James Madison And The Ethics Of Transformational Leadership, J. Thomas Wren

Transformational leadership has become one of the dominant paradigms of leadership studies since its fist articulation by James MacGregor Burns in 1978. In recent years, however, this formulation of leadership has come under criticism, to include the critique of its ethical implications. One of the most innovative and provocative of such critiques is on by Michael Keeley in this book, grounded in his close study of the political theory of James Madison. Keeley argues that Madison provides a model of leadership that opposes transformational leadership and that avoids many of its ethical pitfalls. Political psychologists often contemplate the significance of their research--theoretical, empirical--for the practice of politics. Too often, seemingly valuable research is ignored, discounted, misperceived, and misapplied by political practitioners. Yet occasionally researchers practice politics as well--not just the politics of everyday life--but the formal politics of local, regional, national, and international entities. In the United States, Woodrow Wilson, Eugene McCarthy, and even Newt Gingrich come immediately to mind. Democracy's Discontent In A Complex World: Can Avalanches, Sandpiles, And Finches Optimize Michael Sandel's Civic Republican Community?, Hope M. Babcock

In Democracy's Discontent: America in Search of a Public Philosophy, Michael Sandel looks about him and finds a vast and complex world governed by impersonal institutions and structures, in which discontented, anxious, and frustrated individuals are losing control over the forces that govern their lives, and in which the moral fabric of community is unraveling. His solution is to revitalize the civic strand of freedom found in republican politics and thus equip individuals to govern themselves. As A Matter Of Factions: The Budgetary Implications Of Shifting Factional Control In Japan’S Ldp, Mathew D. Mccubbins, Michael F. Thies

For 38 years, the Liberal Democratic Party (LDP) maintained single-party control over the Japanese government. This lack of partisan turnover in government has frustrated attempts to explain Japanese government policy changes using political variables. In this paper, we look for intraparty changes that may have led to changes in Japanese budgetary policy. Using a simple model of agenda-setting, we hypothesize that changes in which intraparty factions “control” the LDP affect the party’s decisions over spending priorities systematically. This runs contrary to the received wisdom in the voluminous literature on LDP factions, which asserts that factions, whatever their raison d’être, do …

The progression of human civilization sits at the crossroads. Fueled by an emphasis in recent decades on interdependence, the world has realigned its economic and political operations to an international scale. Couple this development with grand advancements made in technology which have served to unite the world, and human civilization has set off on a path that leads to further integration. What is needed, however, is a realization of the inherent benefits that would come from the creation of a capitalistic world federal system.

Implementation Of Early Voting, Lillard E. Richardson Jr., Grant W. Neeley
Political Science Faculty Publications
We examine the early voting process in Tennessee during the election of 1994. By conducting a mail survey of all 95 county registrars, we ascertained the methods and costs of early voting implementation. Generally, the survey reveals a strong belief that early voting encourages greater participation by voters, with turnout data supporting this belief. We find that the ballot type and location of early voting sites play an important role in determining both the costs of early voting and the rate of voter participation.

Commentary: Noam Chomsky And Judicial Review, James G. Wilson

Although Chomsky has never discussed judicial review in any detail, he recently made several interesting observations. He believes America's governmental structure remains acceptable, even desirable, even though all three federal branches have not just failed to protect us from private power's excesses but instead have devoted far too much of their energy and power to enhancing private power. The constitutional text creates a unique relationship between the Supreme Court and private power. Because the Court is staffed by unelected Justices who need not pander for money to be reelected, it is more independent of the rich and powerful than either …
