As “the sole organ of the federal government in the field of international relations,” Presidents have almost exclusively presided over foreign policy. Modern Presidents, spanning from Eisenhower, Kennedy, Ford, Carter, and Reagan, have readily encountered foreign policy crises, with varying degrees of success. Why do some President fail while others triumph? It comes down to an assortment of factors: organizational structure, multiple advocacy, and groupthink. Organizational structure affects how information is disseminated and decisions are made. Multiple advocacy brings out all important interests during deliberations. Groupthink paralyzes deliberations by causing conformity, cohesion, and replaces critical thinking with irrationality. These frameworks …

President Donald Trump’s foreign policy has developed out of an “America First” ideology that comprises both isolationism and interventionism depending on the situation. This differs from President Barack Obama’s preference for the ideology of American Exceptionalism, which placed America on an equal playing field with other nations and utilized international organizations, such as the United Nations and trade organizations. Most of the Trump Doctrine has arisen out of an intentional shift from “typical” foreign policy of Obama and previous, even Republican, presidents. This dissertation identifies and explains the factors contributing to the presence and severity of U.S. foreign-policy blunders, or gross errors in strategic judgment resulting in significant harm to the national interest, since the Second World War. It hypothesizes that the grand strategy of preponderance and the overestimation of military power to transform the politics of other states have precipitated U.S. foreign-policy blunders since 1945. Examining the Vietnam War and Iraq War as case studies, it focuses on underlying conditions in the American national identity and the problematic foreign policy decision-making (FPDM) that corresponds to this bifurcated hypothesis, termed the overestimation/preponderance …

This dissertation aims to investigate the sources of United States (US) foreign policy toward Azerbaijan by examining the relative impact of domestic, geostrategic and structural factors in explaining US foreign policy toward the country. Azerbaijan is one of the newly independent states that emerged after the collapse of the Soviet Union. Despite its small size, the country’s strategic location, vast oil and natural gas reserves, and its conflict with Armenia over the Nagorno- Karabakh region elevated its importance and made Azerbaijan the center of interest for great powers. “Bracketing” Foreign Policy From Domestic Affairs: A New Paradigm For International Negotiation And Decision-Making, Scott Gerschwer Ph.D.

This paper argues that geo-political negotiators must separate domestic issues from their calculations and consider only strategic goals and international concerns when working through issues with other global leaders. The impetus for this paper is a recent poll that shows that 52% of Americans want to bomb Iran, apparently without considering the consequences. I will give some history, present some recent cases and attempt to create a mechanism for separating international and domestic issues to relieve a source of pressure on negotiators.

This project analyzes the role and limits of the presidential policy-making in foreign policy through an examination of President Richard Nixon’s policy of détente with the Soviet Union and China during the 1960s and 1970s.
I will ultimately present a set of four components that I argue played a role in enabling Nixon to pursue détente at the time he did. The four consequential factors include the following: First, domestic conditions exist in which the general public is focused primarily on domestic policy. This thesis demonstrates the importance of basketball as a form of soft power and a diplomatic asset to better achieve American foreign policy, which is defined and referred to as basketball diplomacy. Basketball diplomacy is also a lens to observe the evolution of American power from 1893 through present day. Basketball connects and permeates foreign cultures and effectively disseminates American influence unlike any other form of soft power, which is most powerfully illustrated by the United States’ basketball relationship with China. The power of words is the power of persuasion. The exportation of the foundational legal principles that helped form the American republic can serve as instrumental "soft power" tools in the war on terror. Efforts promoting projects like the Arabic Book Program are important vehicles to cross-cultural and cross-lingual international relations. This Article argues that an arsenal of words can be as, or more, powerful than an arsenal of artillery.
