The growth in agricultural productivity and the significance of science and technology in contributing to this growth has been well documented by Bredahl, Cline, Evenson (1967), Griliches (1964), and Peterson. The results of these studies generally indicate that over the past several decades, investment in agricultural research has paid off with relatively high rates of return. Most of this previous work, however, has been directed at estimating returns to aggregate agricultural research in an ex post sense at the national level and does not address the question of potential future returns to research at a state or regional level (Norton). …

A Computerized Planning Model For Small Farms In Southeastern South Dakota, Rodney Gene De Smet

Structural changes in agriculture resulting in fewer and larger farms carries strong implications for smaller farms. Included in the small farm group are small, low-resource, and part-time farmers, some of which are unable to generate an adequate income due to limited resources. This research study has developed a managerial tool for assisting low-resource farmers in developing optimal farm plans. The planning model is an interaction of familiar components (budgets) with a complex mathematical model (linear progra111T1ing) to provide an efficient analytical tool for use by farmers to aid in their managerial process. Water is the primary limiting factor in agriculture in the United States and the world. The western states have gained importance in agricultural production only through extensive use of irrigation from surface and groundwater sources. With the increase in population, these water supplies are facing new pressures for reallocation. Accurate scientific information concerning water availability, behavior, management, and value is essential in optimizing water allocation on farms, in agriculture, and among agriculture and the various other uses. This report is an overview of the physical, institutional, economic, and sociological aspects of the water issue from the standpoint of agriculture. It …

What is macroeconomics, you ask; and what does it mean to me? Macroeconomics is the study of aggregate economic conditions, such as a nation's employment, unemployment, and general price levels. Throughout history nations have experienced boom-to-bust cycles--times of employment and prosperity, followed by times of unemployment and hardship. Macroeconomics provides policy makers with ideas to promote economic stability - ways to combat the twin economic evils of unemployment and inflation.

The Dakota Proposition, an initiated proposal to amend the South Dakota State Constitution, will appear on the 1980 ballot. The Proposition would seem to have far reaching implications. Yet, what are these implications? Will the Proposition be a boon to taxpayers, a calamity for government, or both? Three major provisions are included in the Proposition. These are: I. A reduction or rollback of taxes on real property to one percent of Full and True value, determined by assessments performed in 1977; 2. A ceiling of two percent annual growth in the Full and True value of real property for any …

This is a coaceptual rather than an empirical paper with the primary focus on raising a set of economic issues faced by any authority charged with managing a groundwater aquifer. I will utilize the technique of making simplifying, albeit unrealistic, assumptions in order to establish easily and clearly the relevant economic principles. Some of the assumptions will be relaxed later to achieve greater realism. It is assumed that the hydrologic dimensions of the groundwater system are known and that the management authority has the power to enforce whatever rules it deems appropriate.
