In contrast to even a decade ago, there are more queer people in the public eye, and an increasing number people embracing a diverse range of sexual identities in the United States. To be overtly homophobic in public discourse is now risky, with public figures facing increased backlash. At the same time, even after marriage equality has been achieved, queer people in the United States still face systemic barriers to lived equality. Peru has witnessed an increase in protest activity over the past decade, seemingly related to natural resource extraction. Yet protests were more prevalent in some provinces than others. What explains this variation? I hypothesize that a mining company's announcement of the creation or advancement of a project has a greater effect on the likelihood and frequency of protest if local people rely more on agriculture. Analyzing an original dataset on Peruvian protests between 2011 and 2015, I find the reverse: Protests are less prevalent when mining projects occur in agricultural provinces, suggesting challenges to collective action in rural areas in …

This research investigates the pervasiveness of both political cynicism and American exceptionalism within American society. Throughout history, there has been an interaction between the public's feelings of American exceptionalism and cynicism in the United States, starting at the nation’s founding and continuing into recent times (Chaloupka, 1999). As an inter-disciplinary and mixed-methods study, this research utilizes both a nationally representative quantitative data-set and a qualitative analysis of Allen Ginsberg’s (1959) poem “America,” a cultural representation of the relationship between American exceptionalism and cynicism. Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. A General Approach For Predicting The Behavior Of The Supreme Court Of The United States, Daniel Katz

Building on developments in machine learning and prior work in the science of judicial prediction, we construct a model designed to predict the behavior of the Supreme Court of the United States in a generalized, out-of-sample context. To do so, we develop a time-evolving random forest classifier that leverages unique feature engineering to predict more than 240,000 justice votes and 28,000 cases outcomes over nearly two centuries (1816-2015). Using only data available prior to decision, our model outperforms null (baseline) models at both the justice and case level under both parametric and non-parametric tests. Policy reforms are difficult for developing states, especially when they are meant to improve cooperation and collaboration between private citizens and state officials, such as in the case of education, health care provision, business-state relations, and policing. A large part of this challenge is that the policy reforms required for coproduction of services necessitate development of state capacity in new directions. Using the substantive issue of irrigation reforms, especially those aimed at improving service provision and farmer participation, I identify three lessons for reformers regarding the implementation of policy for the coproduction of services. Well-established methods exist for measuring party positions, but reliable means for estimating intra-party preferences remain underdeveloped. While most efforts focus on estimating the ideal points of individual legislators based on inductive scaling of roll call votes, this data suffers from two problems: selection bias due to unrecorded votes and strong party discipline, which tends to make voting a strategic rather than a sincere indication of preferences. By contrast, legislative speeches are relatively unconstrained, as party leaders are less likely to punish MPs for speaking freely as long as they vote with the party line. Why did Speaker of the House John Boehner face the largest intraparty challenge to an incumbent speaker in over 150 years in January 2015? Goal salience theory will be used to explain this event. In addition, since this protest took place during the public vote for speaker and not during a private caucus, every vote in a leadership challenge can be examined for the first time. Alongside the rise of the activist movements in the late 1960s, the German artist Joseph Beuys (1921–1986) proposed his concept of “social sculpture” — a method of fostering creativity, aimed at transforming society through interdisciplinary dialogue — as an alternative to the chaotic political, economic, and social life of postwar West Germany. He sought to heal society through a work of art with holistic and spiritual intentions, centered on the belief that art can include the entire process of living and therefore can be created by a wide range of people beyond artists. This paper addresses a means of checking legislative gerrymandering, which I have called the Independent Electoral Reapportionment Commission (IERC). Its purpose is to prevent self-interested politicians from drawing biased constituency lines. While scholars have researched gerrymandering, few scholars have researched commissions designed to limit such gerrymandering, and no comprehensive work details the global means of accomplishing this goal.

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

This research analyzes county-level support for the 2002 Constitutional Amendments for Voluntary Universal Prekindergarten Education (VPK) and Florida’s Amendment to Reduce Class Size (CSA). Three regression models are constructed for each dependent variable (support for VPK and support for CSA): a bivariate model with political party, a full model with all theoretically identified variables, and a best model with just the independent variables that have the most explanatory power. A variety of socioeconomic, demographic and political independent variables are tested. This essay provides a comparison of Trump’s rhetoric to fascist and populist ideology through an analysis and politolinguistic framing of the usage of apophasis, mesarchia, and pathos in Trump content spanning the first six months of his candidacy for the 2016 U.S. presidency seat. This account finds that Trump is decidedly Ur-Fascist or populist, and cannot be neither of the two, is likely both Ur-Fascist and populist, and leans more in favor of populist ideology given the analyses undertaken. Oral arguments at the U.S. Supreme Court are important—they affect case outcomes and constitute the only opportunity for outsiders to directly witness the behavior of the Justices of the highest court. This Article studies how the Justices compete to have influence at oral argument, by examining the extent to which the Justices interrupt each other; it also scrutinizes how advocates interrupt the Justices, contrary to the rules of the Court. We find that judicial interactions at oral argument are highly gendered, with women being interrupted at disproportionate rates by their male colleagues, as well as by male advocates. Xenophobia is examined almost exclusively as a prejudice of advanced western nations. I argue that the field of study of xenophobia must be re-conceptualized in order for comparative, cross-regional inquiry to take place. With a new concept of ethnic xenophobia, this dissertation examines the determinants and causal mechanisms of ethnic xenophobic activity across developed and developing countries. I integrate studies of xenophobia and theories of ethnic threat to explain that political elites rely on structural dimensions of threat to convert native anxieties into ethnic xenophobia through the use of anti-migrant myths and symbols. This paper serves to further investigate factors influencing partisanship in Mexican politics with a focus on state spending and drug violence. With state spending, this paper builds on prior literature about political effects of federal social spending (Handelman 1997, Domínguez and Chappell 2004, Díaz-Cayeros 2009) to propose a similar theory regarding state social spending. The proposed panel data model for national elections between 2000 and 2012 finds that for diputados elections, a thousand-peso increase in state spending had a statistically significant influence on party voting – boosting PRI candidates (typically incumbents) by 0.66% and hurting both PAN and PRD candidates …

Max Boisot (1943-2011) and his Information Space (I-Space) model are introduced. The I-Space model characterized information flow on three dimensions (codification, abstraction, and diffusion). It can be seen as a document-based model. Boisot and colleagues identifies four types of institutional information practices (bureaucracies, markets, fiefs, and clans). Chinese economic reform in the 1980s is used as a case-study to demonstrate how document configuration and infrastructure is associated with cultural and institutional change. This echoes Suzanne Briet's assertion that documentation is a cultural technique.
