Although school shootings are statistically rare events, public fear surrounding them has continuously increased across the United States. This thesis explored how college students perceive the risk of school shootings despite the relatively low probability of experiencing these violent events, with particular attention to the role of media framing, sensationalized reporting, and repeated exposure to violent social and digital media. This final report provides the findings of a multi-year project to understand the effects of successive drug policy efforts in Oregon. Since 2013, Oregon has implemented three changes that reclassified and lowered the seriousness of low-level drug possession offenses, with multiple years between each policy change: Justice Reinvestment in 2013, defelonization in 2017, and decriminalization in 2021. This project parses out the individual impacts of these unique events on law enforcement, prosecution, courts and sentencing, and public safety & health.

Background: The realms of drug policy and immigration policy have long been fueled by misinformation, where sensationalism and panics help shore up political support. Most recently, the "border crisis" has been invoked to explain the "overdose crisis" in mass media narratives. Although the increase in migration is being blamed for illicit drug flows, drug importation occurs primarily through legal points-of-entry. The extent and excess visibility of false narratives linking overdose to migration in mainstream media is unknown.

Attention surrounding forceful policing largely focuses on men's experiences, but Black women, even when pregnant, are also harmed by police use of force. Previous research demonstrating anti-Black biases in perceptions of police use of force toward men cannot be directly applied towards women, due to unique stereotypes of Black women and mothers. How do race and pregnancy influence perceptions of police use of force against women? An Evaluation Of The Federal Legal Services Program: Evidence From Crime Rates And Property Values, Jamein P. Cunningham

This paper uses the city level roll-out of legal service grants to evaluate their effects on crime. Using Uniform Crime Reports from 1960 to 1985, the results show that there is a short run increase of 7 percent in crimes reported and also a 13 percent increase in crimes cleared by arrest. Results show an increase in the staffing of police officers in cities that received legal services. These cities are also associated with having higher median property values 10 years later. This supports the narrative that legal services changed police behavior through litigation or threats of litigation.

This study explores the representation of crime in the news in relation to expressed emotion and intention for future action. Episodic and thematic framing (Iyengar, 1991) and narrative processing (Singer & Bluck, 2001) served as the theoretical foundations of this study and helped examine how scripted news stories involving crime influence levels of fear, anger, and empathy in individuals, and how these emotions subsequently affect behaviors. The rather novel phenomenon of cybergrooming, or the solicitation of minors for sex via the Internet, has yet to be fully explored. This is a problem because such predatory behavior can lead to psychological and/or physical abuse of minors. The present study seeks to fill this knowledge by performing a qualitative, grounded theory analysis of naturally-occurring cybergrooming discourse. Data were drawn from the website of the online watchdog group, Perverted Justice. The first 20 lines of talk transmitted by the adults in these chat conversations were sampled from 100 transcripts published by Perverted Justice.

In July 2014, the Center for Public Service (CPS) at Portland State University undertook a project commissioned by the Clackamas County District Attorney’s Office to conduct a preliminary analysis of data related to Oregon’s juvenile justice system. The statistical analysis focused on identifying possible correlations between indicators of juvenile justice interventions and public safety outcomes within Oregon counties. Results indicated a handful of significant correlations. Generally, across counties and variables, higher levels of intervention correlated significantly with higher levels of public safety outcomes and higher levels of non-intervention correlated significantly with lower levels of public safety outcomes. Graphic images of meth addicts have swept across Montana in television, radio and print ads as part of the state's latest anti-drug campaign, the Montana Meth Project. From a labeling perspective, the negative portrayal of meth addicts in these ads has significant implications for meth addicts in terms of their reintegration. The unintended population of drug addicts potentially affected by public service campaigns has failed to gain attention in the literature despite the implications suggested by labeling theory. This report addresses the impact on Miami-Dade County of the Secure Communities program, currently one of the primary federal immigration enforcement programs administered by the Department of Homeland Security (DHS) through Immigration and Customs Enforcement (ICE). DHS claims that the program prioritizes the removal of convicted criminal aliens who pose a danger to national security or public safety, repeat violators who game the immigration system, those who fail to appear at immigration hearings, and fugitives who have already been ordered removed by an immigration judge.

The youth explosion of the mid-1960s that spawned the hippie counterculture also bred fear among older Americans, many of whom viewed the cultural dissenters as immoral, deviant, and criminal. Some in the ranks of government shared this view and felt duty-bound to oppose the counterculture. The present study involved an examination of the delinquency problem in Saudi Arabia within the framework of social control theory. Specifically, the study was based on the thesis set forth by Travis Hirschi, i.e., that delinquent acts result when an individual's bond to society is weak or broken. Also taken into account, however, were the findings from the research of Wiatrowski, et al. that suggest a need for a) some modifications in Hirschi's conceptual framework and b) inclusion of socio-economic factors in the social control model.

This study was designed to determine the predictive validity of a police officer selection program and identify the contribution made by each major selection device to the total program. Police officers employed by the Portland Police Bureau who had completed three years of post-probationary employment were randomly assigned to a validation group and a cross-validation group on a two for one basis respectively. Beta weights were computed for the written test, interview and psychological scores in the validation group. The regression formula was then applied to the data in the cross-validation group. The Child Abuse Committee at the University of Oregon Medical School has assumed a coordinating role as an attempt to provide more effective service to abused children and their families. This research report is a follow up to a 1970 study by Matusak which evaluated the effectiveness of the Committee. The Matusak study seemed to indicate that, because of Committee action resulting in appropriate intervention and services, definite improvement in the situation of the children in the study was seen. The purpose of this project was to determine whether certain personal, socioeconomic, and court-related factors are significantly related to the differential placement of delinquent and dependent children from the detention facility at the Donald E. Long Home. A stratified random sample was composed of 173 placements of children who were held in detention after a preliminary hearing.

The purpose of this descriptive study was to reveal the typical life style of a representative sample of fifty male opiate addicts participating in the Oregon Methadone Treatment Program. An important goal of the research was to assess the reliability of information gathered from patients compared to data obtained from an equal number of informants. A highly structured questionnaire was designed to elicit specific responses in order to calculate the degree of concordance between patients and informants to identical items.
