Journal, 22 August 1964 to 9 August 1965, of U.S. Congressman William Huston Natcher while he was representing Kentucky’s 2^nd District. The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature.

This thesis examines the intricate and often overlooked role of the House and Senate Appropriations Subcommittees for the District of Columbia in governing the nation's capital. Because Washington, D.C. lacks a traditional representative government, these fifteen congressional members exercise ultimate authority over the city's policy and finances by controlling its only available funds. The author highlights a unique constitutional arrangement where Congress holds exclusive legislation over the District, resulting in a system where residents pay taxes above the national average yet remain powerless to decide how those funds are allocated.

This paper examines the history and modern operation of the Democratic Steering Committee in the United States Senate as of 1964. Historically, the Senate was slow to adopt standing committees, originally relying on numerous select committees before establishing a formal system in 1816. While the power to appoint these committees shifted between the presiding officer and the Senate ballot during the 19th century, it eventually settled into a system controlled by party organizations and the Democratic Caucus. A significant revolution occurred in 1913 when progressive Democrats successfully bypassed the seniority system to enact Woodrow Wilson’s legislative agenda, though this shift …

Numerous products of recent social science research have revealed the reemergence of what seems to be a traditional pattern in American history, the lack of class consciousness in the political behavior of most Americans (Banfield 1961, Coleman 1957, Rogoff 1951: 406- 420, Rogoff 1953: 347-357, Warner, et al. , 1949).1 While this lack of class consciousness by no means precludes the more subtle influences of socio-economic class on matters political, it does limit the usefulness of the accepted class divisions developed by sociologists and anthropologists in the 1930's and 1940's in understanding the patterns of community politics (Lynd 1937, Parsons …

This paper examines two concepts in American constitutional history: the child-benefit theory and the doctrine of separation of church and state. Both concepts concern the position of the private school in American society. Neither expression is found in the original Constitution nor in any of its twenty-three amendments. Nowhere in that august document are found the following words: schools, educations, federal aid, compulsory education, textbooks, transportation, etc. Thus the present controversy concerning education bas been caused by an omission, intended or otherwise, on the part of the framers of the Constitution and has been developed due to judicial interpretation.
