Al Gore's showing in Louisiana rested heavily upon the New Orleans Metropolitan Statistical Area (MSA), particularly Orleans Parish Gore received 34.4 percent of his total support from the New Orleans MSA, and 17 8 percent of his total vote came from Orleans Parish, which has borders that coincide with the City of New Orleans.

While the link between presidential approval and congressional election outcomes is long established, scholars have generally ignored the role of a member’s own voting record in mediating these effects. If voters truly use the congressional ballot to express support or opposition toward the President, then they should not reward or punish all of his fellow partisans equally. Instead, the degree of reward or punishment meted out by voters ought to depend on the member’s level of support for the president’s legislative initiatives. In order to depoliticize any claim that any U.S. president would ever take military action especially one involving tactical nuclear weapons based on politically predetermined intelligence, Congress needs to legislate and fund with a small budget what I'm calling the Contrarian Threat Assessment Directorate.

The director of this small, independent intelligence arm would be nominated by the president, confirmed by the Senate, and report directly to the president. Through a statutory amendment, the director would become an adviser to the National Security Council (NSC) on the contrarian, dissenting and minority intelligence assessments.

The Evolution Of Party Systems Between Elections, Michael Laver, Kenneth Benoit

Research Collection School of Social Sciences

Most existing theoretical work on party competition pays little attention to the evolution of party systems between elections as a result of defections between parties. In this article, we treat individual legislators as utility-maximizing agents tempted to defect to other parties if this would increase their expected payoffs. We model the evolution of party systems between elections in these terms and discuss this analytically, exploring unanswered questions using computational methods. Under office-seeking motivational assumptions, our results strikingly highlight the role of the largest party, especially when it is “dominant” in the technical sense, as a pole of attraction in interelectoral …

This paper seeks to contribute to our understanding of the degree of success enjoyed by bills in state legislatures. More specifically, we propose a model of bill success that includes a measure of judicial preferences such that we can ascertain the extent to which judicial ideology and perceived judicial climate constrain legislative behavior. We argue that liberal bills are less likely to be enacted in states where the court of last resort is also liberal as opponents will be concerned that the high court will read the legislation too expansively. The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. All across America on January 20, 1986, there were celebrations and school holidays in honor of the first holiday of the birthday of Martin Luther King, Jr. In the county of Henrico, a suburb of Richmond, Virginia, the students were in school. Henrico's school administration and school board decided that the students should be in school learning about the contributions of Dr. King.
