This thesis examines a specific type of United Nations peacekeeping operation, referred to as Special Political Missions (SPMs) and their progress in transitions from war to peace. While traditional peacekeeping has made advances in separating conflict and human rights development, SPMs provide concentrated specialization in areas, including electoral support, government mediation, and disarmament. Scholarly literature has increasingly recognized that the inclusion of women and gender in formal transitional justice processes is essential for addressing the gendered nature of mass atrocities. This thesis seeks to contribute to the existing literature on how and why some transitional justice processes have come to address women and gender by specifically studying Chile’s Rettig Commission and Valech Commission. Several hypotheses have emerged from the literature for why the Valech Commission addressed gender to a greater extent, including that women’s civil society organizations, diffusion of international norms, and shifting domestic politics each played a role. Geography and the Environment: Graduate Student Capstones

The Department of Defense's treatment of geographic information systems and cybersecurity as parallel rather than integrated policy domains produces geographically predictable vulnerability patterns across its global military installation footprint. This capstone investigates that conclusion through original spatial analysis, constructing a five-variable composite geospatial vulnerability index across the six U.S. Combatant Command regions using publicly available unclassified data. EUCOM ranked highest overall, driven by GPS/PNT spoofing density, commercial satellite coverage, and cyber incident frequency; CENTCOM ranked second, driven by OSINT exposure incidents and governance risk. In this thesis, I develop a theoretical and empirical framework to estimate whether participation in industrial clusters contributes to firm-level economic resilience to conflict-based shocks. Focusing on Ukraine following the full-scale Russian invasion in February 2022, the study situates industrial organization and firms’ resilience to conflict within a dynamic environment characterized by spatially heterogeneous exposure to conflict events and persistent institutional constraints. I document how Ukraine’s contemporary economic geography reflects the interaction of Soviet-era industrial path dependence, uneven post-transition institutional development, and conflict-induced reconfiguration, evaluating how these dynamics generate systematic variation in both firms’ baseline vulnerability and their exposure to …

This dissertation develops and validates the Security Environment Index (SEI), a multidimensional, empirically grounded framework to assess the political and military effects of U.S. security assistance—specifically Foreign Military Financing (FMF) and International Military Education and Training (IMET)—on partner nations. Drawing from the need for more robust monitoring and evaluation (M&E) frameworks in the security assistance space, this study addresses a longstanding gap in how policymakers measure the outcomes of military aid. This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? Why has there been a dramatic increase in gang violence in Ecuador beginning in 2020? Cities like Guayaquil and Duran in the coastal region of Ecuador, as well as the border region that Ecuador shares with Colombia have experienced significant increases in criminal activity and with it a rise in criminal violence. I review four hypotheses for why criminal violence has emerged and proliferated within Ecuador. Analysis of primary interviews with subject matter experts in Ecuador shows that the rise in violence resulted from the 2007 efforts to reintegrate gangs into society, which set the stage for fragmentation of gangs …

A modern model for peace is the “Olympic Truce,” a United Nations General Assembly resolution that calls for the pausing and prevention of new conflicts from one week before the Olympic Games through one week after the Paralympic Games. The 2003 Iraq War marked the first time in wartime that the United States and United Kingdom deployed female-specific units in support of combat operations. As manifestations of changing gendered norms within defense institutions, these Team Lioness units became symbolic of military transitions to a more diverse fighting force. Following the Iraq War, the US and UK were authorized as governing entities over the post-conflict Security Sector Reform process. History shows that both democratic and nondemocratic countries wage wars to advance their strategic interests. This study has comparatively analyzed two conflicts – the 2003-2011 U.S. invasion of Iraq and Russia’s ongoing war in Ukraine – to identify the trends that motivate both democratic and autocratic leaders to behave similarly by launching an invasion. The interpretive research of various memoirs, books, interviews, academic articles, news reports, and speeches, has uncovered that personal biases, particularly confirmation biases, play a significant role in motivating leaders to start a war. The growth of non-state actors has significantly changed the nature of conflict. Rebel groups increasingly challenge state rule while private military and security companies (PMSCs) increasingly enter conflict spaces on behalf of a variety of actors, including states seeking to suppress insurgencies. This case study of the Revolutionary United Front (RUF) during Sierra Leone’s civil war between 1991-2002 contributes to emerging work on rebel behavior by examining how rebel’s legitimacy-seeking behavior might evolve when PMSCs enter a conflict context. Blessed Are The Peacemakers: The Future Burden Of Intrastate Conflict On Poverty, Jonathan D. Moyer

Intrastate conflict generally undermines human development but its effect on global poverty across different income thresholds remains poorly understood. This paper analyzes how many people will live in poverty due to intrastate civil conflict in 2030, 2050, and 2070 using the International Futures model and shared socioeconomic pathways, forecasting 12 scenarios for 179 countries. A baseline conflict scenario leads to an additional 148.2 million (range: 50.7 to 186.0 million) people living in extreme poverty (Sustainable Development Goal.

Quantitative methods have been used to: (1) better predict civil conflict onset; and (2) understand causal mechanisms to inform policy intervention and theory. However, an exploration of individual conflict onset cases illustrates great variation in the characteristics describing the outbreak of civil war, suggesting that there is not one single set of factors that lead to intrastate war. In this article, we use descriptive statistics to explore persistent clusters in the drivers of civil war onset, finding evidence that some arrangements of structural drivers cluster robustly across multiple model specifications (such as young, poorly developed states with anocratic regimes). One strategy to de-escalate a conflict is to use food during conflict resolution efforts. So, what specifically does consuming food and beverage do to break down conflict escalation cycles? Food-sharing brings several aspects to conflict that the literature suggests address how and why conflict escalates. The technical institutional design of arms control agreements remains a rather unexplored area of arms control. But the increasing uncertainty of future arms control efficacy requires a re-examination of the agreements’ institutional design to determine which components contribute positively to their longevity. This research examines the role of dispute settlement bodies as specific outside consultative bodies, verification regimes, membership as at least one nuclear-armed state party to the agreement, and technology transfer mechanisms in arms control agreements. What factors have led to successful outcomes in international peace operations conducted in Sub Saharan African countries? What factors explain mission failure? I proposed a basic theory of peace operations that linked conflict conditions to mandate design to the capability of an intervening force deployed for mission implementation developed from arguments and empirical results of previous research.

Data on 86 peace operations that occurred in 23 African states covering 33 separate conflict periods between 1990 and 2015 was analyzed. My main findings showed that mandates were derived from conflict assessments and determined the size of intervening force required. The results …
