In recent years, a growing number of states have witnessed the passage of state initiatives that have authorized the medicinal use of marijuana. The medicinal marijuana movement has circumvented elected state legislatures by relying on an increasingly popular form of direct democracy - the direct initiative. This paper briefly examines the history and continuing legacy of illicit drugs and the initiative process in the context of the movement for medicinal marijuana. Those who think of themselves as republican or civic liberals, as I do, will surely be of two minds about Seyla Benhabib's "Dismantling the Leviathan: Citizen and State in a Global World" [Spring 2001 ]. In some respects, Professor Benhabib' s thoughtful essay is quite congenial to republican liberalism. She insists on the importance of human rights, for instance, and she looks for ways to expand political participation. Her indictment of "civic republicanism," however, requires a republican-liberal response.

The Politicization Of Ethnicity As A Prelude To Ethnopolitical Conflict: Croatia And Serbia In Former Yugoslavia, Agneza Bozic-Roberson

This interdisciplinary research develops a framework or a model for the study of the politicization of ethnicity, a process that transforms peaceful ethnic conflict into violent inter-ethnic conflict. The hypothesis investigated in this study is that the ethnopolitical conflict that led to the break up of former Yugoslavia was the result of deliberate politicization of ethnicity. The model consists o f three variables— ethnic entrepreneurs as actors, and mass media and political rhetoric as their tools for politicization of ethnicity. Ethnic entrepreneurs, with a conscious interest in mobilizing ethnicity, are given this opportunity in transitional societies in which politicized ethnicity …

The Universal Declaration of Human Rights (UDHR) has helped to define human rights standards and bring them to the forefront of global concern. Yet the UDHR continues to suffer from charges of cultural imperialism. While many scholars have answered these charges with philosophical justification for universal human rights, Johannes Morsink takes another approach to the question of cultural relativism in The Universal Declaration of Human Rights: Origins, Drafting & Intent.

“Good governance” has increasingly become political-economic common sense — often articulated in the call for transparency and accountability. But the question is: transparency and accountability to whom and toward what end? This essay examines the normalization of “good governance,” particularly as it is expressed as a financial discourse of corporate governance that gives primacy to the maximization of “shareholder value” and the promotion of “investor confidence” in the capital markets. I argue that this global discourse privileges institutional investors who are empowered to hold all stakeholders accountable to market expectations and valuations.
