Congress enacted the last major amendments to the Clean Water Act in 1987 (P.L. 100-4). Since then, the Environmental Protection Agency (EPA), states, and others have been working to implement the many program changes and additions mandated in the law. At issue today — more than 30 years after enactment of the core law — is what progress is being made to achieve its goals. In general, states and environmental groups fault EPA for delays in issuing guidance and providing assistance to carry out the law. EPA and others are critical of states, in turn, for not reaching beyond conventional …

The Bush Administration has requested $1.277 billion for nanotechnology research for FY2007, $24 million less than the estimated $1.301billion appropriated level for FY2006. (See Table 1.) Nanotechnology is a newly emerging field of science where scientists and engineers are beginning to manipulate matter at the molecular and atomic levels in order to obtain materials and systems with significantly improved properties. Ten nanometers is equal to one-ten thousandths the diameter of a human hair. Proponents of this technology argue that nanotechnology will lead to a new industrial revolution in the 21st century. The National Aeronautics and Space Administration (NASA) estimates that without a servicing mission to replace key components, the Hubble Space Telescope will cease scientific operations in 2008 instead of 2010. In January 2004, then-NASA Administrator Sean O’Keefe announced that the space shuttle would no longer be used to service Hubble. He indicated that this decision was based primarily on safety concerns in the wake of the space shuttle Columbia accident in 2003. "While a rich literature exists on presidential communications (including the public/rhetorical presidency and the presidential/press relationship), only recently have presidential scholars begun to analyze weekly radio addresses as an important primary unit of analysis (Rowland and Jones 2002; Sigelman and Whissell 2002a, 2002b). This article analyzes how the use of radio has fit into the overall development of White House communication strategies during the television age, and takes an in-depth look at how Reagan and Clinton used weekly radio addresses to communicate with both the American public and the news media. Why focus on democratic outcomes? According to Benson, Harkavy, and Hartley (2005), service learning can be defined as: "an active, creative [pedagogy] that integrates community service with academic study in order to enhance a student's capacity to think critically, solve problems practically, and function as a lifelong moral, democratic citizen in a democratic society" (p. 189). Given this definition of service-learning, it follows that "service learning should work to develop strategies and actions to help fulfill the democratic promise of America's colleges and universities in particular and the democratic promise of American society in general. Our focus is on both the causes for the variations in state compliance with HAVA and the consequences of HAVA requirements for election administration, with particular emphasis on the experiences of New Jersey, New York, and Pennsylvania in implementing HAVA. We identify administrative, political, and policy-related reasons for variations in HAVA compliance in each state. We also consider the effects of HAVA on state and local government interactions, funding decisions, and policy innovation. For over 3 decades, those engaged in the battle over the Equal Rights Amendment (ERA), along with many scholarly commentators, have argued that ratification of the amendment will lead U.S. courts (1) to elevate the standard of law they now use to adjudicate claims of sex discrimination, which, in turn, could lead them (2) to find in favor of parties claiming a denial of their rights. We investigate both possibilities via an examination of constitutional sex discrimination litigation in the 50 states—over a third of which have adopted ERAs. Employing methods especially developed for this investigation, we find no direct …

The nature of colonialism in Puerto Rico has caused most political issues to be viewed within the framework of status politics. In the first stage of the struggle to expel the U.S. Navy from the island (1999–2003), civil society in Puerto Rico united when the issues were reframed with links not to status politics but to human rights and social justice. Viequenses symbolized for Puerto Ricans in Puerto Rico, on the mainland, and in the world at large the costs of military colonialism. Elections are sometimes seen as legitimizing institutions, promoting system-level support among citizens by providing them with input into the political process. However, prior research has found that is less true among the supporters of losing candidates, who often exhibit lower levels of political trust and satisfaction with democracy. We analyze two statewide surveys in Florida (following the gubernatorial and senatorial elections of 1998, and the controversial presidential election of 2000), and find that (1) losers do exhibit lower levels of political trust, satisfaction with democracy, and beliefs that government is responsive to citizens; (2) losers also are more likely to …

Few events in American history have proved to be as divisive and controversial as U.S. involvement in the Vietnam War. Although U.S. policy in Indochina has its roots in the Truman Administration, the two presidents most closely associated with the conflict are Lyndon B. Johnson, and Richard M. Nixon. These two are particularly important because they both occupied the White House during the highest levels of direct U.S. involvement in the war. While the Constitution stipulates in Article II, Sec. 3 that presidents can recommend necessary and expedient measures to Congress, it is up to Congress to act. The primary place presidents engage in the activity of recommending legislation is the State of the Union Address (SUA). We examine SUAs from 1965-2002 and identify the legislative requests that presidents make of Congress. The SUA is a unique presidential speech that allows assessment and comparison between presidents of whether Congress follows where the president leads. Are presidents successful in getting Congress to enact the policies they ask for in the SUA? Furthermore, the …

Proponents of the democratic peace are accustomed to criticism. Early refutations of the research program's findings focused on questions of measurement and statistical inference. Skepticism about such matters has not fully subsided, but many more now accept the democratic peace as an empirical regularity. The aim of recent complaints has shifted to democratic peace theory. The typical approach has been to highlight select historical events that appear anomalous in light of the theory and the causal mechanisms it identifies.
