How Ai Governance Differs Between Regime Type, Jackson T. Guillou

This thesis will examine how artificial intelligence (AI) regulation and development differ across political regime types, arguing that governance outcomes are fundamentally shaped by institutional political structures. This thesis will draw on comparative frameworks analyzing democratic and authoritarian systems. This thesis will also include case studies of the European Union, the United States of America, China, and Russia. The study finds that democratic regimes tend to emphasize transparency, accountability, and rights-based regulation of AI. This often results in slow regulation of AI, but it is more ethically legitimate and constrained. In contrast, authoritarian regimes prioritize centralized control, strategic coordination, and …

The Rise Of Mao: Chinese Civil War And The Role Of Sub-State Actors, 1924-1949, Jackson Trahant

Mao Zedong led one of the most successful peasant rebellions in human history, changing the global stage of politics forever. Analysis of the 30 year war between Mao’s CCP and the Nationalist Party regime, led by Chiang Kai-shek, reveals the vital role of the Chinese peasant class as a force for revolution. Through ideological pedagogy, Mao formed a highly loyal army that in turn transformed him into a premier political figure of the 20th century, both hated and revered. His story informs the modern field of comparative politics as to how intrastate conflicts rely on sub-state actors for their success.

In the 2023 annual meeting of China’s parliament, Chinese President Xi made it clear to his political leaders and the world that he was preparing for war. This should come as no surprise after analysis of China's grand strategy points clearly to the intent to surpass the U.S. as the premier global superpower in all respects. China’s rapid expansion is a growing concern to many in the West, yet the history and pattern of its meteoric rise is deeply misunderstood. Surprisingly, its rise may be similar to that of many Western states. This paper will examine a constellation of China’s territorial and cultural expansions. Furthermore, it will examine ongoing and future expansions of the Chinese empire. It will examine Chinese actions in Tibet, the Yunnan Province, the Guizhou Province, Taiwan, the Belt and Road Initiative, and examine China’s ongoing treatment of Uyghur Muslims. Instances where an actor is experiencing a significant gain in power or is watching the power they once had slowly slip away seem like breeding grounds for conflict. This gives rise to the question: What effect does the rapid rise or decline of a significant actor’s power in the international system have on the likelihood that a system-changing war will occur? This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. The thawing Arctic is subject to increasing activity, attention, and a renewal of interests in the region from around the globe. National interests have compelled strategic planning in the Arctic region and are connected to global geopolitics. A concept of grand strategy is distilled from theories of past authors, understood within the modern context. That concept includes a terminological framework consisting of interests and threats to inform an ends, ways, and means design of strategy, composed of all instruments of state power, blending policy with strategy, and across the peace-war continuum. In China, celebrities can dominate public discourse and shape popular culture, but they are under the state’s close gaze. Recent studies have revealed how the state disciplines and co-opts celebrities to promote patriotism, foster traditional values, and spread political propaganda. However, how do celebrities adapt to the changing political environment? Focusing on political signaling on Weibo, we analyze a novel dataset and find that the vast majority of top celebrities repost from official accounts of government agencies and state media outlets, though there are variations. Younger celebrities with more followers tend to repost from official accounts more. Celebrities from Taiwan …

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Foreign policy rhetoric as a campaign strategy is limited in the current literature. The U.S.’ polarized political climate has divided voters along domestic issues. Therefore, foreign policy may be one of the few remaining “common ground” issues upon which U.S. presidential candidates can secure a broad, national coalition across the political spectrum. Pulling from Joe Biden’s speeches during his 2020 presidential campaign from C-SPAN’s coverage, I analyze his rhetoric in relation to China in a possible attempt to appeal to 2016 blue-collar Trump supporters. This paper explains the main factors underlying China's policy of refusing North Korea's nuclear proliferation, whereas the two countries have established defense alliance relations since the breakup of the Korean War. Geopolitically, North Korea is a strategic country for China in the East Asian region, and both countries view the presence of the US military in the region as a threat. Subsequently, North Korea began to develop its nuclear capability to challenge the continuous US military presence in South Korea. This thesis analyzes the presence and impact of Chinese fishing companies in the West African country of The Gambia. The presence of the Chinese companies have resulted in drastic changes in the country’s fisheries industry where they have a comparative advantage due to their geographic location. Through interviews conducted with Gambian officials in the Ministry of Fisheries and Water Resources, and members of the fishing community (both fishermen and merchants), I conclude that the Chinese presence is a trade-off between the Gambian government and the Chinese investors. The economic relations between China and developing mineral-rich countries have primarily been on the bases of the mineral resources of these developing countries. Hence, China's rapid economic growth ofrecent had positive disruptive impacts on these developing States. Corruption May Worsen In Democratizing Economies: But Don't Let It Erode Our Faith In Democracy, Shaomin Li, Ilan Alon, Jun Wu

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.

Since the beginning of China's economic reform in the late 1970s, corruption has been progressing alongside of economic growth. In 2012, when Xi Jinping took power, he waged the largest and longest anticorruption campaign known in the history of the Chinese Communist Party. This study provides an assessment on his campaign and projects an outlook on the future of corruption and anticorruption in China. This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. In 2006, the Chinese government released its first ever Africa policy paper. In the document, the government of China announced its plans to forge a strong and enduring relationship with Africa on the basis of four ideals: mutual tolerance despite differing ideologies, cooperation in international politics, economic intercourse predicated upon fairness, and observance of Africa’s right to choose its own path to economic development.[1] This document, along with the third Forum on China-Africa Cooperation (or FOCAC) (at which more than forty-five African leaders gathered to discuss the future of China-Africa relations), served as a springboard for future Chinese engagement …

China has benefited tremendously from replying on the relation-based way of doing business and governance, as evidenced in its rapid economic growth up to now. However, further relying on the relation-based governance may eventually hinder China's economic growth and exacerbate inequality, resulting in political instability. On the other hand, given China's cultural heritage and powerful vested interest groups, can China shed its relation-based way? This article argues from logical, theoretical, and empirical perspectives the inevitability and difficulty of China's transition from relations to rules, and discuss the implications of the transition or the lack of it for China.

This paper analyzes the theoretical underpinnings and strategic goals of US security strategy with respect to China. It argues that the language used in statements and publications of US strategy demonstrate the development of a strategy of cooperative security. This strategy is dependent on the security environment the United States cultivates with allies and partners in the region. The paper uses evidence from the two largest PACOM military operations--RIMPAC and Cobra Gold-to demonstrate this developing strategy.

This paper addresses a specific question: why has China grown so rapidly and Brazil not? To answer this question, it (i) establishes the basis for comparison between China and Brazil by contextualizing these countries within the BRICs concept, and (ii) presents a comparative analysis of Brazilian and Chinese reforms focusing only on the issue of macroeconomic policy, especially the monetary and exchange rate regimes, and its effect on growth.

This paper does not aim to dispute that Brazil would benefit from reforms in any or all of these areas. Rather, the paper offers a skeptical perspective on reform menus and proposes an alternative explanation for the faster growth of Brazil’s peers India and China2. The paper begins by introducing (section 1) the idea of the BRICs countries, to establish the basis for comparisons of most similar cases. Using a comparative approach to international relations theory, this article examines how ancient ideas are being recycled to describe world order in the 21st century. In particular, it provides a thick description of three models of utopia in global politics - Great Harmony and Harmony-with-difference from China, and Empire from Hardt and Negri. Using an unexplored set of Chinese-language texts, the article first excavates how Communist Party intellectuals in China have been writing about the ancient Confucian ideal of Great Harmony as a way of promoting the Peoples Republic of Chinas role as a Great Power in the 21st century. …
