The information universe is fierce and ubiquitous, replete with a 24 hour news cycle, trolls, bots, fake news, predatory publishers, and paywalls. The exponential acceleration in access to information during these nascent years of the 21st century is simultaneously a victory for egalitarianism and promotion of social equity as well as a daunting hotbed for scurrilous and obfuscated resources requiring discerning and supple information literacy skills to efficiently and effectively navigate an ever burgeoning wealth of knowledge. The unemployment insurance (UI) program was established in 1935. Unlike other social insurance programs created by the Social Security Act, it was established as a federal-state program. The federal government initially acted as a strong partner working with state agencies that operate the UI program. Over the past four decades, however, the federal role in the UI program has declined because of reductions in federal resources dedicated to the program and weakening policy leadership and programmatic support. As a result, states operate increasingly divergent UI programs, with many programs providing limited access to the program for experienced unemployed workers who …

Equity, diversity, and inclusion (EDI) initiatives are becoming commonplace as a strategy to address bias, racism, discrimination, oppression, and privilege in the historic record and improve discovery and access to rare and unique materials. SAA’s Statement on Diversity and Inclusion and Core Values of Archivists reflect the importance of these initiatives. This presentation will explore some of the practices archives employ to improve EDI in digital collections metadata, which may be the key to connecting related materials of underrepresented groups across disparate collections. Trauma is an epidemic everywhere in the world, cutting across all demographics. Trauma occurs when a person experiences something that is perceived as physically or emotionally threatening, such as war, a natural disaster, divorce, or abuse. These experiences produce feelings of exceeding stress, terror, or helplessness, and these overwhelming circumstances can produce lasting effects upon the individual's mental, physical, emotional, and spiritual health.

Spaceport: A Finding Aid Launchpad, Rebecca B. French

JMU Libraries distributes its Special Collections finding aids to a number of discovery platforms, a process which historically has involved a significant amount of hand-encoding and manual data entry. We recently developed and implemented Spaceport, a Python app that has revolutionized this workflow. This presentation provides an overview of the app's functionality, which includes generating EADs for Virginia Heritage, HTML files for upload to the Libraries website, and MARCXML records for our catalog and OCLC. It also describes the efficiencies and other benefits we have observed from Spaceport's use.

Attitudes Toward Animal Research Collection
Research using animals is controversial. To develop sound public outreach and policy about this issue, we need information about both the underlying science and people’s attitudes and knowledge. To identify attitudes toward this subject at the University of Wisconsin-Madison, we developed and administered a survey to undergraduate students and faculty. The survey asked respondents about the importance of, their confidence in their knowledge about, and who they trusted to provide information on animal research. Findings indicated attitudes varied by academic discipline, especially among faculty. Faculty in the biological sciences, particularly those who had participated in an animal research project, reported …

In 2018, actor and filmmaker Jordan Peele partnered with Buzzfeed to create a warning video. The video appears to feature President Barak Obama advising viewers not to trust everything that they see on the Internet. After the President says some things that are out of character for him, Peele reveals that the speaker is not actually President Obama, but is, instead, Peele himself. The video was a “deepfake.” Peele’s face had been altered using digital technology to look and move just like the face of the president.

This dissertation contains three separate but related papers, each with a different focus. In the three papers, I sought to gain a deeper understanding of how different forms of cultural and social capital appeared in the relationship between families and schools. The first paper covers an interview study exploring how teachers in elementary school understood and used email to facilitate partnership with parents, a form of social capital that has the potential to benefit families from all class backgrounds. The second paper investigates the relationship between socioeconomic status, bonding social capital and cultural capital; I tested whether social capital affected …

Background: The role of infant feeding for food allergy in children is unclear and studies have not addressed simultaneous exposures to different foods. The goal of this study was to analyze existing data on feeding practices that represent realistic exposure and assess the risk of food allergy symptoms and food allergy in children.
Methods: The Infant Feeding Practices Study II conducted by the CDC and US-FDA enrolled pregnant women and collected infant feeding information using nine repeated surveys. Participants were re-contacted after 6 years. Food allergy data were collected at 4, 9, 12, and 72 months. In total, 1387 participants …

This is largely a theoretical, speculative essay that takes on the question of what ‘care’ looks like at a moment when climate change is increasingly taking center stage in public and political discussions. Starting with two new practices, namely, humanitarian care for nonhumans and One Health collaborations, I seek to determine what forms of political care can incorporate the well-being of future generations and future iterations of the earth. After an exploration of One Health as an approach to planetary care, I ask what its parts enable us to think, despite its limitations; I focus on the new human-nonhuman assemblages …

A Dynamic Stochastic Frontier Model With Threshold Effects: U.S. Bank Size And Efficiency, Pavlos Almanidis, Mustafa U. Karakaplan, Levent Kutlu

Common/Single frontier methodologies that are used to analyze bank efficiency and performance can be misleading because of the homogeneous technology assumption. Using the U.S. banking data over 1984-2010, our dynamic methodology identifies a few data-driven thresholds and distinct size groups. Under common frontier assumption, the largest banks appear to be 22% less efficient on average than how they are in our model. Also, in the common frontier model, smaller banks seem to be relatively more efficient compared to their larger counterparts. Hence, common policies or regulations may not be well-balanced about controlling the banks of different sizes on the spectrum.

In December 2018, the United Nations adopted the Declaration on the Rights of Peasants and Other People Working in Rural Areas. UNDROP is the product of 17 years of struggle by La Via Campesina, other transnational agrarian movements and allies that included NGOs, states, UN mandate holders, and academics. It recognises the dignity of rural populations, their contributions to global food production, and their ‘special relationship’ to land, water and nature, as well as their vulnerabilities to eviction, hazardous working conditions and political repression. Purpose: Filipino Americans comprise over half of the Asian American population in Clark County, Nevada. Despite their large numbers, food insecurity rates are aggregated with the entire Asian American population. In 2016, 1.6% of Asian American households in Clark County were food insecure, yet, 22% of households reported annual incomes at or below 200% of the federal poverty level. This study aimed to assess the status and correlates of food insecurity specific to Filipino Americans in Clark County, Nevada. This dissertation exposes the limitation of international retributive justice in realizing interstate reconciliation and proposes including a restorative dimension into the existing international criminal justice system. I maintain that justice within the international criminal system is conceptualized purely on a punitive notion influenced by the liberal institutionalist understanding of the state and the international system. Hence, the current retributive structure does not engage rival stakeholders, who experience interstate wars, in the process of international justice, as it is centered on upholding international law and punishing states that violate the law. This research focuses on the language tone of the United State of America’s presidentrelated Twitter accounts and the ways of the interaction with the national media with their tweets. The literature provides how politicians utilize and for what purposes they use Twitter. In this study we examined teachers’ perspectives regarding the second year of implementing a Kindergarten Readiness Assessment (KRA). Using a mixed-methods approach, we focused on the administration process, the perceived benefits of the assessment, and how teachers used the assessment to inform instruction. We also investigated whether these differed by teacher and district characteristics and how KRA experiences were different in the second year of implementation. Research Findings: Teachers generally did not view the KRA as beneficial for instruction or for students, reporting administration difficulties, inadequate KRA content, and limited utility of KRA data for supporting instruction as ongoing barriers …

Breaking Up: Experimental Insights Into Economic (Dis)Integration, Gabriele Camera, Lukas Hohl, Rolf Weder
ESI Working Papers
Standard international economic theory suggests that people should embrace economic integration because it promises large gains. But recent events such as Brexit indicate a desire for economic disintegration. Here we report results of an experiment, based on a strategic analytical framework, of how size and distribution of potential gains from integration influence outcomes and individuals’ inclination to embrace integration. We find that cross-country inequality in potential gains acts as a friction to realize those gains. This suggests that to better understand recent phenomena, international economic theory should account for distributional considerations and behavioral aspects it currently ignores.

Over the last 20 years, governments sharing common coastal and ocean ecosystems have developed and agreed on concrete regional action programs to stop and, in some cases, reverse a trend of deteriorating coastal and ocean resources. Implementation of these action programs requires significant investments by the public and private sectors alike, with the potential for substantial economic growth and enhanced social well-being. For this to happen, new institutional arrangements, technologies, and financial vehicles and asset classes are needed to mainstream innovative “blue economy” projects that have the potential to transition economies and communities to more sustainable development paths.
