It is with immense pride that I reflect on the last 12 months of BBI. We have had our first year of full operation and are having good effect and gaining visibility and respect within our communities in our operational area.

The CRBA is a not for profit association formed under the Associations Incorporation Act 2015, providing declared pest control services for land managers throughout Shark Bay, Carnarvon, Exmouth, Murchison and Upper Gascoyne Shires. The associations’ primary purpose is the control of declared pests using funding from Declared Pest Rates paid by landholders on pastoral stations. These Declared Pest Rates funds are matched dollar for dollar by the WA Government to reflect the public benefit of controlling declared pest animals and weeds. The association is formally recognised by the Hon Minister for Agriculture and Food as a recognised biosecurity group (RBG).

The past 12 months have been a very productive year for the CWBA. Many changes and challenges have occurred, none more so for landowners/occupiers, than the introduction of the “Declared Pest Rate’ (DPR). Generally, the pest rate has been accepted well, with most understanding the importance of an effective control of Declared Pests. While it is not a perfect solution, given that external funding sources have all but expired, and after much deliberation by the board, it is considered to be the fairest method we could use to ensure the ongoing operation of the group. The past 12 months has seen the Eastern Wheatbelt Biosecurity Group keep up the momentum of the past few years and contribute considerably to the betterment of the state’s landholders in controlling predominately wild dogs. With landholders funding the biosecurity groups under the BAM Act through a declared pest rate it is pleasing to note that this money is hitting the ground and making a real and tangible difference through the work of the Licensed Pest Management Technicians employed by the EWBG.

The Kimberley Rangelands Biosecurity Association (KRBA) has an annual Large Feral Herbivore culling program that includes feral donkeys, horses and camels with other animals such as water buffalo and pigs targeted when located. The program focusses primarily on donkeys, using the radio telemetry technique with horses and camels culled opportunistically during tracking. Currently there are approximately 90 active collars throughout the region.

The Meekatharra Rangelands Biosecurity Association Inc (MRBA) is an industry body with a membership of all pastoralists in the Shires of Yalgoo, Mount Magnet, Cue and Meekatharra. The Association is established under the Biosecurity and Agriculture Management Act 2007 with a charter to manage and control declared pests, both animal and plant.

Southern Biosecurity Group is a subgroup of the Ravensthorpe Agricultural Initiative Network (RAIN) with the mandate to coordinate control of declared pest species in the Shire of Ravensthorpe. We first began operating in 2002 as the Ravensthorpe Declared Species Group. At that time, our role involved coordinating wild dog control in the shire. We achieved good control of wild dog numbers through a range of activities including dispersing of 1080 baits, trapping and shooting.

Aircraft bird strikes are increasing globally. Bird strikes constitute a major human health and safety risk and result in millions of dollars in economic impacts. Invasive avian species, such as the European starling (Sturnus vulgaris; starlings), have been implicated in bird strikes in North America. Because this species is highly adaptive and has been successful at establishing in new areas, such as airports, it is essential that managers better understand the potential risks and how to mitigate them. We are failing to protect the biosphere. Novel views of conservation, preservation, and sustainability are surfacing in the wake of consensus about our failures to prevent extinction or slow climate change. We argue that the interests and well-being of non-humans, youth, and future generations of both human and non-human beings (futurity) have too long been ignored in consensus-based, anthropocentric conservation. Consensus-based stakeholder-driven processes disadvantage those absent or without a voice and allow current adult humans and narrow, exploitative interests to dominate decisions about the use of nature over its preservation for futurity of all life. There were two key areas in which the Council focused during the year:

• environmental biosecurity; and
• the attributes required by a biosecurity ‘combat’ agency to effectively sustain a biosecurity response.

In addition, planning began for two new areas of advice to Government – biosecurity research and development; and border biosecurity.

Developing constructive advice to Government requires a comprehensive understanding of the needs and challenges of industry, Government and the community. Several catastrophes could block the sun, including asteroid/comet impact, super volcanic eruption, and nuclear war with the burning of cities (nuclear winter). Previous work has analyzed alternate food supplies (e.g., mushrooms growing on dead trees, bacteria growing on natural gas). This was shown to be technically capable of feeding everyone with macronutrients (protein, carbohydrates, and lipids) and minerals, although economics and politics remain uncertain. The present work analyzes vitamin availability in such alternative food scenarios. Honeydew production by Hemiptera is an ecologically important process that facilitates mutualisms and increases nutrient cycling. Accurate estimates of the amount of honeydew available in a system are essential for quantifying food web dynamics, energy flow, and the potential growth of sooty mould that inhibits plant growth. Despite the importance of honeydew, there is no standardized method to estimate its production when intensive laboratory testing is not feasible. The Grains, Seeds and Hay Industry Management Committee (GSHIMC) believes the current program is delivering the best value for the funding provided and is achieving the Project Outcomes of eradication (where possible), management (on infested sites), and limiting the spread of Skeleton weed across the cereal growing districts.

There has been a significant increase in the infested area of Skeleton weed in 2017/18. Most of this increase was in the eastern zone where wet conditions favoured Skeleton weed in late 2017.
