The groundwater and surface-water supply of the Central Platte Natural Resources District supports a large agricultural economy from the High Plains aquifer and Platte River, respectively. This study provided the Central Platte Natural Resources District with an advanced numerical modeling tool to assist with the update of their Groundwater Management Plan.

An integrated hydrologic model, called the Central Platte Integrated Hydrologic Model, was constructed using the MODFLOW-One-Water Hydrologic Model code with the Newton solver. This code integrates climate, landscape, surface water, and groundwater-flow processes in a fully coupled approach. Model framework included 163 rows; 327 columns; 2,640 feet cell sides; …

This paper examines the applicability of Complex System Governance (CSG) to advance the Critical Space Infrastructure field (CSI). CSI encompasses space related hardware, workforce, environment, facilities, and businesses that are necessary for societal well-being. CSI is increasing in importance as more societal serving systems are becoming dependent on CSI to operate. Given this increasing dependence on CSI, societal sectors are increasingly at risk should something go wrong with CSI upon which they depend. Permanent capacity expansion, such as adding new lanes, is no longer a viable strategy to address traffic congestion in California; hence, ITS (Intelligent Transportation System) strategies, such as part-time use of the shoulder as a travel lane, need to be explored. We therefore propose an integrative solution enabling better land-use planning and management through better-informed decision-making. The Inland Empire in Southern California embodies unique spatial and social configurations as a consequence of how settler colonialism has manifested locally in the region since the Spanish Mission Period. This work uses GIS software to estimate patterns of land conversion for residential, agricultural, and warehouse land from 2012 to 2022. Preliminary analysis suggests that thousands of people have been displaced by warehouse expansion over the ten-year period. The engagement in virtual healthcare was intensified when traditional healthcare methods were inaccessible during the federal restrictions implemented due to the COVID-19 pandemic. Utilizing digital apparatuses for healthcare improved the convenience, efficiency, and accessibility of various mental health services that were inoperable in past healthcare models. Amid the rising climate change concerns, California enacted Senate Bill 375 (SB 375) to tackle transportation greenhouse gas (GHG) emissions. SB 375 requires Metropolitan Planning Organizations (MPOs) to develop a Sustainable Communities Strategy (SCS), a regional transportation and land use vision plan, to reduce GHG emissions. This research focused on analyzing the association between transit service reliability indicators and ridership. Further, the effect of road network, demographic, socioeconomic, and land use characteristics on transit service reliability was analyzed. The analysis was conducted at a bus stop level. Bus arrival/departure and ridership data from the Charlotte Area Transit System (CATS) was obtained. The road network, demographic, socioeconomic, and land use characteristics were captured within 0.25-mile and 0.50-mile buffers. In 2019, the United States experienced more than 6,500 pedestrian fatalities involving motor vehicles which resulted in a 67% rise in nighttime pedestrian fatalities and only a 10% rise in daytime pedestrian fatalities. In an effort to reduce fatalities, this research developed a pedestrian detection and alert system through the application of a visual camera, infrared camera, and radar sensors combined with machine learning. This paper explores the ways in which infrastructural development can cause the sacred to become a source of political legitimacy, and sacred authority to become a politically charged construct. For resource-dependent communities, the ecological damage caused by infrastructural development can cause ostensibly profane issues to be imbued with sacred meaning and value. With sacralization comes the expectation that figures of sacred authority will campaign for justice on behalf of the communities that they represent. Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna

This article uses the current Russian-Ukrainian conflict as a jumping-off point for a broader, preliminary reflection on the continuing evolution of war in the digital age. It is the contention here that we are witnessing an emergent phenomenon of what we might call csywar. Intervening states engaged in csywar—best understood as an indirect, hybrid strategy—seek to attain data, infrastructural, and epistemic dominance over the target state. This article discusses various defensive counter-csywar strategies that target states could pursue, such as fostering data, infrastructural, and epistemic resilience internally, and makes the case for developing deterrent counter-csywar capabilities against hostile intervening states.

This study presents a major development to the wave method, a methodology used for structural identification and monitoring. The research team tested the method for use in structural damage detection and damage localization in bridges, the latter being a challenging task. The main goal was to assess capability of the improved method by applying it to a shake-table-tested prototype bridge with sparse instrumentation. The bridge was a 4-span reinforced concrete structure comprising two columns at each bent (6 columns total) and a flat slab. It was tested to failure using seven biaxial excitations at its base.
