This article analyzes how the UN constructs capacity building as an element of its development agenda. It theorizes that the UN operates as a governmental actor, adopting and pursuing a political rationality of good governance, while also navigating structural limitations to its organizational authority in implementing this agenda imposed by the liberal international order. As such, this article argues capacity building emerges as a valuable technology of development for several reasons: firstly, it operates as an individual-level intervention, circumventing UN limitations on authority in mandating state action, and secondly, it is framed as demand-driven and empowering while delivering on the …

The contemporary microfinance industry struggles to manage the tensions that arise from its competing roles as a tool in the fight against poverty and as a lucrative financial market. I contend that the microfinance industry manages these tensions through discourses that emphasize the entrepreneurialism of the poor in the Global South. Furthermore, I argue that the industry attempts to constitute the entrepreneurial "microfinance subject" through networks of coalitions, discourses, personnel, and technologies. These networks produce and distribute new forms of risk onto these subjects, necessitating a critical response.

In 1987, the United Nations released the Brundtland Report, which defined sustainable development as “development which meets the needs of the present without compromising the ability of future generations to meet their own needs.” While this definition provides a relatively stable theoretical base from which development economists and political scientists can begin to tackle issues surrounding sustainable development, the inherently amorphous nature of this definition has also created a fair amount of ambiguity in both the economic literature surrounding sustainable development and the subsequent attempts by economists to measure it.
