High-speed broadband internet access is a critically important issue for many aspects of daily life, yet populations in rural areas are often unserved or underserved with reliable internet connectivity. Expanding broadband internet coverage in rural areas may have significant economic potential, especially since it enables precision farming which in turn increases yields, particularly for row crops such as corn and soybeans. Megaflood (or catastrophic flood) landscapes resulting from overflow or outburst flooding processes have been a focus of geoscientific inquiry dating back nearly 150 years. In these landscapes, the geomorphic forms, both depositional and erosional, have been used to elucidate on the magnitude, frequency, chronology, and landscape evolutionary processes during these high-magnitude events. In North American cities, the land use and transportation systems are associated with low-density, suburban-type urban development, where the built environment contributes to a mobility pattern that is extremely reliant on automobiles. Several studies in the past decades have documented noticeable and concerning patterns of unjust and unsustainable transportation in this context. Military officials kidnapped, tortured and killed between 10,000 and 30,000 Argentine citizens, who were thought of as “guerrillas” supporting the leftist government and the late president Juan Perón. These victims are regarded as the disappeared, or Los Desaparecidos; due to the fact their families had no knowledge of where their loved ones were taken, or what was happening to them. The University of Arkansas Arthropod Museum, which began in 1905, houses over 750,000 specimens and has not yet been digitized. Making data publicly accessible via the internet makes the data available to the entire scientific community. Young mammals make up a significant portion of animals brought into wildlife rehabilitation centers. Unfortunately, some of these presumed orphaned individuals are inappropriately removed from their native habitat. As such, there is a need for educational community outreach centered on the proper identification of orphaned wildlife that benefit from human intervention, while maximizing limited resources of rehabilitation facilities. The influences of dissolved organic matter (DOM) on neonicotinoid photochemical degradation and product formation in natural waters remain unclear, potentially impacting the sustainability of river systems. Therefore, our overall objective was to investigate the photodegradation mechanisms and phototransformation byproducts of two neonicotinoid pesticides, imidacloprid and thiamethoxam, under simulated sunlight at the microcosm scale, to assess the implications of DOM for insecticide degradation in rivers. Direct and indirect photolysis were investigated using twelve water matrices to identify possible reaction pathways with two DOM sources and three quenching agents. Level III ecoregions of the conterminous United States provide a framework for facilitating environmental understanding and aiding environmental management practices. In southern Minnesota near Mankato, there are two level III ecoregions: to the east is North Central Hardwood Forest (NCHF) and to the west are Western Corn Belt Plains (WCBP). They contained a combined 104 fish species in local lakes. However, little is known about how land use and land cover affect fish assemblages in these lakes, which are indicator fish species, and if any invasive fish species are adversely impacting native fish populations. The widely accepted methodology in the literature usually segments by education and by experience. Segmenting by education has been found to not be viable for immigrants due to immigrant downgrading, and experience is not conducive for women since it is calculated based on age. Prairie potholes are depressional wetland features found throughout the northern Great Plains region of the United States and Canada. These wetlands have high potential to store large quantities of carbon, but many have been altered for conventional agricultural practices. The St. Croix River valley (SCRV) is the product of dyssynchronous glacial advance and retreat of several glacial lobes during regional deglaciation of the Late Pleistocene-Early Holocene transition. Additionally, the SCRV has been dramatically shaped by multiple proglacial lake drainage episodes. Therefore, the SCRV is an important case study to understanding the impacts of proglacial lake spillover processes. However, the magnitude, frequency, timing, duration, and geomorphic impacts of these floods remain enigmatic. Water quality varies along the stream network; thus, considering the directional, dendritic nature of stream networks with surrounding landscape variables is essential in explaining spatial variations of water quality. Using a spatially extensive stream temperature monitoring effort in the Clackamas River Basin in the United States, we first compare spatial scales of analysis of atmospheric, landscape, and in-stream explanatory variables through their correlation with summer stream temperatures. We then derive a predictive stream temperature model with factors representing the spatial variation of local climate, recent wildfire effects, and discharge. During the late 18th through the mid-19th centuries, the Commonwealth of Kentucky saw significant movement of self-emancipated people seeking freedom from bondage. Often referred to as “runaways” or “fugitive slaves,” in historical texts, self-emancipated people defined freedom in many ways. These migrations were widely documented in newspaper advertisements known as fugitive slave advertisements and runaway ads in local newspapers published throughout the state. Access to these materials (often buried in databases or on microform) has been problematic at best. This senior thesis explores the ways in which people in Oakland, California make place and spaces through their activism and subsequently how these places and spaces are policed by the state. Building off of the works of Ruth Wilson Gilmore, Robin D.G. Following the Daubert v. Merrell Dow Pharmaceuticals (1993) ruling three decades ago, guidelines were established for determining the reliability and validity of expert testimony in court. These guidelines include considerations of whether the theory and methodologies employed have been tested, the establishment of potential or known error rates, and the existence and maintenance of the standards (Christensen, 2004). Testifying in court as an expert witness has become a critical role as a forensic anthropologist. As an emerging crop, there is a research gap in the impact of weather and agronomic conditions on hemp production including THC (Delta 9 Tetrahydrocannabinol) and pollen drift as risks in hemp cultivation. This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. This project describes a proof of concept for developing a digital asset management system dashboard for water backflow assemblies at Portland State University (PSU) using a modified ESRI ArcGIS Online backflow solution. Asset management is crucial for optimizing the lifecycle of tangible assets, which ensures cost-effective operational efficiency and regulatory compliance. PSU manages over 250 backflow assemblies spread across the 50-acre campus and has traditionally relied on manual processes, which can lead to inefficiencies and potential transcription errors.

Conserving water for irrigation of crops has become a concern in the dry zone of Sri Lanka due to changes in climate patterns. In response, the United Nations Development Program (UNDP) has developed climate-resilient water management projects designed to build climate-resilience and water management practices among farmers.
