Salvadoran Archbishop Oscar Romero and Guatemalan Bishop Juan Gerardi were prominent defenders of human rights during the civil wars that characterized their two countries during the 1980s and 1990s. By their public proclamations and prophetic witness, they laid the foundation for the United Nations Truth Commission in El Salvador, the United Nations Commission for Historical Clarification in Guatemala, and the Recovery of the Historic Memory (REMHI) project in Guatemala. This dissertation analyzes the existence of two constellations of political forces, emphasizing their relationship to each other and the link between their interests related to China and climate change. It argues that two China-related alignments on climate issues are driven by their opposing approaches to US China relations in general in such a way that the latter predicts the former. These broad but opposing coalitions of political forces—one favoring and one opposing cooperation with China—are made up of think tanks, NGOs and industry groups, which have demonstrated a convergence in policy preferences over the course of two presidential administrations, democrat …

Legislating Against Liberties: Congress And The Constitution In The Aftermath Of War, Harry Blain

How far can a democracy go to protect itself without jeopardizing the liberties upon which democracy depends? This dissertation examines why wartime restrictions on civil liberties outlive their original justifications. Through a comparative historical analysis of five major American wars, it illustrates the decisive role of the U.S. Congress in preserving these restrictions during peacetime. This argument challenges the prevailing consensus in the literature, which identifies wartime executive power as the main threat to postwar freedoms. The First and Second Barbary Wars were incredibly influential in shaping the diplomatic and military tactics of the early United States. These wars were fought against the Barbary states of Tripoli, Tunis, Morocco, and Algiers, located on the Mediterranean coast of North Africa. The First Barbary War lasted between the years of 1801 to 1805. The First Barbary War began due to the United States’ desire to no longer pay tribute sums to the Barbary states, along with an increase in the number American merchantmen captured and enslaved by the Barbary states. Before pursuing an international career, members of the LGBTQIA+ community must be aware of the hardship that may be exacerbated by living and working abroad. This study addresses the trends in laws, including employment and anti-discrimination laws, that provide and restrict certain rights of members of the LGBTQIA+ community in eight countries. These nations, both progressive and discriminatory, include the United States, England, Switzerland, Germany, Taiwan, China, the Philippines and Kazakhstan. Immigration is one of the most debated issues in the United States. Research on these populations has been limited and often lacks the perspectives of undocumented individuals. Using qualitative research methods through semi-structured interviews, this study explores the perspectives of undocumented young adults in California. The study was guided by the following research questions: What are the identity challenges undocumented young adults face? How do undocumented young adults from Mexico view themselves in the United States today? This thesis examines the role of far-right populist groups in the framing of global health crises. To understand the impact far-right populism has had on the response to health crises, I will be analyzing the case of the Alternativ für Deutschland (AfD), or Alternative for Germany, and their response to the ongoing coronavirus pandemic. I evaluate three distinct time periods in the AfD’s history and determine how the AfD has framed and reframed its crisis narrative in response to the coronavirus compared to previous crises, such as the refugee crisis of 2015. This thesis seeks to determine which international relations theory best explains the United States involvement in the Arab Spring, and to ascertain if the goals set by those theories were met. Through the literature, I determine that two theories offer reasonable yet competing explanations of US involvement, and that these theories are first, defensive realism, and second, democratic peace theory. I employ the analytic method of pattern matching to compare each theory against the empirical record.
