The University of Central Florida's Institute for Social and Behavioral Science (ISBS) partnered with Volusia County to undertake a gap analysis focused on mental health and substance use disorder treatment. Specifically, we designed a study to determine the capacity of treatment options, identify barriers to seeking treatment, and illuminate what works particularly well. The gap analysis results can guide future decisions on allocating resources best to ensure that treatment is accessible to all in need.

Feeling unsafe in one's neighborhood is related to poor health. Features of the neighborhood environment have been suggested to inform perceptions of neighborhood safety. Yet, the relative contribution of these features (e.g., uneven sidewalks, crime, perceived neighborhood physical disorder) on perceived neighborhood safety, particularly among people with disabilities who may view themselves as more vulnerable, is not well understood. We examined whether sidewalk quality assessed by third party raters, county-level crime rates, and perceived neighborhood disorder would relate to neighborhood safety concerns, and whether functional limitations would exacerbate these links. This is the fifth of six Evaluation Updates reporting interim results from John Jay College’s evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP). The study analyzes public safety outcomes in 17 public housing developments participating in the MAP initiative and finds meaningful and sometimes statistically significant improvements.

Communities around the world are gradually becoming aware that transit riders, and especially women, are often victims of a wide range of offenses of a sexual nature that happen on buses and trains, and at bus stops and train stations. Better understanding the extent and nature of sexual harassment on transit is a critical issue for transit operators and society at large. If fear of sexual crime limits if and how people ride transit, the result is reduced mobility for certain segments of the population, as well as lost ridership for transit agencies.

This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

There is growing recognition about the similarities between generic criminality and violent extremism. Using data derived from a unique set of in-depth life history interviews with 40 former U.S. white supremacists, as well as previous studies of criminal desistance, we examine the emotional valence that characterizes actors' descriptions of the disengagement process. More specifically, results suggest that negative emotions (i.e., anger and frustration) directed toward the extremist group and oneself function as a catalyst for disengagement. Negative emotions become a source of motivation in re-evaluating the relative importance of the group as it relates to the individual. Ultimately, the reevaluation …

Little is known about the location and consistency of sleeping arrangements among youth experiencing homelessness (YEH) and how this is linked to their well-being. This study addresses this gap using ecological momentary assessment (EMA) via short message service (SMS) surveying with 150 YEH over 30 days, to examine how various sleeping arrangements are associated with depression, marijuana use, support received, and service utilization. Results revealed that the average number of consecutive days youth stayed at any particular location varied considerably. Youth who stayed more frequently with a friend/partner or in a transitional living facility (TLF) reported fewer days of being …

City-based organizations and governments play an important role in incorporating undocumented immigrant youth. This article investigates how localities sociopolitically incorporate these immigrants by examining the governance constellations and institutional logics of the organizational field that manages undocumented youth. Comparing sets of municipal and civil society organizations in different national settings, I use the two cases of New York City and Paris to ask how the ‘city-based organizational field of immigrant incorporation’ shapes citizenship experiences of undocumented youth. As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. This study examines the influence of child custody loss on drug use and crime among a sample of African American mothers. Two types of custody loss are examined: informal custody loss (child living apart from mother but courts not involved), and official loss (child removed from mother’s care by authorities).

Methods—Using data from 339 African American women, longitudinal random coefficient models analyzed the effects of each type of custody loss on subsequent drug use and crime.

Results—Results indicated that both informal and official custody loss predicted increased drug use, and informal loss predicted increased criminal involvement. Findings demonstrate …

While substantial effort has been devoted to investigating the radicalization process and developing theories to explain why this occurs, surprisingly few studies offer explanations of the micro-situational factors that characterize how extremists accomplish violence. Relying on in-depth life history interviews with 89 former white supremacists, we analyzed the situational, emotional, and moral considerations surrounding white supremacist violence. Overall, we identified a variety of strategies white supremacists utilize for overcoming emotional and cognitive obstacles required to perform violent action. Furthermore, we also identified the callous effect of habitual violence. We conclude this article with suggestions for future research and recommendations for …

New York City launched its first Cure Violence program—which uses community outreach to interrupt violence—in 2010 with funding from the U.S. Department of Justice. By 2017, there were 18 programs around the city. This report examines Man Up! Inc. in East New York, Brooklyn, and Save Our Streets South Bronx. Each neighborhood was compared to another neighborhood similar in demographics and crime trends but without a Cure Violence program. There is promising evidence that Cure Violence may help to create safe and healthy communities.

Researchers at John Jay Research and Evaluation Center found evidence to suggest the presence of Cure Violence — a place-based, public-health approach to violence reduction that relies on “outreach workers” and “violence interrupters” to prevent high-risk individuals from using violence to resolve conflicts — increases confidence in police in affected neighborhoods.

In the years following the attacks of September 11, 2001, fear of terrorism has extended beyond the threat of terrorist groups. Much of the American public considers not only terrorist groups like al-Qaeda, but the entire religion of Islam to be a security threat. In a possible sign of a new trend in Southeast Asia, economic pressures are driving smallholder shrimp farmers from Vietnam's Mekong Delta across the Cambodian border in search of new land. Building from ethnographic research with Vietnamese shrimp farmers in Kampot province, Cambodia, this paper explores the structures, mechanisms, and relations that facilitate and impede the ability of Vietnamese migrants to gain and maintain access to land in Cambodia. Problem analysis conducted by a university-based research partner can provide communities with data-driven options to address the local drivers of serious youth and gang violence. Situated in Worcester, Massachusetts, this article describes how after early childhood trauma was identified as a potential driver of adolescent and young adult violence, problem analysis using local data confirmed that being the victim or witness of a traumatic incident before the age of 12 was significantly correlated with involvement in violence in adolescence or young adulthood. Heightened attention to bullying in research and in the media has led to a proliferation of school climate surveys that ask students to report their level of involvement in bullying. In this study, the authors reviewed the challenges associated with measuring bullying and the implications they have on the reliability of school climate surveys. Then they used data from a sample of 810 students in a large public high school in New Jersey to evaluate the merits of using a more generalized definition of aggression in school climate research.
