This project examines child protection outcomes in Minnesota through a structural and inequality focused lens, analyzing how poverty, housing instability, racism, and system overlap shape family involvement with Child Protective Services (CPS). This literature review draws from sociology, anthropology, social work, and child welfare research, to examine how child protection systems disproportionately surveil and penalize low-income families and families of color, often framing structural disadvantage as an individual parental failure rather than a systemic or institutional issue. Foster youth remain dramatically overrepresented in the juvenile justice system, accounting for up to almost a quarter of system-involved youth despite comprising less than 5% of the general population. Prior research on this subject indicates that foster youth tend to face disproportionately punitive responses, systemic challenges linked to trauma, placement, and instability, as well as limited access to diversion programs. Adverse Childhood Experiences (ACEs) represent a collection of distressful events occurring during childhood and have been shown to have a negative impact on future functioning. ACEs were utilized in the current study to increase our understanding of a unique population among court-involved individuals: juveniles charged or convicted of homicide. Court decisions have established that juveniles convicted of homicide are both distinct from their adult counterparts and present with dissimilar risk and protective factors. Sykes and Matza’s Neutralization theory (1957) was originally developed to explain juvenile involvement in delinquency, with extensions of this theory being used to understand crime in other offending groups. Although neutralization theory has been widely applied to offenders, far less research has examined how neutralizations may be used by non-offending groups. This study applies Sykes and Matza’s framework to parents to explore whether neutralizations are being employed to justify risk taking or delinquent behavior among their adolescent children. The current study aimed to contribute to the overall knowledge of desistance patterns among juveniles by exploring them among serious juvenile offenders who come from a broken home. Utilizing the Pathways to Desistance (PTD) dataset, this study used logistic regression to examine the impact of family composition on later desistance while controlling for various adverse childhood experiences (ACEs) one might experience. Most juvenile justice-involved youth are boys, youth of color, low-income, LGBTQIA2S+, disabled, and traumatized. This literature review explores the history of the juvenile justice system, issues with the present-day model, and trauma-informed and transformative justice approaches to practice. Using data from the United States Sentencing Commission (2014–2022), this study analyzes the effect of defendant gender on sentencing outcomes across various crime types, with a focus on violent crime. While prior research consistently finds that female defendants receive lenient sentences, few studies examine how this effect varies across crime types. Aggression and violence are often perceived as inherently male traits, and individuals who defy gender expectations may face social sanctions. Women who commit violent crimes defy gender expectations and may receive harsher punishment as a result.

This study evaluates the impact of Amadeusz’ Prosper program which supports individuals with firearm-related charges between the ages of 18 to 29 in Ontario, Canada. Prosper offers intensive case management through caseworkers who co-create tailored support plans with participants based on their immediate needs and long-term goals. The program supports individuals during incarceration and post-release once back in community. This study engaged 44 participants through interviews conducted between October 2022 and April 2023. Participants included program beneficiaries (n=29), family members (n=8), community partners (n=4), and caseworkers (n=3). Gladue, is a landmark Supreme Court of Canada case which emphasizes the need to consider unique circumstances faced by Indigenous individuals when determining appropriate sentences. Across the world, attitudes about same-sex relationships have become rapidly more supportive. While education is typically viewed as a liberalizing force, religious beliefs are often seen as restricting more tolerant perspectives and contributing to more conservative attitudes in general. Focusing on the United States this study examines the roles of religion and education, as individual and group properties, for understanding disapproval of same-sex relationships. Specifically, we designed a study to determine the capacity of treatment options, identify barriers to seeking treatment, and illuminate what works particularly well. The gap analysis results can guide future decisions on allocating resources best to ensure that treatment is accessible to all in need.
