The Grains, Seeds and Hay Industry Funding Scheme (IFS) has been operating since 2010 to address biosecurity threats relevant to Western Australia’s (WA) grains, seeds and hay industry. The Scheme was established under the Biosecurity and Agriculture Management Act 2007 to enable growers to identify the pest and disease priorities at a whole-of-industry level and raise funds for activities to address these priorities.

There are currently three Industry Funding Schemes in operation. In addition to the Grains, Seeds and Hay IFS, there is a Cattle IFS and a Sheep and Goat IFS. The three IFSs operate in a similar manner. …

There were four key areas in which the Council focused during the year:

  • the attributes required by a biosecurity 'combat' agency to effectively sustain a biosecurity response
  • funding for biosecurity research and development in WA
  • border biosecurity; and
  • WA's preparedness for myrtle rust

Developing constructive advice to Government requires a comprehensive understanding of the needs and challenges of industry, Government and the community. It also requires an understanding of how changes to the biosecurity system might impact these groups and affect WA's biosecurity status. Aquaculture has become a major food source for many countries and continues to grow each year. However, many of the fishes that are farmed are susceptible to pathogenic infections such as Francisellosis, a bacterial infection that contributes to disease and high mortality rate in many populations of farmed and wild fish around the world. In 1994, feral and farmed populations of tilapia (e.g. Oreochromis mossambicus) on Oahu, Hawaii were found to be infected with a novel Francisellosis strain, Francisella noatunensis subsp. orientalis (Fno). In late 2018, the Biosecurity Council committed to holding regional meetings, possibly annually. The intent of regional meetings are to:

  • Engage with local/regional stakeholders on biosecurity matters

The Value Of Inspection Stations For Detecting Nonindigenous Species Lacking Agricultural Significance: The Mexican Treefrog, Smilisca Baudinii Complex (Duméril And Bibron 1841) (Hylidae), Interdicted In Florida, Usa, From A Shipment Of Peppers, Louis A. Somma

A Mexican Treefrog, Smilisca baudinii, a nonindigenous species, was interdicted for the first time from an imported shipment of peppers. The value of agriculture inspection stations used to make these interdictions is discussed. This is a single cargo interception (Stage 1: Colautti and MacIsaac 2004) and the first record for S. baudinii intercepted in Florida. Currently no evidence suggests that S. baudinii has been successfully introduced into and established in Florida, although this species could survive climatic conditions in the southern part of the state and at the scheduled destination of this shipment.

The Grains, Seeds and Hay Industry Management Committee (GSHIMC) believes the current program is delivering the best value for the funding provided and is achieving the project outcomes of containment and eradication.

Approved programs are developed annually for each infested property in consultation with GSHIMC, the Department of Primary Industries and Regional Development (DPIRD) and the landholders detailing management actions, estimated costs and timeframes of the agreed actions.

Restricting Turnip yellows virus (TuYV) spread in canola (Brassica napus) crops often relies upon the application of systemic insecticides to protect young vulnerable plants from wide-scale green-peach aphid (GPA; Myzus persicae) colonization and subsequent virus infection. For these to be applied at the optimal time to ensure they prevent epidemics, growers would need to be forewarned of incoming viruliferous aphid migration and colonization. This study was conducted to field validate a loop-mediated isothermal amplification (LAMP) protocol designed to detect TuYV in aphids caught on traps and develop an early warning system for TuYV epidemics. The Mediterranean fruit fly, Ceratitis capitata (Wiedemann) (Diptera: Tephritidae) is one of the most economically important pest insects of fruit crops worldwide. Mediterranean fruit fly can cause up to 100% crop loss in susceptible fruit. Bread wheat, Triticum aestivum L., provides 20 percent of the global daily calorie intake. It is the third most important food crop, after rice and corn. Biotic challenges significantly reduce wheat yield; chemical control can be a solution but can be cost prohibitive for subsistence farmers. For many farmers, genetic resistance to biotic stresses can be the most cost effective solution.

Chia (Salvia Hispanica) cross breeds were planted in the summer of 2018 with the intent of selective breeding for agricultural benefit. Preexisting pathogens in the soil caused 40-50% fatality of adult plants. This was surprising due to the precursory knowledge that chia has antibiotic and antifungal oils (Elshafie et. al. 2018); chia was only recently documented to be susceptible to Fusarium wilt (Fusarium oxysporum). The primary pathogen responsible was identified as Macrophomina phaseolina (aka charcoal rot); a widespread soilborne pathogen which has multiple commercial hosts (Su et. al. 2001).

In a large agricultural operation, such as the one at Cal Poly San Luis Obispo, disposal of deceased animals is an immense issue. The cost of transporting and rendering every dead animal is inhibitory to the general function of the agricultural operations and their thin budget. Therefore, we propose that composting mortalities could be an economical alternative. Composting is a recognized method for taking animal waste products along with carbon waste and turning it into a pathogen-free, nutrient-rich topsoil. Management of invasive species is an important component of biosecurity. For species already established in Western Australia (WA), including feral pigs, effective management aims to reduce the impacts of those populations and detect occurrences of new populations, thereby preventing further harm to the State’s agriculture and biodiversity. Effective management also includes monitoring the density and distribution of established populations to define their boundaries and determine the effectiveness of control programs.

European wild pigs (Sus scrofa) are an introduced invasive species that now constitute a major threat to agriculture and the natural ecology of the environments they now inhabit. Wild pigs also carry many diseases known to infect wildlife, humans, and livestock. Two of these diseases, pseudorabies (PRV) and brucellosis, constitute major diseases in the United States. Better data are needed regarding the prevalence of these diseases in wild pigs to understand and manage the potential risks to wildlife, humans, and livestock.
