The purpose of this case study research was to examine the economic impact of school closures on three rural communities in Maine. I created a conceptual framework around six healthy community economic markers. Each of the six markers are studied in 2010 when schools were closed and then again in 2016. This data, in addition to perceptions data from stakeholders in each of the three communities was studied to determine if the closure of the school had any impact on these healthy economic markers. Findings suggest that there were no negative impact to the economic markers studied within the three …

This Article surveys intergovernmental institutions across federal states. Generally, these institutions offer meaningful cooperation for the different levels of government when addressing state problems. These institutions, however, often lack political authority to bind institutional members or implement authoritative state actions.

This Article proceeds in two general parts. First, this Article taxonomizes intergovernmental institutions across federal systems. Though few intergovernmental institutions are constitutionally mandated bodies, several federal states have enacted legislation to formalize these institutions while others simply utilize informal arrangements. In the summer of 2018, after it was revealed that there were dangerous levels of lead in the drinking water in Newark, New Jersey, the Natural Resources Defense Council and the New Jersey Education Workers Caucus filed a lawsuit against the City of Newark. They claimed the city did not comply with statues in the Safe Drinking Water Act, Lead and Copper Rule, and New Jersey’s Open Public Records Act. Since the early days of electrification, New York City has been rattled by manhole explosions –– underground blasts that injure residents, damage buildings, force evacuations, cause power outages and traffic disruptions.

Consolidated Edison, the city's largest electric provider, has for decades blamed manhole issues on bad weather and road salt that erodes underground wires. But some experts and former utility workers say lack of maintenance is at the root of the problem.

The purpose of this study is to explore strategies to improve mitral valve repair (MVr) outcomes. This research explores postoperative outcomes of patients undergoing MVr surgery by single center surgeons versus patients of multicenter surgeons. Specific outcomes of interest include 30-day operative mortality, major operative complications (e.g., deep sternal wound infection, permanent stroke, renal dysfunction requiring dialysis, reoperation, and prolonged ventilation), length of stay, and 30-day readmissions.

Hurricane Harvey was an astonishingly destructive Category Four hurricane that made landfall in South and Coastal Texas. This destructive storm left numerous people dead and thousands displaced. It created record levels of flooding damaging over 200,000 homes, businesses, and facilities. Harvey’s disaster destruction will have lasting impacts on Texas, and beyond, for months to years of repair. Preparing for flooding that will be exacerbated by climate change and sea level rise must take place in the context of "deep uncertainty". One strategy for dealing with that uncertainty is to convert unknown probabilities into know probabilities using techniques such as Monte Carlo analysis. This paper demonstrates the feasibility of creating a cost-benefit model for sea level rise adaptation options using an integrated climate change/sea level rise-weather-economic model. The model tests the probability of benefits exceeding costs for shoreline protection such as beach nourishment and armoring under multiple iterations of possible climate futures. This paper lays out the potential economic benefits of hosting the Olympics and details how, in the vast majority of cases, these gains are unlikely to cover the costs of hosting the event. The ideas are then applied to the experience of Boston in its ultimately unsuccessful bid for the 2024 Summer Olympics.

Rural communities draw from their history of doing more with less, strong social networks and an intimate relationship with the natural environment to achieve economic innovation, positive social capacity development and environmental sustainability. These spaces also experience challenges including preparing for the impacts of climate change (CC). Ontario has already felt some of these effects leading to millions of dollars of damage to the province’s infrastructure. Exacerbated by an aging infrastructure built by now outdated assumptions, the vulnerability to CC will likely increase and the built-in coping range may not be adequate to handle future climate extremes.
