Voter Registration In Minnesota, Winston W. Benson

Journal of the Minnesota Academy of Science

This is a study of Minnesota's system of permanent voter registration used by 71 municipalities in the state. The commissioner of registration in each of these municipalities was sent a questionnaire on which he indicated his reaction to the effectiveness of the system.

The results indicated that regulations should be changed to provide for the following: (l) spot checks on the accuracy of information given by registrants; (2) notification of previous registration district when a voter registers in a new district; (3) use of permanent registration files in school elections; (4) better communications between county and municipal governments in keeping …

When modernization of city government is proposed in a community in which taxes ore going up, administrative authority is fragmented, municipal structure is clumsy, and citizen estimate of the city council is somewhat low, popular attitudes toward municipal reform are favorable. But those persons who have empires to defend and interests to protect in the city hall, will defend the status quo and resist the introduction of proposed innovations. Some may even fight back with all the fury irrational men can have at their command, and thus the reform movement produces strange side effects and unfortunate after effects.

Two Views Of Non-Voting: A Critique, Stephen L. Wasby

The view that non-voting is bad is contrasted with the view that non-voting can be functional for a political system. Works by Schattschneider and Berelson et al. are examined. Limitations in their arguments are pointed out, particularly the farmer's assertion that non-voters are being manipulated and the letters' emphasis on the short-run aspects of the system. The arguments are related to traditional conceptions of democracy.

This paper is not directed to the question of whether the Treasury should or should not practice in the public sector what the Clayton Act prohibits in the private sector. The paper is concerned exclusively with the theoretical question of whether the Treasury would necessarily receive higher prices by employing price discrimination than it could get by selling the issues at a single price. This research project, submitted in January 1966, examines the burgeoning regulatory controversy surrounding Community Antenna Television, or CATV. Originally developed as a technical supplement to improve television reception in rural or obstructed areas, CATV evolved into a significant market force that challenged the traditional broadcasting structure. The author explores the multifaceted impact of CATV on the industry, noting its potential to both hinder the development of local UHF and VHF stations through audience fragmentation and benefit the public by providing clearer signals and greater program variety. Virginia, like the other states in our union, was without any set form of budget during its first century of existence. This was partly because there was no definite need for any governmental reform in this area until the twentieth century brought about an expansion of the powers and responsibilities of governments. The states relied on the general property tax for the bulk of their revenue and its return was relatively certain and constant. It enabled a legislature to accurately judge its yield and match this yield to what was needed by an easy adaptation of the rate of taxation. …

In November of 1964, California voters approved by a very substantial margin the legislative measure known as Proposition 14, a hotly contested constitutional amendment which abolished all then-existing Fair Housing Legislation and prohibited local levels of government from acting in such matters in the future. This legislation was sponsored by the California Real Estate Association and essentially was a response to a recently passed Fair Housing Law known as the Rumford Act, which prohibited discrimination in the sale and rental of housing and assigned enforcement responsibilities to the State Fair Employment Practices Commission.
