This is the fourth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to collect data from two probability samples of residents in public housing developments in New York City. If countries hosting refugees want to build resiliency and reduce dependency on foreign relief, humanitarian response and local development need to be addressed simultaneously, and collaboration at all levels of stakeholders needs to take place in planning and decision making. Additionally, innovation and strong leadership are strong factors in creating and leading new ideas as funding and world leadership dynamics change, especially with traditional leaders such as the US and the UN losing influence. Nigerian women and children have been trafficked to Italy over the last 30 years for commercial sexual exploitation with an alarming increase in the past three years. The Central Mediterranean Route that runs from West African countries to Italy is rife with organized crime gangs that have created a highly successful trafficking operation. As part of the recruitment process, the Nigerian mafia and its operatives exploit victims by subjecting them to a traditional religious juju oath ceremony, which is an extremely effective control mechanism to silence victims and trap them in debt bondage. This report illustrates how probation leadership, officers, and staff in San Diego County can adopt best training practices to address and alleviate incidents in juvenile detention facilities and build a sophisticated, fair, and effective system of juvenile justice. Multiple And Intersecting Experiences Of Women In Prostitution: Improving Access To Helping Services, Kathryn Hodges, Sarah Burch

When women involved in prostitution experience multiple and intersecting needs, they may face barriers in accessing help and support. These barriers can include geographical location and opening hours of agencies, limited childcare support, and a lack of female-only provision. As a result, women are frequently disadvantaged, and their personal safety put at risk, as they become increasingly vulnerable to exploitation, particularly if they do not have access to secure accommodation. This research project seeks to understand the choices and decisions women make when they engage with helping services. The findings report on an in-depth qualitative study with 11 women involved …

Despite the writings of feminist thinkers and efforts of other advocates of feminism to change the dominant narratives on women, exploitation of women is a fact that has remained endemic in various parts of the world, and particularly in Africa. Nigeria is one of those countries in Africa where women are largely exposed to varying degrees of exploitation. This paper examines the development and proliferation of baby-selling centers in southern Nigeria and its impacts on and implication for women in Nigeria. This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

Anger From Within: The Role Of Emotions In Disengagement From Violent Extremism, Peter Simi, Steven Windisch, Daniel Harris, Gina Ligon

There is growing recognition about the similarities between generic criminality and violent extremism. Using data derived from a unique set of in-depth life history interviews with 40 former U.S. white supremacists, as well as previous studies of criminal desistance, we examine the emotional valence that characterizes actors' descriptions of the disengagement process. More specifically, results suggest that negative emotions (i.e., anger and frustration) directed toward the extremist group and oneself function as a catalyst for disengagement. Negative emotions become a source of motivation in re-evaluating the relative importance of the group as it relates to the individual. Ultimately, the reevaluation …

The effects of incarceration on families have been studied in-depth, but little research evaluates the effects on women parenting children after the incarceration of their romantic partner. This research evaluates how mothers manage to keep their families intact throughout the duration of their partner’s incarceration. I approached this question using a geography theory of care developed by Sophie Bowlby and Linda McKie. This theory states that the quality of care is dependent on the space in which it is provided, the social expectations within the caring environment, and the amount of time required to provide or receive care. Short Message Service Surveying With Homeless Youth: Findings From A 30-Day Study Of Sleeping Arrangements And Well-Being, Kimberly A. Tyler, Kristen Olson, Colleen M. Ray

Little is known about the location and consistency of sleeping arrangements among youth experiencing homelessness (YEH) and how this is linked to their well-being. This study addresses this gap using ecological momentary assessment (EMA) via short message service (SMS) surveying with 150 YEH over 30 days, to examine how various sleeping arrangements are associated with depression, marijuana use, support received, and service utilization. Results revealed that the average number of consecutive days youth stayed at any particular location varied considerably. Youth who stayed more frequently with a friend/partner or in a transitional living facility (TLF) reported fewer days of being …
