This Article explores the problem of forced expulsion and the utility of formal judicial redress at the level of the ICJ. Borrowing from the frame analysis of Erving …

University of Nebraska Public Policy Center: Publications

As part of collecting information for the purpose of threat assessment and management regarding a person of concern within an institution of higher education, a threat assessment and management team or another institutional official may request that a campus counseling center conduct a risk assessment of dangerousness-to-others. This study measured counseling center clinicians’ training and experience in conducting risk assessments of dangerousness-to-others. Survey data from mental health providers practicing in counseling centers within institutions of higher education revealed that these practitioners had significantly less training and experience in assessing dangerousness-to-others as compared to the training and experience they have in …

He described the invasion of Monterey and other ports in Upper California by Hipólte Bouchard in 1818. Section II covers the period of 1830 through 1836 and the secularization of the missions by the Mexican government during which time the missionaries held their posts until either death or the government relieved them of the responsibility of protecting the neophytes against "white rapacity" and the destruction of the …

Act 173 allows home school or private school students to enroll in academic courses in their local public school district. Passed in 2017, students to first used it for the 2017-18 school year. Despite the benefits of the Act to both parties, only 95 students across 43 schools representing 35 districts across the state of Arkansas used the Act to enroll in at least one course in their district. In this policy brief, we describe the students who used Act 173 in the 2017-18 school year, explore possible reasons why, and offer some policy implications.

The Devaluation Of Assets In Black Neighborhoods: How Racism Robs Homeowner Of The American Dream, Andre Perry Feb 2019

The Devaluation Of Assets In Black Neighborhoods: How Racism Robs Homeowner Of The American Dream, Andre Perry

Brookings Scholar Lecture Series

Homeownership lies at the heart of the American Dream, representing success, opportunity, and wealth. However, for many of its citizens, America deferred that dream. For much of the 20th century, the devaluing of black lives led to segregation and racist federal housing policy through redlining that shut out chances for black people to purchase homes and build wealth, making it more difficult to start and invest in businesses and afford college tuition. This lecture explained how much money majority-black communities are losing in the housing market stemming from racial bias, finding that owner-occupied homes in black neighborhoods are undervalued by …

Franciscan Publications

The fourth and final volume in Engelhardt's series on the general history of the California missions and generally concludes with the narrative in the early 1850s time period. The author noted that, "... a cursory view of the situation revealed such un common struggles in behalf of the Indians against military usurpation and colonist cupidity, accompanied and followed by such extraordinary misrepresentations and calumnies, that only a documentary history would satisfy the critical student and intelligent reader. ... The character of the missionaries, their religious and moral principles, their object, methods, resources, successes and reverses were examined and recorded in …

1912 - The Missions And Missionaries Of California, Vol. Ii, Upper California, Part I, General History, Zephyrin Engelhardt

Franciscan Publications

Volume II was a general accounting of the missions and missionaries in Upper California. Section I addressed the establishment and administration of the missions by Fr. Junípero Serra. Section II covered the administration of Fr. Fermín Francisco de Lasuén and Fr. Estevan Tapis. The author posited that the real object of the conquest and occupation of Alta California was not the establishment of the Catholic faith in California but rather to fund expeditions and secure the land from the Russians and others who were making expeditions in the region. Engelhardt's evidence was the fact that the Spanish government seized and …

Guinn, Robert Thomas, Jennifer E. Thropp, Jayde King, Yolanda Ortiz, Jessica Cruit, Nicholas Defilippis, Krijn Berendschot, Jacqueline Mcsorley, John Kleber

General Aviation Weather Display Interpretation

Prior research has indicated that general aviation (GA) pilots may lack adequate knowledge of aviation weather concepts and skill at interpreting aviation weather displays. Therefore, the purpose of the current project was to develop and validate a comprehensive set of aviation weather knowledge and interpretation multiple-choice questions, and in turn, to use the questions to assess pilot understanding of aviation weather concepts and displays. An interdisciplinary research team that included two meteorologists, one Gold Seal Certificated Flight Instructor (CFI), a human factors psychologist, and several human factors graduate students performed this research.

Social Mobility: The Necessary Focus Of St. Louis Investment In Black Males, Sean Joe, Robert Motley

Center for Social Development Research

The tragic killing of Michael Brown at the hand of Darren Wilson, a Ferguson, Missouri, police officer, further highlighted the long-standing disparities in health, education, employment, and overall well-being disproportionately burdening Black boys and young men in the St. Louis region. Since that event and the associated developments, actions have centered on attending to structural determinants, racism, and equity. However, less attention has been devoted to the overall well-being of Black boys and young men ages 18 to 29 in the St. Louis region and to the paucity of available economic opportunities. This brief report seeks to shift the focus …

Researchers, Instructors, & Staff Scholarship

Collection development is challenging for academic libraries due to the rising cost of e-resources. Over the past five years, the Case Western Reserve University Library has been experimenting with new ways to actively address these issues through specific strategic initiatives. We have been successful in reallocating one-time funds to user-driven purchasing initiatives, such as demand-driven and evidence based acquisitions models. Our usage data proves these models are cost-effective and aid in the research process by offering a wealth of content at the user's point of need. This initiative has demonstrated that small changes can make a big impact and show …

When Victims Refuse And Prosecutors Decline: Examining Exceptional Clearance In Sexual Assault Cases, Tara N. Richards, Marie Skubak Tillyer, Emily M. Wright

Criminology and Criminal Justice Faculty Publications

This study examines the predictors of sexual assault case clearance, with a focus on arrest and two types of exceptional clearance: victim refusal to cooperate and prosecutorial declination to prosecute. Using National Incident Based Reporting System (NIBRS) data on crime incidents that contain a sexual offense (N = 21,977), we estimated a multinomial regression model to examine the predictors of different clearance types for cases of sexual assault. Results indicated that the likelihood of victim refusal decreases in cases perpetrated by strangers, involving victim injury, occurring in public, and involving multiple offenses. A similar pattern of findings was observed …
