While the health sector has attracted significant foreign aid, evidence on the effectiveness of this support is mixed. This dissertation examines the allocation of health aid within the context of placement, service utilization, and benefit. The first paper examined the sub-national allocation of Chinese development aid projects across Africa. I determined how political preferencing of Chinese aid specifically, allocating aid to the birth region of the current political leader differs across sectors such as health, education, and transportation. I find some evidence that aid, more broadly defined, is subject to political preferencing in recipient countries, which could potentially limit its …

The Effect Of An Increase In Lead In The Water System On Fertility And Birth Outcomes: The Case Of Flint, Michigan, Daniel Grossman, David J.G. Slutsky

Economics Faculty Working Papers Series

Flint changed its public water source in April 2014, increasing lead exposure. The effects of lead in water on fertility and birth outcomes are not well established. Exploiting variation in the timing of births we find fertility rates decreased by 12%, fetal death rates increased by 58% (a selection effect from a culling of the least healthy fetuses), and overall health at birth decreased (from scarring), compared to other cities in Michigan. Given recent efforts to establish a registry of residents exposed, these results suggests women who miscarried, had a stillbirth or had a newborn with health complications should register.

Myanmar is committed to achieve unfinished agenda for reducing child mortality, fourth indicator of Millennium Development Goals (MDGs) and global target to achieve under-five mortality rate 25 per 1000 live births in 2030. Moreover, under-five mortality varies across states and regions within the country and the study aims to explore determinants of mortality across different health care planning zones. The results showed that infants who were breastfed had lower risk of death by 11.7 percent comparison with children who were not, and twin or multiple births were more likely to die by 8.1%. This study aimed to measure technical efficiency of 88 private clinics under Universal Coverage Scheme (UC) in Bangkok in fiscal year 2017 and to identify the factors affecting their technical efficiency. The study was divided to two parts. The first part was measuring of technical efficiency with data envelopment analysis (DEA) and the second part was identifying the factors affecting efficiency with regression analysis using Tobit model. The objectives of this study aimed to evaluate the Technical Efficiency of public district hospitals in Vietnam and to determine factors affecting the hospitals' efficiency. Input-Oriented Data Envelopment Analysis (DEA) model was applied to estimate the technical efficiency scores among 52 public district hospitals in 6 provinces of Vietnam in 2014. Then, Tobit regression model was employed to explore the determinant factors. The Affordable Care Act’s dependent coverage mandate extended young adults’ parental coverage to age 26. I study the expansion’s impact on young adults’ labor market outcomes using a control function method. Following the expansion, I find dependent coverage lowered labor force participation, lowered incomes, and mixed evidence regarding labor supply.

Implementing a difference-in-differences, I quantify the effects of the Federally Qualified Health Centers Advanced Primary Care Practice demonstration on the self-reported general health of 367 U.S. counties across 47 states. I find small positive statistically significant effects of the demonstration on the elderly and residents of high poverty communities.
