September 11, 2001 marks the date of the largest attack on American soil since the Japanese attack on Pearl Harbor during World War II. This event not only changed the lives of individuals who suffered intense loss but changed the course of American history in several ways. This paper focuses specifically on the changes in the intelligence community since the attacks. The attacks that 9/11 presented flaws in the system created demonstrating weakness as a direct result of the immense destruction that occurred. Within humanitarian discourse, there is a prevailing narrative: the powerful liberal heroes are saving the helpless, weak victims. However, the beginning of the 21st century marks the expansion of the digital revolution throughout lesser-developed states. Growing access to the Internet has enabled aid recipients to communicate with the outside world, giving them an unprecedented opportunity to reshape discourses surrounding humanitarianism. Through a comparative discourse analysis of Libyan Tweets, 1994 newspaper reports on Bosnia, and 2011 newspaper reports on Libya, this paper analyzes whether aid recipient discourse can resist the dominant humanitarian narrative and if that resistance can influence dominant …

While UN Security Council Resolution (UNSCR) 1325 has certainly increased awareness among international actors about women’s and gender issues in armed conflict, opened new spaces for dialogue and partnerships from global to local levels, and even created opportunities for new resources for women’s rights, successes remain limited and notably inconsistent. To understand some of these shortcomings and think creatively about how to move the women, peace and security agenda forward, it is essential to understand the conceptual assumptions underscoring UNSCR 1325.

Structural dimensions of the international system are key elements in power transition theory. Most theoretical applications to date have examined the distribution of power, and fluctuations in that distribution, as a precursor to global and regional warfare. Somewhat less attention has been paid to the coalitional structure of the international system in applied research. In this paper I suggest that certain concepts from power transition theory, including those that rely on information about alliance membership, might also be operationalized by examining the global arms trade using tools developed for social network analysis (SNA). Analyzing The Determinants Of Group Identity Among Alevis In Turkey: A National Survey Study, Cigdem Sirin

This study systematically explores the factors that affect collective identity associations within the Alevi community in Turkey by employing the social identity approach and examining survey data collected through fieldwork. The results show that Kurdish Alevis express lower levels of attachment to their religious identity as compared to Turkish Alevis. The results also indicate that personal experiences of discrimination tend to increase one's prioritization of Alevi identity. Last, no significant differences are observed regarding group identity between Alevis who reside in urban areas and those who live in rural areas.

A phenomenological study explored the decision making process of voters in two inner-city communities in Jamaica, wherein results of three consecutive general elections showed homogenous voting in favor of incumbent candidates. Voting behavior examined through theoretical frameworks of reciprocal determinism and counter-control supported influences among environmental, cognitive, and behavioral factors.

Gaming Direct Democracy: How Voters’ Views Of Job Performance Interact With Elite Endorsements Of Ballot Measures, Craig M. Burnett, Mathew D. Mccubbins

Voters are thought to rely on elite endorsements in helping them make decisions. Their ability to use these endorsements is especially important in direct democracy, since ballot measures are complex policy proposals that lack partisan cues printed on the ballot. Using an exit survey, we look at California Governor Arnold Schwarzenegger’s endorsement of four Indian gaming measures on the ballot during the presidential primary election of 2008. We find that voters who had knowledge of the elite endorsement differed little from those who did not. We show, however, that Schwarzenegger’s endorsement was conditionally related to support for the measures, depending …

Competing theories regarding the development of a "rights revolution" in Canada have appeared in the judicial and constitutional literature in recent years. On the one hand, scholars argue that the profound effects often attributed to the Charter of Rights and Freedoms are substantially overstated, and conventional analyses have overlooked the more important role of changes in what is called the "support structure" for rights. Others have advanced a competing theory that the Charter created an expansion of civil liberties. This volume follows two earlier projects undertaken by Frederickson (1993) and Frederickson and Ghere (2005) to present collections of theoretical essays and empirical analyses on administrative ethics. Three years before the publication of the first volume —Frederickson's Ethics and Public Administration — the National Commission on the Public Service released Leadership for America (also known as the Volcker Commission Report) that attested to "the quiet crisis" in government whereby "too many of the best of the nation's senior executives are ready to leave government, and not enough of its most talented young people are willing to join. This thesis examines the evaluation of the economic, environmental and social effects of dams, and lessons learned from previous dams. It then focuses on cost benefit analysis as a decision-making tool pre-project for evaluating the potential gains and losses of building a dam; and as a framework for evaluating dams in operation. It reviews the basic assumptions required for a legitimate cost benefit analysis, and the inherent limitations of this method. In both legal and political settings there has been a push toward adopting institutions that encourage consensus. The key feature of these institutions is that they bring interested parties together to communicate with each other. Existing research about the success or failure of particular institutions is ambiguous. Therefore, we turn our attention to understanding the general conditions when consensus is achievable, and we test experimentally three crucial factors that affect a group's ability to achieve consensus: (1) the difficulty of the problem, (2) the costs of communication, and (3) the structure of communication. The Comparative Manifesto Project (CMP) provides the only time series of estimated party policy positions in political science and has been extensively used in a wide variety of applications. Recent work (e.g., Benoit, Laver, and Mikhaylov 2009; Klingemann et al. 2006) focuses on nonsystematic sources of error in these estimates that arise from the text generation process. Our concern here, by contrast, is with error that arises during the text coding process since nearly all manifestos are coded only once by a single coder. The direct incorporation of citizens into complex policymaking processes is the most significant innovation of the "third wave" of democratization in the developing world. Participatory governance (PG) institutions are part of a new institutional architecture that increases the connections among citizens and government officials. This article draws from a single case of participatory governance to explore how its particular mechanisms work to transform representative democracy. In the cases examine here, PG institutions are grafted onto representative democracy and existing state institutions. A rapidly growing area in political science has focused on perfecting techniques to treat politicaltext as ‘data’, usually for the purposes of estimating latent traits such as left–right political policypositions.1 More traditional approaches have applied classical content analysis to categorize sub-unitsof political text, such as sentences in manifestos. Prominent examples of this latter approach includethe thirty-year old Comparative Manifestos Project and the Policy Agendas Project.2 ‘Text as data’approaches use machines to convert text to quantitative information and use statistical tools to makeinferences about characteristics of the author of the text. Coding non-manifesto documents as if they were genuine policy platforms produced at election time clearly raises serious issues with error when these codings are used in the standard manner to estimate left-right policy positions. In addition to the long term solution of improving the document base of the Manifesto Project identified by Gemenis (2012), we argue that immediate gains in manifesto-based estimates of policy positions can be realised by using the confrontational logit scales from Lowe et al.
