A Policy Reversal As Structural Break: A Lesson From China’S Land Lease Financing For Infrastructure, Yilin Hou, Lin Li, Lei Shao

Land-based revenues as a fiscal instrument to finance infrastructure tie public investment to real estate markets, where demand fluctuations cause fiscal consequences. This paper takes policy reversals as structural breaks and examines their impacts on infrastructure investment. We dissect China’s 2016 policy reversal that disallowed developers to finance land purchase with debt, causing sharp declines in local government land revenues, slashing their fiscal base for infrastructure investment. Using prefecture-level panel data and continuous difference-in-differences identification, we estimate the reversal reduced land-lease revenues by 55%. Two-stage least squares estimates suggest a 10% land-revenue decline translates into 6.6% investment reduction. Decomposing the …

This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. Demographic loss becomes most damaging when it weakens the institutions that make communities livable. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. The Armenian Genocide functioned as a form of coup-proofing under the Committee of Union and Progress (CUP). Existing scholarship emphasizes nationalism, wartime radicalization, and security dilemmas, but does not fully account for why the military complied, why dissenters were removed, or how Armenian property became tied to political loyalty. Applying Hicham Bou Nassif’s framework of coup-proofing, this study examines four tactics the CUP used to secure military obedience while carrying out mass violence. This thesis analyses the practice of documenting and uploading roadside memorials in the Western United States as a socially transformative process facilitated between two distinct kinds of noticing. Drawing on (auto)ethnographies of roadside memorial sites in Colorado and California, interviews with photographers and cartographers working primarily in the American Southwest, and Google Street View media, this research examines how recognition of the social negotiations involving memory and mortality that are already present in the physical shrines evolves when documenters capture and transpose them online. Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation. Port drayage—trucking operations that move goods a short distance to and from ports—is a key part of freight logistics and the critical movement of goods in American communities. This project developed a microscopic energy consumption model using second-by-second activity data from 38 Class 8 diesel drayage trucks operating in Southern California. Reservoirs are developed to store water in reserve for future use. But once built, reservoir sites inevitably hold more than just water, often serving as a key habitat for a range of species. This paper examines how one such animal has transformed water storage facilities and nearby landscapes into contested ground in urbanising areas of Texas, USA. Living around the reservoirs, feral hogs complicate the process of urbanisation by degrading the stockpiled water and infrastructure at the storage sites themselves and by damaging private property throughout the surrounding landscape.
