This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Russia’s 2016 disinformation campaign during the U.S. elections represented the first large-scale campaign against the United States and was intended to cause American citizens to question the fundamental security and resilience of U.S. democracy. A similar campaign during the 2016 U.K. Brexit referendum supported the campaign to leave the European Union. This paper assesses the policy formation process in the United States and United Kingdom in response to 2016 Russian disinformation using a bureaucratic politics framework. States are path dependent entities that deviate solely in the face of catastrophic failures in the pursuit of axiomatic ends by conventional means. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking.
