America’s crystal ball on strategy is murky. Officials in the next administration will face a complex world, will receive conflicting advice, and will need to mobilize domestic support for their policies. They must nonetheless act, most likely without the convenience of a single threat such as the Soviet Union during the cold war or terrorism in the immediate aftermath of the 9/11 attacks. In this conclusion, our aims are to highlight the decisive issues of consensus and contention that resonate across the chapters. Evaluating the foreign policies of presidents while they are in office or shortly after their tenure ends can sometimes lead to conclusions that prove to be unsound in the future. The case of Harry Truman exemplifies this. When he left office in 1952 his approval rating was in the 20 percentile range. Yet, he set the tone and direction of United States foreign policy that led eventually to the successful conclusion of the Cold War. Last February, New York Times columnist Paul Krugman wrote an op-ed that anticipated Klein’s article, in part. In his view, the Bush administration has been engaged in an effort to “Green-Zone” the United States government by gutting the professional civil service—dubbed as “the enemy” by the American Enterprise Institute—and replacing its ranks with political appointees who have little interest or experience in running a state, but quite a bit of interest in enriching the private sector with public largesse. Klein’s “Disaster Capitalism” takes Krugman’s theme and pumps up the volume ten-fold.

Naomi Klein’s depiction of late-capitalism as feeding off a disaster-prone planet and state-system is provocative and illuminating, even if it seems to be itself a form of “shock and awe” journalism. This article first observes that protectionism is an icon of trade politics and thus likely to gather fresh momentum as a domestic election approaches. The paper then problematizes protectionism beyond mere seasonal election politics by revealing its fatal pathologies both to the United States and to the rest of the world. Protectionism basically caters to the special interest at the expense of the larger public interest, which may be coined as a Madisonian constitutional failure.
