Cooling Deserts For Renters: Heat Equity Inside The Nyc Housing System, Tahreem Ashraf

This study introduces the Cooling Desert Index (CDI), a composite spatial measure designed to identify census tracts in New York City where extreme heat vulnerability and structural barriers to adaptive cooling converge. Drawing on five publicly available datasets and a seven phase statistical pipeline, the CDI scores all 2,231 NYC census tracts on a continuous 0 to 100 scale by integrating heat exposure, severe rent burden, household income, racial composition, language access, disability status, and housing crowding. The U.S. healthcare system faces dual challenges: rising hospital prices and declining capacity. Between 2000 and 2024, average hospital expenses per adjusted inpatient day increased from approximately $1,000 to over $3,000, while hospital beds per capita declined from 3.11 to 2.45. This capstone evaluates three policy alternatives to address affordability and accessibility: restrictions on most-favored nation clauses in insurance-provider contracts, elimination of federal tax exemptions on employer-sponsored health insurance, and repeal of certificate of need (CON) laws. This dissertation evaluates economic inequality and family formation in the United States in three essays. In Essay 1, I estimate the effect of providing subsidized access to immediate postpartum contraceptives on birth spacing and infant health among low-income teen mothers. The intent-to-treat estimates indicate a 20% reduction in the monthly short-interval birth rate among teens 12-14 months after policy enactment. I also find evidence that the policy increased the average interval between births and reduced preterm and low-birth weight births and NICU admission rates. The Dobbs v. Jackson Women’s Health Organization decision had highly heterogeneous effects on abortion access across U.S. states, variation I exploit to identify causal effects on fertility and labor supply. Rather than a binary “total ban” indicator, I construct a continuous treatment measure based on changes in distance to the nearest legal abortion provider between 2021 and 2023, and apply a difference-in-differences design to state-level panel data. Effects are attenuated and imprecise in the South, consistent with diminishing marginal effects at large distances. In non-Southern states, I find that a 100 km increase in distance raises total births by about …

This dissertation examines the consequences of nursing home closures for access to care, local economic conditions, and resident health in the United States. As the long-term care system shifts toward home- and community-based services and the nursing home sector contracts, facility closures have become an increasingly important policy concern. Although closures may reflect necessary market restructuring in some settings, they may also reduce access, weaken local economies, and place pressure on surviving facilities. Each type of beverage apparently has their own profile of dedicated drinkers. Those drinkers are also apparently loyal to the location of purchase. However, one may also consider whether consumption in one location is a predictor of consumption in the other location. The first chapter explores the impact of online education on student outcomes by comparing students pre-2020 school closures to students post-2020 school closures. Using student-level panel data from a large U.S. school district spanning 2017-2023 and two outcome variables, reading tests and end-of-level exams, I estimate the effects on different demographic groups, the dynamics of these effects over time, and how these effects differ across students ages. I find a significant decline in student performance after the move to online learning, with additional adverse effects on students who are classified as low-income, female, special education, or ELL. This thesis examines the effect of discriminatory housing policy on current asthma rates in California cities. This study uses boundary design and propensity score methodologies to analyze asthma-related emergency department visits in census tracts with corresponding appraisal grades from the Home Owners’ Loan Corporation maps. The results indicate significantly higher asthma burdens in grade D (redlined) census tracts compared to grade C tracts, even when controlling for present-day pollution concentrations, with historically redlined tracts experiencing an average of 26.88 additional emergency department visits per 10,000 residents. The first chapter examines relationships between physicians exposed to new drugs’ clinical trials and prescribing. Clinical trials benefit patients directly by providing novel treatments, but little is known about the indirect effects of clinical trials on physician prescribing through localized knowledge spillover. This study examines whether exposure to a clinical trial of a new drug in a physician’s local geographic area affects the physician’s propensity to prescribe the drug, i.e. a localized knowledge spillover from clinical trial sites to physician. Indonesia’s maternal mortality rate is the second highest in the ASEAN, partly due to financial barriers preventing adequate care during pregnancy and childbirth. The National Health Insurance (JKN) scheme, which is the embodiment of universal health coverage (UHC), was designed by the Indonesian government to reduce the financial risk of its participants. However, its impact on out-of-pocket health spending for pregnant women is under-researched. Using propensity score matching (PSM) and 2019 SUSENAS data, this study found that JKN membership significantly reduced out-of-pocket health spending for pregnant women—especially in eastern Indonesia, where poverty and healthcare access represent critical issues.

The first chapter examines the role that same-sex marriage legalization had on the number of adoptions of children from foster care in the United States. We do so by employing a synthetic difference-in-differences estimator which leverages both the differential timing of these laws across states and the subsequent wave of state-level legal protections which give foster-care agencies the right to deny service to same-sex couples based on religiously-held beliefs. Using highly detailed, county-level data of nearly 20 million children in the foster care system from 1995-2020, our findings reveal that same-sex marriage legalization led to a 3.8%-5.9% increase in the …

One element of the ACA is medicaid expansion, which opened up federal funding for states to cover any individual earning below 138% of the federal poverty line. 21 states expanded medicaid in 2014 while 12 haven’t expanded. Chapter 1 investigates and explains the failure of a proposition on limiting dialysis clinic profits in California in 2018. The proposition would have required dialysis clinics to issue refunds to patients or their payers for revenue that exceeds 115% of the direct cost of treatment. We use a game theoretic approach to assess how the government can influence firms’ CSR investment and production decisions to enhance social welfare, considering the negative externalities brought by unsustainable production and positive externalities brought by CSR investments. Using a Stackelberg duopoly as a base model and lump-sum tax as the government’s decision variable, we find that when the government chooses not to intervene, it results in greater environmental damage as firms will underinvest in CSR and overproduce in quantity to achieve profit maximization. Nonprofit hospitals receive significant federal, state, and local tax exemptions, partly based on the rationale that nonprofit hospitals provide public goods and services. Through Minimum Charity Care Provision (MCCP) requirements, nonprofit hospitals are required to spend a certain percentage of their revenues on charity care. However, it is not clear whether these requirements increase spending on charity care. This brief summarizes findings from research examining the differences in provisions of charity care across different hospital market sectors – non-profit, for-profit, and government. Findings suggest that MCCP requirements for nonprofit hospitals do not lead to more charity care. If anything, targeting …

While there exist multiple measures of healthiness, there are no such measures for tastiness. This gap limits the degree to which researchers can investigate this tension and its implications for dietary behavior and hence public health and nutrition policy.
