Urban transportation networks are increasingly affected by everyday congestion, non-recurring disruptions, and limited real-time visibility into what is happening on the road. Transportation agencies require advanced tools that support faster, proactive management and data-driven infrastructure decisions rather than passive monitoring. This report presents SMART-TWIN, an Artificial Intelligence (AI)–driven Digital Twin framework designed for real-time traffic operations, disruption detection, and performance-based decision-making support. The SMART-TWIN architecture integrates microscopic traffic simulation (detailed traffic modeling), long-horizon synthetic demand generation simulating real travel patterns, supervised machine learning, and performance analysis within a unified and reproducible workflow. Autonomous vehicles (AVs) are expected to transform transportation systems and reshape workforce needs across engineering and related fields. Although existing AV workforce development efforts often emphasize electrical engineering, computer science, and mechanical engineering, transportation engineering remains underrepresented despite its importance to infrastructure, traffic operations, safety, and mobility integration. This study addresses that gap through the development, implementation, and evaluation of an interdisciplinary certificate program, Workforce for Autonomous Vehicle Engineering (WAVE), at California State University, Sacramento. New housing and development in California are often planned in communities that already face economic hardship, environmental burdens, and limited access to reliable transportation. Recent research finds specifically that in the San Francisco (S.F.) Bay Area and Southern California (SoCal) metropolitan regions, there is a high propensity to plan new urban development in socially, economically, and environmentally disadvantaged communities (DACs) with poor transit accessibility and limited personal mobility. This project first reviews the literature to identify potential unintended negative impacts of high concentrations of new urban growth in DACs across social, economic, educational, environmental, and transportation dimensions. Regular maintenance during non-traffic hours (NTH) is vital for the resilience of urban rail transit (URT) systems, yet an insufficient NTH maintenance window poses a challenge for URT systems in various cities. For instance, the Hong Kong MTR Corporation has noted that the required NTH maintenance time often exceeds the available window, prompting service adjustments such as earlier late-night closures and/or later early-morning starts. To address this challenge, this study develops an optimal scheduling framework that links late-night and early-morning URT services through the NTH maintenance window requirement to maximize public welfare. Existing studies of China’s overarching ideological framework for national development, “Ecological Civilization”, have focused narrowly on environmental governance; how it reshapes sustainable rural development remains underexplored. This paper pursues two analytically distinct tasks. First, it reconstructs the policy history of how President Xi Jinping’s “Two Mountains” theory was incorporated into the Eco-civilization framework and how Zhejiang Province’s “Green Rural Revival” (GRR) program, as a lived example of Eco-civilization, was elevated as the national template for rural development in 2024. A power station or transmission line can be affected due to bushfires, increasing operation costs. We study a fundamental but challenging problem of planning the optimal power flow (OPF) for power systems under bushfires. We develop a model to capture the stochastic nature of bushfire spread based on Moore’s neighborhood model and propose an online optimization modeling framework to sequentially plan power flows in the electricity network. Our framework assumes that bushfire spread is non-stationary over time and that the spread and containment probabilities are unknown. National parks as core protected areas are universally regarded as the most important wildlife conservancies as they are protecting pristine nature or untouched wilderness. For this reason, global conservationists, with the assistance of colonial governments, introduced buffer zones in a bid to protect important protected areas from poaching and habitat destruction. Julius K Nyerere, the founding President of Tanzania, held office from 1962 to 1985. Much has been written about Nyerere's presidency, with the literature generally falling into two categories: strong advocacy for his decisions, actions, and ideas, and pointed criticism against him. Using narrative and new historicism theories, this article examines the recreation of the history of Nyerere’s presidency in local narratives, specifically Nyakyusa myths. The myths were collected using the oral history interviews from Kyela and Busokelo districts in Tanzania. Śaṅkha-Dvīpa And The Swahili Littoral: Reconstructing India–East Africa Contacts Before The Common Era, Narendra Vijayasimha

This article is the first focused attempt to explore India–East Africa relationships in the Bronze Age and early Iron Age, approximately two to three millennia before the Common Era (3000–300 BCE) from a puranic perspective. While extensive scholarship exists on medieval and later Indo–African exchanges, the pre-Common Era period has remained underexplored. Drawing on Purāṇic cosmographies, Greco-Roman geographical accounts, African archaeology, and Indian Ocean trade studies, this research reconstructs possible networks of contact facilitated by monsoon navigation and long-distance exchange. Methodologically, the article integrates textual exegesis, comparative cosmography, and archaeological correlation. The findings suggest that Indian conceptions of Śaṅkha-dvīpa reflect …

While tea plantations brought good fortunes to some parts of Southern Highlands in Tanzania such as Mufindi and Rungwe during the British mandate, its production sites became centres of ethnic contestations in relation to work discipline. The colonial and post-colonial enterprises labelled some ethnic groups as “reliable labourers” and others “unreliable”. This article, uses the tea plantations in Mufindi district, Iringa, to debate the labour question and ethnic identity in tea plantations between 1920s and 2000s. This article explores the significance of collaboration in the spread of missionary Christianity in Africa through a historical study of The Apostolic Church of Nigeria (TACN). It examines how the partnership between British missionaries and Nigerian leaders produced a hybrid mission model that combined Western ecclesiastical structure with African spirituality. Drawing on historical records, church documents, and existing scholarship, the article adopts a narrative–analytical method to trace how figures such as Pastors George Perfect, Idris J Vaughan and DO Odubanjo negotiated issues of theology, finance and cultural identity. Artificial intelligence is increasingly shaping how individuals access information, make decisions, and interact with digital environments. The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). However, the growth of generative AI, conversational agents, and algorithmic decision support technologies has introduced new forms of influence that may not be fully captured by existing assessment domains. Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. This paper synthesizes research across neuroscience, human computer interaction, behavioral economics, and artificial intelligence to argue that attention capture is a predictable outcome of incentive driven design rather than an individual failure of self regulation. This paper discusses the influence of accounting on economic system classification. Particularly, it traces how a misconception of the accounting term ‘capital’ led to a misleading characterization of capitalism and socialism as inherently oppositional economic systems. This misunderstanding stems from neglect of the two complementary modes of thought on which accounting as a science rests: reasoning, which is the conceptual, idealistic dimension, and proving, which is the technical, physicalist dimension. Our qualitative case study examines the dynamics of governance in the Nglanggeran Tourism Village, Yogyakarta—a recipient of various national and international awards for sustainable tourism. Through in-depth interviews with 15 stakeholders, field observations, document analysis, and focus group discussions, we identified five key interrelated factors in governance success: (1) community participation and empowerment, (2) transformative leadership, (3) multi-stakeholder collaboration, (4) adaptive strategic planning, and (5) integrated socio-ecological resource management. Our research's significance lies in analysing how these factors interact dynamically in specific socio-cultural contexts to produce adaptive and resilient governance systems. This dissertation advances the study of collaborative policymaking by examining an underexplored relationship: how the collaborative policymaking processes shape policymaking outputs. Drawing on scholarship on collaborative policymaking, adaptive policymaking, and collective learning, this dissertation proposes and tests three approaches to measuring both processes and outputs, using U.S. Marine Fishery Management Councils as the empirical context. Three essays collectively demonstrate that policymaking outputs are systematically shaped by the dynamics of the collaborative process itself. Essay 1 shows that knowledge diversity among stakeholders affects the passage of council decisions, revealing that engagement with diverse knowledge forms is not always positively associated with …

This qualitative descriptive study examines the absence of military career pathways for licensed mental health counselors (MHCs) and the impact of this structural limitation on service members' career transitions. Findings indicate that both combat and non-combat veterans pursued mental health counseling due to personal service-related mental health experiences and dissatisfaction with available care while in service. Despite these challenges, many participants expressed a strong desire to continue serving their country as professional counselors. Over half of the participants reported separating from the military because no occupational role existed for licensed MHCs. At the same time, most indicated they would have …
