Deminers reported that the Victim was in a particularly happy mood that day. The Victim went to the grenade without telling anyone and began to dismantle it. His actions can be reliably inferred because the black cap of the grenade was undamaged at the site (and featured in the first site photographs after the accident). Within an overall framework of reconciliation as a transformation of mimetic structures of violence to mimetic structures of blessing, teachings of blessing are needed throughout the process. “Teachings” are considered as paradigmatic stories, principles, insights, and practical wisdom that are derived both from religious traditions and the human sciences. “Blessing” refers to that which contributes to sustained human well-being at the individual, collective and relational levels. A hermeneutics of blessing is a deliberate interpretive endeavour directed toward the generation of teachings of blessing. It can be used with any particular source and the insights can be both direct and inverse, …

The contributors to this special issue provide a broad array of perspectives that explores conflicts and its transformation from a multidimensional perspective.

Reconciliation, described as coming to terms with the past, is considered an important component of normalization and development in post-conflict societies. The international community and some political elites promote it as a desired approach to (re)establishing trust and cooperation, ideally leading to clean slate situation, which might be possible only if all sides are fully committed to the process and unconditionally accept its outcomes. Reality, however, is often different. Exploring concepts, practices and experiences in the Balkans and South Africa the contribution studies successes, problems and failures of reconciliation. It attempts to rethink and re-conceptualize reconciliation and develop alternative approaches.

Genocide is one of the most challenging problems of our age. In her book, “A Problem from Hell:” America and the Age of Genocide, Samantha Power (2002) argues that the United States, while in a position to intervene in genocide, has lacked the will to do so, and therefore it is incumbent on the U.S. citizenry to pressure their government to act. This article reviews how the topic of genocide raises questions along the fault lines of the field of Peace and Conflict Studies (PACS). Most international donors believe that promoting economic development deescalates ethnic conflict, thus enhancing the prospects for peace as ethnic communities negotiate settlements and bridge their political divisions. However, little empirical research has addressed the potential effects of external economic assistance in the rebuilding of those societies. This study explores the perceptions of a representative sample of Northern Irish citizens on their awareness of the activities of International Fund for Ireland and the European Peace I fund toward economic development, the perceived equity of its distribution, and its contribution to building peace in Northern Ireland.

The sophistication of peace operations and complex humanitarian missions has increased in recent decades, resulting in increased international capacity to mitigate organized violence and provide relief to suffering populations. By their very nature, externally driven efforts tend to leave local actors feeling marginalized and disempowered, and unable to fulfill aspirations for cumulative and sustainable transformations in the quality of life. This article explores the reasons for the slow progress being made in the Northern Ireland peace process. It examines complications that exist in dealing with the past, present, and future of the conflict between the two main communities whilst also arguing that it is hard to separate these time frames in practice. In terms of the present, some well known difficulties with the consociational approach are identified. Recent studies have also demonstrated a failure to address sectarianism at the grass-roots level and there has been a resurgence in activity by spoilers and rejectionists. On 1 March 2008 Danish Demining Group (DDG) entered into a two-year agreement with the Swedish International Development Agency (Sida) to implement the project "Survey, Explosive Ordinance Disposal (EOD) and Mine Risk Education in Southern Sudan". The project aims to support the repatriation process for refugees and IDPs in South Sudan by providing a safe environment for the returnees and communities, and facilitating the work of humanitarian organisations. This article presents a pilot study that tested the Post-conflict Impact Assessment methodology conducted by MAG Cambodia (Mines Advisory Group Cambodia) in the first quarter of 2009. Funded by the United Kingdom Department for International Development, the pilot was implemented to gauge the suitability and effectiveness of the PCIA methodology to collect impact-assessment data related to MAG’s humanitarian mine-action activities. This article describes the methodology, outlines the process of the pilot study and concludes by discussing the findings that emerged from the pilot, which are currently helping to inform the development of a MAG impact-assessment tool.

This article is an endeavor to give an overview of the mine and unexploded ordnance situation in South Sudan, highlighting the role of the Bangladesh Military Demining Platoon (formerly the Bangladesh Military Demining Company). Ultimately, their efforts served to clear 2,733,858 square meters (676 acres) in five of the country’s most affected areas.

In an ongoing effort to improve the Non-technical Survey, the Geneva International Centre for Humanitarian Demining teamed with Stockholm University to create an enhanced version of the Cambodia Mine Action Centre’s Evidence Assessment Model. The aim of the project was to make the existing model more user-friendly and modify the current standards for assessment of mine-affected land. CMAC is testing a revised model to ensure that it meets the needs of their Non-technical Survey teams.

I was dismayed to read Dennis Barlow’s editorial “Amending the Ottawa Convention: A Way Forward,” in the Winter 2009 edition of The Journal of ERW and Mine Action. The idea of weakening one of the core provisions of this highly effective treaty should raise alarm bells throughout the mine-action community. The treaty as it stands provides the best protection for civilians living in mine-affected countries without placing an undue burden on their governments.

The Cambodia Trust was formed in 1989 to meet the rehabilitative needs of Cambodia’s many landmine survivors. Five years after its inception, the Trust helped establish the Cambodian School of Prosthetics and Orthotics, which has since provided invaluable services to Cambodia’s landmine survivors. This article explores the various ways rehabilitation services are being strengthened in Cambodia through this school and its partnership with other organizations.
