The Intermountain West Today: A Regional Survey, Ruy Teixeira, Karlyn Bowman

What does it mean to live in the Intermountain West today? What issues are most and least important to the region’s residents? Do Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah have a collective identity or are state-level differences too great? Is there an identifiable Intermountain West personality? Today we will present the results of a unique survey that attempts to answer these questions.

The 2010 Intermountain West Public Opinion Survey documents responses from 2,000 residents of the Intermountain West (Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah). Gerstein | Agne Strategic Communications conducted the survey from August 23 – September 1, 2010. A minimum of 250 respondents for each state are included in the results for this survey. Respondents included 1,700 landline interviews and 300 cell phone interviews. Gerstein | Agne Strategic Communications provides strategic planning, communications, project management, and research services to a wide range of non-profit organizations, Fortune 500 companies, and candidates for elected office.

Citizens are born, but they are also made. How its citizens come to be—whether the educations they receive will expand or constrain their future options, whether the values they assimilate will encourage or dissuade their civic engagement, etc.—fundamentally concerns the state. Through the power it wields over a vast range of policymaking contexts, the state can significantly influence (or designate those who will influence) many of the formative experiences of young citizens. Young citizens’ accumulated experiences in turn can significantly influence the future mature citizens they will become. In his 1978 memoirs, President Nixon claimed, “By using diplomatic signals and behind-the-scenes pressures we had been able to save West Pakistan from the imminent threat of Indian aggression and domination. We had also once again avoided a major confrontation with the Soviet Union.”[1] Kissinger’s far more detailed chapter on “the tilt,” in the first volume of his memoirs, White House Years, complements and largely corroborates Nixon’s. Kissinger argued that Nixon did not want to “squeeze Yahya” and tried to put forward a neutral posture to the bloodshed in East Pakistan so as not to encourage secessionist elements within an …

Is there a presidential rhetoric of hard times? We are interested in presidents’ rhetorical reactions during economic contractions. Do they rhetorically react at all? If they choose to speak, what do they seek to convey to the public about the economy? We analyze the major discretionary speeches presidents give during recessions. Some presidents are reluctant to address major economic remarks to the public; in five of the 11 recessions since World War II, presidents have not offered a major economic speech. The processing of messages in the political world is often a function of the frames in which the information is embedded (e.g. Druckman 2001; 2007; Gamson 1989; Iyengar 1991; Jacoby 2001; Nelson, Clawson, and Oxley 1997). These frames have the ability to alter preferences based on how people process information. Research on frames has neglected how an individual’s personality creates the ability to resist or accept the various frames found in political communications. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The findings show that transformations in the program included an early phase when state authorities listed historical resources pertaining to the settlement of the …

This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

One mystery of U.S. politics is why the president’s party regularly loses congressional seats at midterm. Although presidential coattails and their withdrawal provide a partial explanation, coattails cannot account for the fact that the presidential party typically performs worse than normal at midterm. This paper addresses the midterm vote separate from the presidential year vote, with evidence from generic congressional polls conducted during midterm election years. Polls early in the midterm year project a normal vote result in November. But as the campaign progresses, vote preferences almost always move toward the out party. The Political Personality Of U.S. President Barack Obama, Aubrey Immelman

This paper presents the results of an indirect assessment of the personality of U.S. president Barack Obama, from the conceptual perspective of personologist Theodore Millon.

Information concerning Obama was collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals. Obama’s primary personality patterns were found to be Ambitious/confident …

The United States Government Accountability Office (GAO) has recently Issued Efforts to Validate TSA’s Passenger Screening Behavior Detection Program Underway, but Opportunities Exist to Strengthen Validation and Address Operational Problems (May 2010, GAO-10-763). This IBPP article will describe and comment on the main GAO findings and additional data on which the findings are based. The article will end with some basic challenges to behavior detection as a useful security measure.

This thesis explores how LGBT marriage activists and lawyers have employed a racial interpretation of due process and equal protection in recent same-sex marriage litigation. Special attention is paid to the Supreme Court's opinion in Loving v. Virginia, the landmark case that declared anti-miscegenation laws unconstitutional. By exploring the use of racial precedent in same-sex marriage litigation and its treatment in state court cases, this thesis critiques the racial interpretation of due process and equal protection that became the basis for LGBT marriage briefs and litigation, and attempts to answer the question of whether a racial interpretation of due process …

Think Outside The Cell: Are Binding Detention Standards The Most Effective Strategy To Prevent Abuses Of Detained Illegal Aliens?, Federico D. Burlon

In the last twenty years the U.S. government has increasingly utilized detention to control illegal immigration. This practice has become controversial because it has caused numerous in-custody abuses and deaths of immigrants, asylum seekers, refugees and even citizens. Immigrant rights advocates have called for the passage of binding detention standards to prevent in-custody abuses. This thesis’s policy analysis reveals, however, that while they may finesse the practice of immigration detention, such binding standards would be ineffective in protecting immigrants’ rights. Instead this policy analysis calls for and explains the feasibility of discontinuing the practice of mass immigrant detention.

Agricultural tariffs and price supports are the last bastion of US and European protectionism. While all other areas of commerce have embraced change and welcomed open-market international commerce, agriculture has remained the lone holdout.

The small farmers for whom these support programs were designed no longer exist. Yet governments appropriate billions of dollars annually for the continued support of these outdated programs.

The fact that these governmental agencies resist change, even in an age of economic crises, record national debt, and one of the highest negative trade balances in history, is testimony to American civic indifference.
