Review of training opportunities for newly appointed leaders in the field of Public Safety Communications revealed a gap in current training opportunities for newly appointed 9-1-1 leaders. This Leadership Application Project addresses the need for new supervisors to gain both an educational understanding of the leadership skills necessary for success well as address some of the technical knowledge which is unique to public safety dispatching. The project is designed in short blocks which can be presented in a breakfast or lunch seminar type setting . In light of the career and work of Marcus Garvey, the leadership skills he employed help to amplify Robert Greenleaf's description of the true and genuine servant-leader. In his classic book published in 1977, Servant-Leadership: A Journey into the Nature of Legitimate Power and Greatness, Greenleaf identifies a series of attributes and virtues necessary to fulfill the role of "the great leader" who is "seen as a servant first" (p. 7). In the Singapore education system certain features emerge in leadership concepts pertaining to servant-leadership and leadership mentoring. Greenleaf's notions of foresight as the "central ethic of leadership" and conceptualizing as the "prime leadership talent" (Greenleaf, 1970, pp. 16 & 23), as well as the practice of leadership learned through mentoring (Low, 1995; Lim, 2005) have come to the fore in recent years. In our experience the commensurability of these ideas-foresight, conceptualizing, and mentoring-serve as legitimate means toward the end of a more whole and servant-led educational learning environment.

Problem. Training programs that focus on leadership and management are becoming more prevalent in society with little regard to the training’s impact. This study’s purpose was to determine if there was a relationship between leadership training and performance in the United States Coast Guard.

Method. The sequential mixed-method study examined the impact o f a 33-day resident training course on the graduate’s performance. The measurement o f performance was obtained quantitatively through annual performance evaluations and qualitatively through interviews.
