Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? That is, are the city of Philadelphia’s sanctuary policies actually building trust between its undocumented residents and local law enforcement, thereby laying the groundwork for higher rates of crime reporting and safer communities? Previous research has made it clear that neighborhoods shape individuals’ experiences, perceptions, and identities. Past studies on neighborhood stigma focused primarily on the perception that communities of color and their residents are dangerous or disadvantaged. Another smaller body of work explored how living in criminalized spaces affects residents themselves. This research primarily looked at how neighborhood stigma has materially affected residents, such as through decreased job opportunities. This research report is the result of collecting and evaluating data on cases of homicides and attempted homicides in the German sex trade from 1920-2017. The findings show violence against prostituted women and the attitudes of the sex buyers who commit most of the violent acts against the women. The report discusses the media coverage of murder cases, complication of cases, and a critique of methods of criminal evaluation by the police. From 1920 to 2017, 272 victims of murder and attempted murder were identified. Liberalization of prostitution occurred in 2002. From then until 2017, there is a decrease in …

There has been a national push to establish evidence-based juvenile criminal justice policies and practices that are focused on reducing the risk of recidivism for juvenile offenses. The reason for this push is rooted in the growing recidivism rates of juvenile offenders in the United States (Weber, Umpierre, & Bikchik, 2018). More than half of all juveniles who are on probation nationwide are rearrested, indicating that each juvenile offender faces equal likelihood of reoffending or not (Weber et al., 2018). While juvenile crime has dropped over the past 20 years, tens of thousands of juvenile offenders are still incarcerated around the country, many of whom are nonviolent offenders. Researchers have found that detention centers, sometimes indistinguishable from adult prisons, do little to reduce recidivism and rehabilitate the offender. In late 2016 a feminist movement against problems of commercial sexual exploitation, and especially issues of coerced pornography filming, arose in Japan. This article describes the history of this movement as it mobilized to combat human rights violations perpetrated by the country’s pornographers. The movement’s success came not spontaneously or haphazardly; in fact, it was orchestrated earlier over a full decade-and-a-half by activists who persevered in researching and highlighting pornography’s harms in a civil environment of hostility, isolation and social derision, even among progressive groups and individuals. When women involved in prostitution experience multiple and intersecting needs, they may face barriers in accessing help and support. These barriers can include geographical location and opening hours of agencies, limited childcare support, and a lack of female-only provision. As a result, women are frequently disadvantaged, and their personal safety put at risk, as they become increasingly vulnerable to exploitation, particularly if they do not have access to secure accommodation. This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

There is growing recognition about the similarities between generic criminality and violent extremism. Using data derived from a unique set of in-depth life history interviews with 40 former U.S. white supremacists, as well as previous studies of criminal desistance, we examine the emotional valence that characterizes actors' descriptions of the disengagement process. More specifically, results suggest that negative emotions (i.e., anger and frustration) directed toward the extremist group and oneself function as a catalyst for disengagement. Negative emotions become a source of motivation in re-evaluating the relative importance of the group as it relates to the individual. Ultimately, the reevaluation …

Little is known about the location and consistency of sleeping arrangements among youth experiencing homelessness (YEH) and how this is linked to their well-being. This study addresses this gap using ecological momentary assessment (EMA) via short message service (SMS) surveying with 150 YEH over 30 days, to examine how various sleeping arrangements are associated with depression, marijuana use, support received, and service utilization. Results revealed that the average number of consecutive days youth stayed at any particular location varied considerably. Youth who stayed more frequently with a friend/partner or in a transitional living facility (TLF) reported fewer days of being …

The effects of incarceration on families have been studied in-depth, but little research evaluates the effects on women parenting children after the incarceration of their romantic partner. This research evaluates how mothers manage to keep their families intact throughout the duration of their partner’s incarceration. I approached this question using a geography theory of care developed by Sophie Bowlby and Linda McKie. This theory states that the quality of care is dependent on the space in which it is provided, the social expectations within the caring environment, and the amount of time required to provide or receive care. Additionally, there is a lack of research exploring the social effects of Hepatitis C in rural communities. City-based organizations and governments play an important role in incorporating undocumented immigrant youth. This article investigates how localities sociopolitically incorporate these immigrants by examining the governance constellations and institutional logics of the organizational field that manages undocumented youth. Comparing sets of municipal and civil society organizations in different national settings, I use the two cases of New York City and Paris to ask how the ‘city-based organizational field of immigrant incorporation’ shapes citizenship experiences of undocumented youth. In this article, we report on findings from a critical literature review of qualitative methods in youth-focused research. The articles reviewed cover an array of methods including those used traditionally in qualitative research and others more recently established.
