The Supreme Court has offered scarce and inconsistent guidance on congressional standing—that is, when houses of Congress or members of Congress have Article III standing. The Court’s most recent foray into congressional standing has prompted lower courts to infuse analysis with separation-of-powers concerns in order to erect a high standard for congressional standing. It has also invited the Department of Justice to argue that Congress lacks standing to enforce subpoenas against executive branch actors.

Injury to congressional litigants should be defined by reference to Congress’s constitutional functions. Those functions include gathering relevant information, casting votes, and (even when no vote …

The Supreme Court requires that equal protection plaintiffs prove defendants acted with discriminatory intent. The intent rule has insulated from judicial invalidation numerous policies that harmfully impact racial and ethnic minorities. Court doctrine also mandates that state actors generally remain colorblind. The colorblindness doctrine has led to the judicial invalidation of policies designed to ameliorate the conditions of racial inequality. Taken together, these two equality doctrines facilitate racial domination. The Court justifies this outcome on the ground that the Constitution does not protect "group rights. "

An important strain of federalism scholarship locates the primary value of federalism in how it carves up the political landscape, allowing groups that are out of power at the national level to flourish—and, significantly, to govern—in the states. On that account, partisanship, rather than a commitment to state authority as such, motivates state actors to act as checks on federal power. Our study examines partisan motivation in one area where state actors can, and do, advocate on behalf of state power: the Supreme Court. This thesis demonstrates the importance of basketball as a form of soft power and a diplomatic asset to better achieve American foreign policy, which is defined and referred to as basketball diplomacy. Basketball diplomacy is also a lens to observe the evolution of American power from 1893 through present day. Basketball connects and permeates foreign cultures and effectively disseminates American influence unlike any other form of soft power, which is most powerfully illustrated by the United States’ basketball relationship with China. This paper analyzes President Barack Obama’s rhetoric in three of his national eulogies in order to examine how Obama consoles the nation following various tragedies, and how his strategies differ from past presidents. These three addresses include President Obama’s responses to the Sandy Hook Elementary School shooting, the Boston Marathon bombings, and the West, TX plant explosion. For this paper a rhetorical analysis of Obama’s addresses was performed using a form of genre criticism. The components of this genre criticism were drawn from Robert Dennis and Adrienne Dennis Kunkel’s (2004) framework concerning national eulogy rhetoric. The results of this analysis …

Environmental protection has become a volatile political issue in the United States, especially within the past decade. This toxicity must be remedied to facilitate substantive reform. Anti-environmentalism on the part of the American Right can be partially traced back to the writings of the conservative philosopher Ayn Rand. In this paper, I aim to show that Rand fundamentally misunderstood the mainstream environmental movement in the U.S., and similarly her environmental philosophy, as well as her answers to solving environmental damages, are inadequate in providing answers to collective environmental problems (i.e. climate change). This dissertation builds on existing scholarship in political science and political sociology to explore the influence of interest groups in legislative action networks. The primary theoretical insight is that as the number of interest group affiliations between two members of Congress increases, so does the frequency with which they forge other sorts of social ties necessary to advance the interests of their interest group constituencies. In particular, the analysis looks at interest group donation strategies, legislative co-sponsorships, and roll-call votes during the 111^th Congress (2009-2010). This study assesses the extent to which individual levels of trust in foreigners relate to preferences about regional transnational policies. We use a nationally representative survey from Mexico (2003), an emerging democracy with relatively high levels of nationalism and several multinational trade agreements. We argue that clarifying the target of social trust is essential for understanding the attitudes of citizens of less powerful countries toward the international policy realm. Statistical analysis strongly suggests that in fact trust in foreigners, above generalized trust, is key to understanding such attitudes. This article tries to address the problem of a corrupt and broken electoral system that has been captured by special interests through big money spending in political campaigns, while at the same time preserving the spirit of the Free Speech Clause of our Constitution. In doing so, this article first reviews and summarizes the different alternatives proposed as potential fixes for the campaign finance problem. It then explains why none of the proposed alternatives can accomplish the dual goals set out above. Though scholars have assessed the unilateral presidency with renewed interests, the literature remains weak in three important areas. What relation, if any, exists between the public and presidential unilateral actions? What impact does the judiciary have on unilateral presidential power? To what extent do presidents use the many tools in the unilateral policy toolchest? The three essays in this dissertation address each of these questions in term. Results have implications for both the unilateral presidency and broader works in executive decision-making and democratic governance.

The United State strategic nuclear triad, consisting of land-based heavy bombers, intercontinental ballistic missiles (ICBMs), and submarine-launched ballistic missiles (SLBMs) has been the ultimate provider of security for the US and its allies since the end of World War II. But with decades of neglect it is time for the US government to decide what it wants too do with the triad where recent problems have put the nuclear arsenal in a national light. These new revelations and challenges the US faces for its nuclear forces will be analyzed.

America’S College Promise: An Economic Evaluation Of President Obama’S Free Community College Plan, Yue Guan

In his 2015 State of the Union Address, President Obama announced “America’s College Promise,” a plan to make community college free for all American families making less than $200,000. In this thesis, I provide an analysis of the plan and provide an evaluation of its potential impact on the education attainment gap in the United States. I also evaluate the plan’s various components and assess its potential impact on community college student enrollment, completion, and transfer to four-year universities. Lastly, I offer recommendations for improvement.

The paper begins by looking at the body of research surrounding student voting behavior in the United States as a whole. Much of the research challenges traditional notions of how to predict voting behavior, and it is noted that many of the generational behavior research is outdated and may not describe today’s students well. Much of the literature on this subject is dedicated to the effects of the merit system after it has been adopted. This dissertation analyzes the linkages between new media and the possible emergence of the youngest members of the voting population (the “digital native” generation, who have grown up concurrently with the rise of the internet as a means of communication). The main question is whether this digital native generation will have more civic and political participation due to their use of online news sources and social media communication on news media websites and elsewhere on the internet. Trust in government is essential to democratic practice. This article analyzed the factors shaping trust in the federal government using a survey of 260 Mexican immigrants living in rural Illinois and in-depth interviews with 32 participants. To analyze these data, we drew a distinction between support for the regime (system of government that is relatively stable in a political system) and support for authorities (those who temporarily occupy positions of power) to test whether regime or authorities’ considerations shaped respondents’ political trust.
