The objectives of this research were to retrospectively study the feasibility for using truck transponder data to produce freight corridor performance measures (travel times) and real-time traveler information. To support this analysis, weigh-in-motion data from each of the twenty-two stations in Oregon were assembled, processed, and uploaded in the WIM data archive is housed under the Portland Transportation Archive Listing (PORTAL) umbrella at Portland State University’s Intelligent Transportation Systems Lab. Nearly 42,000,000 truck records were successful uploaded to the archive dating back to July 2005. Two separate algorithms necessary for this research were scripted, tested, and validated. This paper looks at the range of policy tools selected by the Irish State to fund and develop Early Childhood Education and Care (ECEC). The choice is influenced by cultural norms and ideological predisposition with Ireland demonstrating a pro-market bias and relying on a range of interdependencies and third parties for delivery of services. The tools selected by the Irish State are typically those associated with States that promote a liberal agenda, sometimes referred to as the Anglo/American model (Salamon 2002). Renewable energy resources have become increasingly important in the effort to provide energy security and to fight global warming. In the last decade environmental policy has increased the support for renewable electricity. At the same time the electricity sector was often subject to antitrust investigation because of relevant market concentration and market power. This dissertation looks at the renewable electricity market to analyze the effect of environmental policy on competition.

Carriers and fleet operations face congestion, a growing number of tolls, increasing service level demands, and in some cases opposition due to the externalities caused by freight traffic in urban areas. The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluations of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers Latin America, 2002-2007.

Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total worldwide budget for mine action. Many developing states argue that they should be compensated for the costs of adapting to climate change. They point out that industrialised states are responsible for the bulk of historical greenhouse gas emissions and per capita first world emissions continue to dwarf developing world emissions. Yet, given the substantial internal inequality and rapidly rising emissions within developing states such as China and India, the same arguments that justify international adaptation compensation might equally justify internal redistributive measures. The cities studied were Alamo, Alton, Donna, Edcouch, Edinburg, Elsa, Hidalgo, La Joya, La Villa, McAllen, Mission, Mercedes, Pharr, San Juan, and Weslaco. The purpose of this dissertation was to examine overnight National Park Service (NPS) backcountry visitors' behavioral intentions to comply with promoted LNT principles as well as their opinions regarding the efficacy of various LNT education delivery strategies. Leave No Trace is the most pervasive outdoor skills and ethics training program addressing human powered recreationists in existence however, empirical investigations into the efficacy and diffusion of the program have been scant to nonexistent.

The college years are formative in adolescents' identity development, for intercollegiate athletes, the identity is 'athlete'. The extent an athlete relates to an athletic identity may play a role in behaviors, attitudes, and ultimately the transition from athlete to non-athlete. In this study, the Athletic Identity Measurement Scale, the Exhausted Eligibility Retirement Scale, and a demographic instrument were administered to student-athletes from a mid-sized public, land-grant university who had exhausted their athletic eligibility in the 2007-2008 academic year (N=53). Results indicated that athletes with a stronger athletic identity scored higher on the exhausted eligibility transition scale, suggesting the transition to …

This paper surveys methodological issues in subnational credit ratings and highlights key challenges for developing countries. Subnational borrowing from capital markets has been on the rise owing to fiscal decentralization and demand for infrastructure investments. A prerequisite for accessing capital markets, subnational credit ratings have also emerged as a part of broader reform for fiscal sustainability. They facilitate a more transparent budgetary and financial management system. The global financial crisis makes subnational credit ratings more relevant, as they contribute to fiscal risk evaluations and fiscal adjustment. How presidents talk us into war merges the study of problem definition in public policy with the study of rhetoric in communications. Using both qualitative and quantitative methods, this research analyzes the key words used by two presidents, Lyndon B. Johnson and George W. Bush, to persuade us into escalating a war in Vietnam and engaging in a pre-emptive war in Iraq, respectively. The findings indicate that presidents repeat words that are patriotic, emotive, metaphorical, symbolic and religious, tapping into American themes of Manifest Destiny and even predicting dire outcomes if we do not accept their definitions of the dangers …

This report profiles five safety-net hospitals—Boston Medical Center, Denver Health, Memorial Regional Hospital, Memorial Hospital West, and Virginia Commonwealth University Health System—that made improvements to curb emergency department (ED) crowding, reduce long waits, and lower the number of hours spent on ambulance diversion. Hospitals used a combination of interventions, including: reconfiguring the ED to maximize efficiency; devising a pre-diversion system to alert staff of ED crowding; installing an electronic tracking system; designating staff members to be responsible for tracking patients; and developing meaningful performance metrics. To be successful, such interventions need to take place within a broader improvement strategy that …

Indiana Community Health Centers (I-CHC), including Federally Qualified Health Centers (FQHCs) and State Funded Health Centers (SFHCs), play a vital role in caring for the state's most vulnerable populations. Although their patient base tends to be poorer and experience greater health challenges than the general population, these health centers have generated substantial health care savings while providing high quality, low cost care.
