Monterey County Water Resources Agency Engineering Reports
The major goal of this study ,prepared by Agland Investment Services, Inc. on behalf of the Monterey County Water Resources Agency, was to estimate the direct and regional economic impacts of different policies aimed at encouraging agricultural water conservation in the Salinas Valley. The study also looked at combinations of conservation measures which could provide a least cost conservation contribution to the seawater intrusion problem. Agland concluded that policymakers should consider adopting a least cost approach when they considered the mix of infrastructure projects and urban and rural conservation measures.

If you seek a conclusive answer to the question that seems to anchor Chas Smith's Cocaine + Surfing: A Sordid History of Surfing's Greatest Love Affair, "Did surfing and cocaine start together in Peru and never leave each other's embrace?," you will be disappointed. In his preface, Smith discusses the death of Andy Irons, the three-time world surfing champion from Hawaii who died November 2, 2010, alone in a Dallas hotel room of cardiac arrest brought on by cocaine abuse. Irons was thirty-two years old. According to Smith, no one in the cosseted surfing world was surprised: "Drugs and …

The Terrestrialization Of Amphibious Life In A Danube Delta 'Town On Water', Tanya Richardson
The Terrestrialization Of Amphibious Life In A Danube Delta 'Town On Water', Tanya Richardson
Anthropology Faculty Publications
Visitors to the Danube Delta town of Vylkove, known as the “Ukrainian Venice,” are often disappointed by the condition its 40 kilometers of canals, which frequently resemble over-grown ditches that are often impassible by boat. Consequently, a development organization and town administrators have begun lobbying for funding for a large-scale canal restoration project and for the town’s designation as a heritage site to help in mobilizing funds. However, these tourism-development narratives also assume that all residents can and want to practice an amphibious way of life that prevailed for centuries. Combining analytical frameworks of amphibious anthropology and recent social science …

SURGE
A pair of legs that breathe in
Strong feet that has cross endless borders
Hands that have cultivated millions of trees
For you to take away the fruit
Traveling on the path of the wind
Coming without warning
Each day had begun enthusiastically and happily
Even though they hate us because we represent dreams of aspiration
Of being something more than just work labor
Of daring to dream as brown and poor [excerpt]

© 2019 the authors. The common marmoset (Callithrix jacchus) is a small New World primate species that has been recently targeted as a potentially powerful preclinical model of human prefrontal cortex dysfunction. Although the structural boundaries of frontal cortex were described in marmosets at the start of the 20th century (Brodmann, 1909) and refined more recently (Paxinos et al., 2012), the broad functional boundaries of marmoset frontal cortex have yet to be established. In this study, we sought to functionally derive boundaries of the marmoset lateral frontal cortex (LFC) using ultra-high field (9.4 T) resting-state functional magnetic resonance imaging (RS-fMRI). …

Adopting the framework of brain dynamics as a cornerstone of human consciousness, we determined whether dynamic signal coordination provides specific and generalizable patterns pertaining to conscious and unconscious states after brain damage. A dynamic pattern of coordinated and anticoordinated functional magnetic resonance imaging signals characterized healthy individuals and minimally conscious patients. The brains of unresponsive patients showed primarily a pattern of low interareal phase coherence mainly mediated by structural connectivity, and had smaller chances to transition between patterns. The complex pattern was further corroborated in patients with covert cognition, who could perform neuroimaging mental imagery tasks, validating this pattern’s implication …

Rural Depopulation In A Rapidly Urbanizing America, Kenneth Johnson, Daniel Lichter
Rural Depopulation In A Rapidly Urbanizing America, Kenneth Johnson, Daniel Lichter
Carsey Publications
In this brief, authors Kenneth Johnson and Daniel Lichter examine demographic trends in rural America, a region often overlooked in a nation dominated by urban interests. They report that nearly 35 percent of rural counties are experiencing protracted and significant population loss. Depopulation is the result of chronic rural outmigration, mostly by young adults, which contributes to fewer births. As the sizeable older population that did not migrate ages in place, the mortality rate rises. Rural depopulation is not universal. Some rural areas have experienced significant population growth for decades. The authors’ study provides a demographic window to the future …

As part of the ongoing Brookings Scholar Lecture Series, Brookings Mountain West presented a lecture titled, "Digital Place: How Technology Will Change Our Built Environment" by Fellow in Metropolitan Policy, Adie Tomer on February 6, 2019. Digital technologies promise to upend nearly every component of the economy, including how we work, shop, travel, and even live inside our homes. There is too little conversation about how adoption of various technologies will interact with the current built environment and the policies that guide future investment. This lecture explores how the economy currently functions, where technology will transform economic functions, and how …

The present study explored how motor cortical activity was influenced by visual perception of complex environments that either afforded or obstructed arm and leg reactions in young, healthy adults. Most importantly, we focused on compensatory balance reactions where the arms were required to regain stability following unexpected postural perturbation. Our first question was if motor cortical activity from the hand area automatically corresponds to the visual environment. Affordance-based priming of the motor system was assessed using single-pulse Transcranial Magnetic Stimulation (TMS) to determine if visual access to a wall-mounted support handle influenced corticospinal excitability. We evaluated if hand actions were …

Social Contact In Shelter Dogs: Literature Review And Recommendations, Christina Walthers, Lauren Faulkner, Allison Martin
Psychological Science Undergraduate Scholarly Works
Given the large number of dogs housed in animal shelters each year, it is important to consider how the shelter environment impacts a dog’s welfare. Providing shelter-housed dogs social contact with conspecifics can increase the welfare of the dogs and benefit the shelter by increasing adoption rates. Mostly Mutts Pet Rescue and Adoption Center in Kennesaw, Georgia was investigating ways to increase social contact for the dogs in their facility. To assist with this goal, we conducted a literature review that examined the impact of social housing, playgroups, and visual social contact on dog behavior. Social housing and playgroups can …

Sergio Leone's Once Upon a Time in the West opens with a nearly wordless fifteen-minute sequence in which three gunmen do nothing more than wait for the arrival of a train at a remote frontier station. Leone, Dario Argento, and Bernardo Bertolucci constructed the film's screenplay out of portions of their favorite classic westerns, and the opening is a homage to High Noon; however, Leone's three gunmen look nothing like the actors in High Noon. Jack Elam and Al Mulock look like they emerged directly from the desiccated landscape surrounding them, and Woody Strode emits a dusty elegance. …

Obesity rates in the United States have risen dramatically over the past five decades, reaching what many public health officials have referred to as epidemic proportions. A common policy response to this obesity epidemic—which is often attributed to overconsumption of highly caloric, unhealthy foods—has been to increase consumers’ access to nutrition information to help them to make healthier choices. Recently, the increasing frequency of food consumption at restaurants led to the development of nutrition labeling requirements for restaurants with 20 or more locations. The rule, requiring food retailers to post calorie amounts and to make available information about other nutrients …

The full capabilities of well-structured project management are rarely realized outside of the scope of the respective profession. The tools and skills in which project managers specialize are furthermore often considered in high-level business contexts, but are far less remembered as crucial components to many other endeavors. This project portfolio serves as an insight into the structure and process of managing a short-term social awareness project and an exploration and application of various project management tools. It also provides a review of the success of implementing sound project management toward humanitarian work on a community level. Public Equity, the team …
