This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Differences in outcomes between the 17 MAP and 17 non-MAP housing developments will serve as the statistical basis for estimating …

"An increasing number of people are sleeping outside in tents, doorways, and under bridges. In England, 4,751 people “slept rough” on a single night in autumn 2017, an increase of 15% from 2016. In the United States, 192,875 people were unsheltered on a given night in January, a 9% increase from 2016.

Both the UK and the US, and many other countries around the world, are witnessing a visible rise in tent encampments, legal and illegal. Tent cities have been reported in London, as well as in Milton Keynes, Bristol, Cardiff, Manchester, Oxford and Sheffield. Across the US, tent cities …

This exploratory study focuses on identifying motivations for religious terrorism and Islamic terrorism in the United States in particular. Terrorism is a crime of extreme violence with the end purpose of political influence. This crime is challenging to encounter for its multi-faced characteristics, the unusual motivations of its actors, and their semi-militant conduct. The hypothesis of this study asserts that religious terrorists are radicalized by passing from fundamental to extreme devout agendas, caused by isolation from the dominant society, and resulted in high potential to impose those agendas by extreme violence. The authors examined two pornographic film series produced in Japan in the first decade of the twenty-first century, as well as their DVD box cover advertising copy. Additionally, and crucially, these data were examined in light of online forum posts made by the producers and consumers of the two film series before, during and after their production. These posts indicate consumer-producer cooperation and collaboration in all aspects of the series’ planning and execution, in addition to consumer involvement in the perpetration of the filmed sex acts and abuses themselves. This article explores the activities of The New Zealand Prostitutes' Collective (NZPC) in promoting decriminalization of prostitution and its role in gatekeeping this legislation. The NZPC has loomed large in the government’s evaluations of the decriminalization legislation known as the Prostitution Reform Act (PRA). It has collected information, partnered on the research team appointed by the Ministry of Justice to conduct the research, and ultimately secured seats as evaluators on the Prostitution Law Review Committee (PLRC) charged with assessing the research and making recommendations. This study examines the influence of child custody loss on drug use and crime among a sample of African American mothers. Two types of custody loss are examined: informal custody loss (child living apart from mother but courts not involved), and official loss (child removed from mother’s care by authorities).

Methods—Using data from 339 African American women, longitudinal random coefficient models analyzed the effects of each type of custody loss on subsequent drug use and crime.

Results—Results indicated that both informal and official custody loss predicted increased drug use, and informal loss predicted increased criminal involvement. Findings demonstrate …

During the last 17 years, since the adoption of the Palermo Protocol, authorities at international and national levels have investigated and prosecuted trafficking cases, and aided victims. Nevertheless, every day thousands of people around the world are sold, lured with false promises and exploited. In Mexico, 10,000 young girls and women are said to be trafficked into cities for sexual exploitation every year. Trafficked victims suffer a wide range of sexual exploitation, physical and psychological violence, human rights violations including their right to dignity, and cruel and inhumane treatment, creating vulnerability and isolation. Homelessness is a social and political issue of great importance in the United States. For every 10,000 people in the U.S. 17 are experiencing homelessness (Bishop et al. 2017). Despite being a consequence of structural factors in the economy such as a lack of affordable housing and livable wages, the news media often frames the issue as an outcome of individualistic factors such as deviant characteristics, criminality, and personal flaws like drug addiction and mental illness. While substantial effort has been devoted to investigating the radicalization process and developing theories to explain why this occurs, surprisingly few studies offer explanations of the micro-situational factors that characterize how extremists accomplish violence. Relying on in-depth life history interviews with 89 former white supremacists, we analyzed the situational, emotional, and moral considerations surrounding white supremacist violence. Overall, we identified a variety of strategies white supremacists utilize for overcoming emotional and cognitive obstacles required to perform violent action. Furthermore, we also identified the callous effect of habitual violence. We conclude this article with suggestions for future research and recommendations for …

New York City launched its first Cure Violence program—which uses community outreach to interrupt violence—in 2010 with funding from the U.S. Department of Justice. By 2017, there were 18 programs around the city. This report examines Man Up! Inc. in East New York, Brooklyn, and Save Our Streets South Bronx. Each neighborhood was compared to another neighborhood similar in demographics and crime trends but without a Cure Violence program. There is promising evidence that Cure Violence may help to create safe and healthy communities.

Researchers at John Jay Research and Evaluation Center found evidence to suggest the presence of Cure Violence — a place-based, public-health approach to violence reduction that relies on “outreach workers” and “violence interrupters” to prevent high-risk individuals from using violence to resolve conflicts — increases confidence in police in affected neighborhoods.

Commercial sexual exploitation of children (CSEC) is a form of violence in which children, mainly girls and female adolescents, are reduced to sexual objects for rent. In this study, we argue that the concept of who is an exploiter must be broadened to include everyone who directly or indirectly benefits from CSEC. This paper is based on life stories of 10 female residents from a shelter, which we call Casa Libertad (a fictitious name) in Mexico City, for female victims of violence. The threat of terrorism perceived by the American public has been shaped by a series of traumatic events over the past decade. In the years following the attacks of September 11, 2001, fear of terrorism has extended beyond the threat of terrorist groups. Much of the American public considers not only terrorist groups like al-Qaeda, but the entire religion of Islam to be a security threat. New York City neighborhoods with operating Cure Violence sites show stronger declines in less violence-prone attitudes. This databit displays data collected by the NYCCure study at JohnJayREC. It demonstrates that the presence of Cure Violence in a neighborhood is associated with significant reductions in the willingness of young men to use violence in conflict situations.

This report examines regional and sub-regional perceptions of crime and police from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community.
