In the summer of 2014, Linfield College and Whitman College archivists Rachael Woody and Melissa Salrin teamed up to document the history of the Walla Walla wine industry. While collaboration in the archives isn’t new, Woody and Salrin offer their perspective on the benefits of such partnerships even when the institutions wish to acquire the same materials and work with the same donors. The authors argue this project can serve as a blueprint for other repositories that wish to document community history and/or work collaboratively with a competing institution. Piecemeal Reform Of Trade And Environmental Policy When Consumption Also Pollutes, Mark R. Metcalfe, John C. Beghin

We incorporate endogenous (price-responsive) consumption pollution into a dual trade model to assess welfare effects of coordinated trade and environmental piecemeal reform in a small, open and distorted economy. Pollution is generated by production and consumption. Producers control the level of pollution and face incentives to abate both types of pollution. We identify sufficient conditions for welfare-improving reforms of trade and environmental policies. An additional domestic environmental policy instrument must be imposed on exportables because of their supply response to foreign environmental taxes.

Several common root diseases routinely damage sugar beet in Nebraska and other production areas of the Central High Plains, and it is becoming more common to find fields infested simultaneously with multiple pathogens. Owing to the shortage of available fungicides for economic management of soilborne diseases, alternative techniques such as biological control are increasingly being sought for disease management. Over the last several years, unidentified, sterile fungi have been isolated in conjunction with pathogens from infected sugar beet roots and seedlings. Three experimental polyoxyethylene sorbitan monolaurate derivatives were synthesized with molecular fingerprinting techniques applied to experimental materials, confirming the target compounds had been produced. Chemical property measurements were compiled that aligned with theoretical predictions and physical property measurements confirmed their intentional differences yielded the anticipated changes in surfactant behavior. Imidacloprid uptake data confirmed penetration of leaf cuticles was enhanced in the presence of polyoxyethylene sorbitan monolaurates with several experimental materials providing uptake equivalent to reference material. Bacterial wilt, caused by Curtobacterium flaccumfaciens pv. flaccumfaciens, was first recognized and described as a new dry bean disease near Redfield, South Dakota, after the 1921 growing season on the farm of the Office of Forage Investigations. The grower on this farm informed the federal investigators that he believed the disease to be the same one that killed 90% of his crop in 1920. For the 1921 season, he saved and planted the seed harvested from the previous year, resulting in an estimated 25% loss.

This study investigated effects of stocking rate on cattle performance, quality and quantity of corn residue, and impact of residue removal on grain yield for 5 yr at the University of Nebraska – Lincoln West Central Water Resources Field Laboratory near Brule, NE. Four removal treatments—1) no removal (control), 2) grazing at 2.5 animal unit month (AUM)/ ha, 3) grazing at 5.0 AUM/ha, and 4) baling—were applied to a center pivot–irrigated corn field (53 ha). An emerging prospect for farm revenue from revegetation of saline and other lands that are marginal or non-productive for agriculture is the sale of carbon credits. Australian Government schemes for carbon credits include the Carbon Farming Initiative (CFI) and the proposed Emissions Reduction Fund (ERF) Therefore, this study aimed to assess the potential for woody vegetation (trees and shrubs) established on and around salt-affected lands in the Northern Agricultural Region (NAR) to remove carbon dioxide from the atmosphere and store (sequester) the carbon in new growth. Trade Restrictiveness Indices In The Presence Of Externalities: An Application To Non-Tariff Measures, John Christopher Beghin, Anne-Célia Disdier, Stéphan Marette

We extend the trade restrictiveness indices (TRIs) approach to the case of market failures and domestic regulations addressing them, in presence of arbitrary tariffs and other domestic price policy distortions. We focus on standard-like non-tariff measures (NTMs) affecting cost of production and potentially enhancing domestic demand by increasing product quality or reducing negative externalities. The impact of NTMs on trade is ambiguous depending on the relative strength of the supply cost and demand enhancing effects. We apply the framework to the NTM database of Kee, Nicita, and Olarreaga (2009) and derive ad valorem equivalents for NTMs and other policy distortions. …
