Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman

We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. Governments in every developed industrial economy administer programs that partially replace the earnings of workers who suffer job loss or on-the-job injury. In addition, governments administer programs to help job losers gain reemployment, either through direct job placement (for those who are job-ready) or through retraining (for those who are not). The Workforce Investment Act (WIA) of 1998 emphasizes the integration and coordination of employment services. Central to achieving this aim is the federal requirement that local areas receiving WIA funding must establish one-stop centers, where providers of various employment services within a local labor market are assembled in one location. A major challenge facing staff in these centers is the expected large volume of customers resulting from relaxed program eligibility rules. This report describes a new assessment and referral system that was designed to assist local welfare-to-work program staff in targeting employment services more effectively in order to help welfare recipients find jobs. The motivation for the development of this system was the potential effects of targeting services to meet the specific needs of customers. The system is based on statistical methods and uses administrative data typically collected by welfare-to-work agencies. The Kalamazoo-St. Joseph Workforce Development Board piloted the new system by integrating it within the existing Work First program that it administers for the local workforce development area. Has Training Helped Employ Xiagang In China? A Tale From Two Cities, Benu Bidani, Chor-Ching Goh, Christopher J. O'Leary

This study evaluates the effectiveness of training programs for workers retrenched from Chinese state-owned enterprises in the cities of Shenyang and Wuhan. A variety of impact estimators were applied, however ordinary least squares (OLS) controlling for observable characteristic s was robust. We find that training dampens reemployment prospects in Shenyang but improves them in Wuhan. Training impact estimates computed by propensity score and log odds ratio matching imposing various support condition rules, yielded estimates very similar to those from the OLS. The estimates suggest that participation in training reduces the probability of being employed one year after participation by about …

Workers in flexible staffing arrangements - including temporary agency, direct-hire temporary, on-call, and contract workers - are much less likely than regular, direct-hire employees to be covered by laws mandating or regulating workplace benefits. Workers in such arrangements, in turn, are much less likely to receive pension, health insurance, and other benefits on the job. This paper documents these differences in coverage by benefits regulations and differences in benefits receipt. The paper also reviews evidence on the incentives employers have to use workers in these various flexible staffing arrangements. This paper discusses the role of public policy in the skills development system of the U.S. It further examines the implications of that policy for the skill development and career progression of black workers. The paper describes the current "system" for skills development in the United States as a two- tiered system: The "first-chance" or conventional system allows individuals to proceed through an extensive public elementary, secondary, and postsecondary educational sector that is supplemented by private educational institutions and is followed by employer-provided job training and work experience. Siegel provides evidence that technology adoption is associated with downsizing, skill upgrading, greater employee empowerment, and a widening wage gap. Unlike previous studies that use industry-level data, Siegel collected firm-level data on technology usage and labor composition which enable him to link the magnitude of labor market outcomes for six classes of workers to the types of technologies implemented.

The main aim of the national reemployment project in China is to redeploy workers identified as redundant within urban state owned enterprises (SOEs) to new jobs. As part of a larger effort to document the success of the reemployment project in China, a net impact analysis of retraining will be performed using a sample drawn from three cities which span the range of economic conditions in China: Shanghai, Wuhan and Shenyang. This paper presents a practical design for the sampling necessary to undertake the evaluation.

To ease the hardship associated with worker dislocation and to maintain social stability during the transition to markets, the governments of Hungary and Poland provide labor force members with unemployment compensation and a variety of active labor programs (ALPs). Follow-up surveys of participants in retraining, public works, wage subsidies, self-employment, and comparison groups were done in Hungary and Poland in early 1997. Preliminary analysis suggests positive net impacts for most ALPs and additive benefits from the use of the employment service in both countries. Strong evidence of nonrandom assignment to programs means that great care should be used in interpreting …
