating Communities Of Belonging And Academic Success (Cobas), Maura I. Toro-Morn, James Pancrazio, Juliet Lynd, Lourdes Concepcion-Cabas

Faculty Publications – Sociology and Anthropology

The Latino Studies journal has long advanced the development of what can be described as pedagogies of Latinidad, particularly through its reflexiones pedagógicas section. For decades, the journal has played a vital role in publishing and highlighting the work of teacher-scholars in the classroom and community spaces where we teach and work. Today, however, these efforts face growing challenges due to actions by the current federal administration, making it especially important to document how under-resourced programs still play a crucial role in recruiting, retaining, and graduating first-generation Latina/o/x/e students. This paper contributes to the ongoing development of the pedagogies of …

Belonging And Academic Success In A Bilingual Classroom For Latinx Students At Illinois State University, Alejandro Enriquez

Faculty Publications – Languages, Literatures, and Cultures

[In lieu of abstract, first paragraph is replicated here]

In May 2020, Illinois State University published a heartwarming human-interest news story about a recent Latine graduate. The alumna, a mass communication major, had landed a broadcasting job in one of Chicago’s regional television stations, and the goal of the story was to celebrate her success. In telling the story of the success, however, the article stated that “When she was 13 and spoke no English, her family packed up their life in their native Colombia and immigrated to the Chicago area for new opportunities.” In time, the story went on, …
