A recurrent problem in manpower control is how to attain the desired structural configuration in an optimal way, since it is possible to reach a desired structural configuration using different control inputs. The major aim of this paper is to develop a Markov Decision Process for optimal control of a Multi-level Hierarchical Manpower System (MHMS) by promotion and interdepartmental transfers. This is examined under control by intervention and contraction cost Markov Decision Process.

The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. This paper contributes to the debate on the way forward in sub-­‐Saharan Africa with respect to the agrarian question in emerging markets under economic liberalisation. The point of departure is that since the peasantry is a temporary category which can be transformed into other social groups that can earn their living from incomes raised outside agriculture (such as from wage employment in mines, manufacturing industries, and the service sectors), not every rural dweller should be or is a farmer. This research project was designed to investigate the challenges refugees face in securing a livelihood, to understand the extent to which the United Nations, the government of Uganda, and various aid groups are able to assist refugees in achieving self-reliance, and the capacity that refugees have to empower themselves. It also endeavors to expose any disparities between nationality groups, and the impact of these differences. Furthermore, this project aims to explore the impact of refugee livelihood security on regional physical security and community stability.

Several studies have examined the land use and economic consequences of national and multi-national biofuel policies. They explored the impacts of biofuels mandates mainly based on the quantitative biofuel targets. However, the recently updated renewable policies of the United States and the European Union, which are the US Renewable Fuel Standard (RFS) and EU Directive 2009/28 of the Renewable Energy Directive (RED) both place restrictions on land that can be used to produce biofuel, and these restrictions are generally known as sustainability criteria. Welfare impacts of alternative pest management strategies of False Codling Moth (FCM) threatening California's oranges are examined. Different economic agents along the supply chain of fresh oranges and orange products in the United States are considered, including consumers, retailers, wholesalers, and growers. A partial equilibrium dynamic framework that accounts for supply response from the other US orange producing states is developed. Data for supply shocks (orange yield losses and control costs) are obtained from the Animal and Plant Health Inspection Service of the United States Department of Agriculture (APHIS).

The cacao industry is slowly growing in the region of Bocas del Toro, Panama. It is largely populated by indigenous farmers, but there are others who have invested in the business as well. With so many people becoming involved in the industry this study aimed to determine if the system represented a stable model. Neo-Marxist theory suggests that capitalist structures are dehumanizing and that alternative structures should be constructed to re-humanize the people. This paper includes a brief history of the human food system. It includes an exploration of the formation of the food system, the development of the modernized food and agriculture system, and challenges arisen throughout. Additionally, a specific case study into Mongolia and the unique geography of its food system is highlighted. The purpose of providing the case study is to consider challenges of a food system in transition amidst development in one country. Recommendations for Mongolia anent sustainable development are provided.

Non-market valuation assesses the contributions of ecosystem services to human well-being by determining the preference of users. That is how much money users are willing to pay for ecosystem improvements or how much they are willing to accept for ecosystem losses. Through exploring these preferences, the natural capital can be accounted for economically and quantitatively. It can not only lead to better understanding of ecosystem benefits, but also make it possible to compare ecosystem services with other conventional goods and services (e.g. real estate) in monetary terms.

Ongoing debates about the adoption of the agricultural biotechnology in the developing countries and EU have dominated the literature in development economics and biosciences. This dissertation considers some environmental, economic and social consequences of the technology from three perspectives: 1) the impact of the ongoing pest density on the performance of the agricultural biotechnology in India; 2) trade consequences of EU restrictive trade policies towards biotech products; and 3) the adoption decision of the technology in the EU and the developing economies.

This research looks at impacts of changing sires, and thus bull genetics, on cow-calf operations of varying land and herd sizes in the state of Arkansas. A 2012 Across-Breed EPD table, adjusted to the Angus breed, was used to estimate breed sire effects on birth weight and weaning weight of the herd's offspring (Kuehn and Thallman 2012a). Together with modified animal performance, the use of 2012 and most recent five- and ten- year Arkansas state average prices, allowed the evaluation of changing herd sires by accounting for breed type and hide color differences in prices. The African Growth and Opportunities Act (AGOA) which was signed into law in 2000 as part of U.S. trade legislation has the objectives of increasing trade and investment between the U.S. and eligible Sub-Saharan African (SSA) countries, by reducing or eliminating tariffs applied to African exports of different products. This Act represents a promising approach to economic growth and development in SSA through international trade.
