Heroin--Myths And Knowledge: Impact On Public Policy, Robert Salmon

The Journal of Sociology & Social Welfare

Public Policy in the United States towards the heroin user and addict has been punitive as well as unsuccessful in deterring drug use or in treatment of the addict. Bias, myths, and prejudices have influenced our policy stance and have made heroin addiction a more serious problem than it otherwise would have been. This is explicated in the article, and contrasted with the British system which in attitude and practice tends to view the addict as ill rather than evil.

Illegal, Secret Dogfights And Cockfights Rampant In The U.S.

Early in July, a team of more than 30 local, state, and federal law enforcement officers led by HSUS investigators made a raid on a secret cockfight arena on the outskirts of town. More than 100 people were caught inside the building. All were violating Wyoming state law and possibly federal law.

Unlike cockfighting, dogfighting is expressly prohibited in all 50 states. It, too, is a violation of the animal fighting ventures section of the Animal Welfare Act. HSUS investigators are continually following up leads and providing information on illegal dogfights to local animal welfare groups and law enforcement agencies.

Because cockfighting is illegal in California, cockfights are held in the strictest secrecy. An HSUS undercover informant, posing as a cockfighting enthusiast, managed to win the confidence of some members of the cockfighting fraternity near Sacramento, California. After several months of undercover work, he was finally invited to a major Derby meet on Sunday, April 23rd. He immediately began arrangements to have the fight raided and participants arrested. Three members of the HSUS Investigations Department, Frantz Dantzler, Phil Steward, and Marc Paulhus, flew to California to set up the raid.

Past research has demonstrated that empathy, traditionally defined as the ability to discriminate, label and then experience the emotional response of another, acts as an inhibitor of aggressive behavior. Additional evidence has shown an increase in empathic functioning can be the result of various empathy training strategies. It has recently been hypothesized that aggressive behavior might be decreased as empathic functioning increases. The present study sought to determine if an inverse relationship existed between empathy and socially deviant behavior, which is a less extreme degree of aggression characterized by disruptiveness and attention seeking. A recent investigation by Tittle and Rowe (1974) examining the deterrent effect of the certainty of arrest on felony rates in Florida is briefly summarized and critiqued. Examination shows their analysis to suffer from serious theoretical and methodological limitations. To extend their investigation and thus better understand the deterrent effect of arrest we examine the relationship between arrest rates and offense rates for cities and counties of Florida for seven major felonies. An investigation and analysis of the concept of cynicism as part of a social process involving other sociological variables within two law enforcement agencies was undertaken. The major theoretical contention of this study was that within the law enforcement setting one consequence of employing certain organizational control mechanisms has been an accompanying generation of social strain relative to such control mechanisms. The Niederhoffer scale was employed as an objective measure of cynicism. Extended interviews were conducted with those who scored high on the cynicism scale. This article traces the legislative history of statutes prescribing the death penalty for sodomy in 17th-century New England and in the other American colonies. New England and some middle colonies broke with English legal tradition by adopting explicitly biblical language. This study was designed to determine the predictive validity of a police officer selection program and identify the contribution made by each major selection device to the total program. Police officers employed by the Portland Police Bureau who had completed three years of post-probationary employment were randomly assigned to a validation group and a cross-validation group on a two for one basis respectively. Beta weights were computed for the written test, interview and psychological scores in the validation group. The regression formula was then applied to the data in the cross-validation group. A cross-validation R of 0.12 was obtained between …

Rehabilitative endeavors within correctional institutions have failed because of overpopulation, high costs, labelling and stigmatization of inmates, low transferability of treatment changes to the outside community, and deviant peer group composition. Community treatment programs have fared little better because they also entail client stigmatization and typically are conducted within the context of deviant peer groups. Consequently, in order to enhance the rehabilitative potential of community treatment, subsequent efforts should be conducted within "traditional" agencies and within pro-social peer groups. The emphasis upon "pro-social" rehabilitation environments does not posit any particular assets and/or liabilities of a given socio-economic stratum, thus …

Results of the Youth Center Research Project were almost equally favorable for each other's two schools. The parole-violation rates of the wards released from both institutions dropped from 43% to 31%, a considerable improvement when compared with the two control California Youth Authority schools continuing failure rate of 46%. These figures were for twelve-month parole-exposure periods. But the study’s major hypotheses were not verified. The more mature youths did not do better with TA than with B Mod, and the lower-maturity wards did no better with B Mod. The field for research on women offenders provides an extensive opportunity for scientific investigation. Many writers (Gibbons, 1971; Cunningham, 1964; Sutherland, 1968) have discussed the causes of crime and their resulting social implications. Organized mass presentations of the movement of crime among women is negligible. Today female incarcerates make up approximately 11 per cent (Lerner, 1972) of the total number in state and federal penitentiaries. Previous research (Cunningham, 1964) on female felons found poor self-concept, excessive dependency and pathological emotionality to be a consistent pattern in women criminals. This research report is a follow up to a 1970 study by Matusak which evaluated the effectiveness of the Committee. The Matusak study seemed to indicate that, because of Committee action resulting in appropriate intervention and services, definite improvement in the situation of the children in the study was seen.
