On 13 August 2009 at 07:15 am while [the victim] deminer was excavating a excavating a dog indication in an access lane, his pick touched on the top of PMN 2 anti-personnel mine and caused it to go off. According to the investigation report the deminer has used the pickaxe to investigate the signal found in dog indication instead of the bayonet and it seems as he used the pick directly on the top of signal, so hit the mine and caused the accident. In May 2009, six students enrolled in a graduate level policy analysis course at the University of Nevada- Las Vegas engaged in discussion concerning the effects of recent trends in the financing of higher education within the State of Nevada. This discussion was further narrowed down to the effects of tuition revenues. Over the past several years, the Massachusetts Office of Dispute Resolution and Public Collaboration (MODR) has worked with the Kettering Foundation to establish a Public Policy Institute (PPI) for public deliberation at the University of Massachusetts Boston. In June 2008, the Kettering Foundation invited MODR to join other research partners across the country in a research experiment influenced by Daniel Yankelovich‟s Seven Stages of Public Understanding. The purpose of this experiment is to test how effectively a citizen court process model communicates public opinion on contentious public policy issues to public officials and the media.

Measuring and reducing errors in Medicaid and CHIP is important, but the current program and the proposed regulatory provisions are flawed and misleading. Reducing errors should involve not only reducing payments that are issued in error, but reducing the rate at which eligible applicants are erroneously denied Medicaid coverage. CMS should give develop a better, more valid approach to error determination when there are cases of missing or insufficient provider or eligibility data and issue a new proposed rule that offers a new approach or approaches.

Strong international health agreements and good planning created a structure and common procedure for nations involved in detection and evaluation of the emergence of influenza A (H1N1). This report describes a timeline of events that led to the determination of the epidemic as a public health emergency of international concern, following the agreed-upon procedures of the International Health Regulations. These events illustrate the need for sound international health agreements and should be a call to action for all nations to implement these agreements to the best of their abilities.

The purpose ofthis study was to explore the academic leadership experiences of foreign-born African immigrants who occupied mid- to senior-level positions of leadership in American colleges and universities. The study explored the cha1lenges and opportunities foreign-born African immigrants faced as they aspired and moved through various leadership positions in United States (U.S.) institutions of higher education. Detailed interviews were conducted with six foreign-born African academic leaders who currently or previously occupied academic leadership positions in the United States. Participants were from Ghana, Nigeria, and Kenya, and they occupied academic positions of directors, departmental chair, and associate provost. Seven themes emerged …

This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. After initially defining the concept with reference to traditional understandings using the social and spatial history of Hollywood, I develop three ideal-typical categories of glamour (glitz as glamour, status as glamour, and grit as glamour) as heuristics for looking at the many diverse ‘glamours’ to be found in Los Angeles today: from the film industry to finance, the allure of haute cuisine to the chrome of Latino car culture, the manufactured spectacle of absurdist architecture to …

Aquarium enthusiasts use corals, live rock and associated products (e.g. live sand) for display and to maintain healthy water quality conditions in their marine aquariums. There is a large and growing market for these products. While the wild harvest fisheries for aquarium products in Western Australia are sustainably managed, output is capped, so increased product is needed to meet the market demand. With a trend towards the capping of wild harvest and additional pressures, such as the introduction of Marine Parks and other marine protected areas, the aquaculture of these products is set for industry development and expansion.

This article examines the views of ninety-eight study participants on community development and peacebuilding supported by the European Union (EU) Peace II Fund and the International Fund for Ireland (IFI). We elaborate the perceptions of community group leaders, funding agency civil servants and development officers regarding the role of both funds in Northern Ireland. Their experiences of the EU Peace II Fund and the IFI are discussed in the wider context of peacebuilding and reconciliation in Northern Ireland and the Border Counties. This article advocates greater exploration and incorporation of spirituality or religion in the mediation process. As religious or spiritual values constitute an element of one’s culture, which inevitably forms a lens through which one interprets the world, the authors suggest a greater acceptance of exploring and acknowledging the power of addressing one’s own religious or spiritual makeup. The authors present an agenda for mediation research and practice for the twenty-first century and consider several examples to encourage model development. In particular, the following discussion presents potentially valuable elements for an alternative approach to mediation which incorporates either religion or spirituality.

Psychological Correlates Of Public Support For Reconciliation: The Israeli-Jordanian Case, Ifat Maoz, Jacob Shamir, Gadi Wolfsfeld, Shira Dvir

This study examines psychological correlates of Jewish-Israeli support for post-conflict political reconciliation with Jordan. An analysis of data from a public opinion survey conducted with a representative sample of Israeli-Jews (n=1000) indicated that appraisal of outgroup collective threat, as well as hatred and (lack of) sympathy towards Jordanians, predicted Jewish-Israeli decreased support for peaceful reconciliation with Jordan. Our findings point to the crucial role of threat perceptions in hindering post-conflict reconciliation and to the importance of sympathy towards the other side in increasing support for such reconciliation.

Daoist Harmony As A Chinese Philosophy And Psychology, Yueh-Ting Lee, Honggang Yang, Min Wang

Based on Lee’s prior research on Daoism (Lee, 2003; Lee, 2004; Lee, Han, Byron and Fan, 2008; Lee and Hu, 1993; Lee, Norasakkunkit, Liu, Zhang and Zhou, 2008), this article first introduces Laozi, Dao, De and Daoism in relation to harmony. Then, Daoist harmony is elaborated in the following areas: (1) the yin-yang oneness, (2) the way it is (natural), (3) wei-wu-wei (or nonintervention), (4) water-like characteristics, (5) love for peace, and (6) tolerance and appreciation of differences. The article concludes with a suggestion for harmony with the external world as well as with fellow human beings.

The efficient, timely and reliable movement of freight is a critical responsibility of the transportation system and strategically important to the U.S. economy. Today, Americans purchase billions of dollars worth of goods over the Internet for home delivery, routinely sent using nextday- express packages. They also expect globally produced fresh fruits, flowers and vegetables to be available year-round. These shipments move over an extensive freight transportation system comprising millions of vehicles and thousands of miles of road, track and pipeline infrastructure, all supported by sophisticated information technology and operated, managed and maintained by a large, specialized labor force.
