This document presents a set of strategies for preventing the displacement of low-income Cully residents as new investment comes in to the neighborhood. It was developed at the request of Living Cully: A Cully Ecodistrict, an innovative partnership of three community-serving organizations, Hacienda CDC, the Native American Youth & Family Center (NAYA) and Verde. In 2010, Verde established Living Cully as a strategy to introduce new environmental assets into Portland’s Cully Neighborhood. Five to Nine Consulting was formed to work with Main Street Oregon City and the City of Oregon City to develop a framework for the reintroduction of housing into downtown Oregon City. Just Luck: An Experimental Study Of Risk-Taking And Fairness, Alexander W. Cappelen, James Konow, Erik Ø. Sørensen, Bertil Tungodden

Choices involving risk significantly affect the distribution of income and wealth in society. This paper reports the results of the first experiment, to our knowledge, to study fairness views about risktaking, specifically whether such views are based chiefly on ex ante opportunities or on ex post outcomes. We find that, even though many participants focus exclusively on ex ante opportunities, most favor some redistribution ex post. Many participants also make a distinction between ex post inequalities that reflect differences in luck and ex post inequalities that reflect differences in choices. These findings apply to both stakeholders and impartial spectators.

With the largest U.S. generation in the midst of retirement, the Baby Boomer cohort is vastly changing the senior housing landscape. As the housing market gradually improves and the development of senior housing chases the increasing demand, Baby Boomers are a highly selective cohort with more buying and spending power than their predecessors, are healthier and more active, and are demanding an unconventional modification of alternative senior housing. The “traditional” senior community is outdated and no longer seen as a viable choice for retirement, and new and innovated models have surpassed the old-fashioned establishments.

Homeless Youths’ Hiv Risk Behaviors With Strangers: Investigating The Importance Of Social Networks, Kimberly A. Tyler

The purpose of this study was to examine the relationship between homeless youths’ HIV risk behaviors with strangers and risk and protective characteristics of their social networks. Data were from the Social Network and Homeless Youth Project. A total of 249 youth aged 14 to 21 years were interviewed over 15 months in three Midwestern cities in the United States using a systematic sampling strategy. Multivariate results revealed that homeless youth with a greater average number of network members who engaged in more drug risk behaviors and who pressured them into precarious behaviors at least once were more likely to …

The Role Of Drinking In New And Existing Friendships Across High School Settings*, Jacob E. Cheadle, Deadric T. Williams

We use 9 Add Health high schools with longitudinal network data to assess whether adolescent drinkers choose friends who drink, prefer friends whose friends drink, if selection differs between new and existing friendships, and between schools. Utilizing dynamic social network models that control for friend influences on individual alcohol use, the results show that drinkers do not strongly prefer friends who drink. Instead, they favor close friends whose friends’ drink, suggesting that alcohol matters for selection on the social groups and environments that friends connect each other to. This research investigates spatial factors, that impact non-motorized exposures and crashes, and examines the relationship between exposure at signalized intersections and crash frequencies involving pedestrians and bicycles at a census tract level. The four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids are examined. After completing an extensive literature review to provide a list of required data, 92 intersections are selected from the four cities to collect pedestrian and bicyclist counts. Five-year crash records, special attractions, non-motorized facilities and transportation infrastructure data for the four cities are gathered for the four cities. This data are later mapped …

One of the major challenges facing municipal governments of megacities in developing countries is shortage of urban infrastructures relative to population growth. Because cities play important role in the economic development of every nation, problems confronting them require proactive policy measures by the government. One such mega city is Lagos, Nigeria. From 1962 to 2006, the population of Lagos grew from 1,135,805 to 17.5 million. Three separate storage technologies able to serve gridded data were selected for comparison of performance in terms of providing speed and expandability to a crop disease forecasting system. The three storage technologies chosen were PostgreSQL (a relational database management system), MongoDB (NoSQL system), and netCDF files. Speed tests were performed for each by running two different crop disease risk forecasting models requiring data of different spatiotemporal resolutions. Multiple trials were done using different storage hardware. Systems were then qualitatively compared for expandability by noting the process involved in adding successive crop disease forecasting models.

Since 1989, Pikine Dagoudane, in the suburbs of Dakar City has faced several flooding events, resulting in economic loss, environmental degradation and severe disturbance of the social life of the residents. The mitigation programs implemented have not appeared to provide any relief since 2000. Review of the existing literature on the crisis has revealed that the general scale of the studies, and the insufficient attention to some of the major factors could be accounted for such little efficiency. This thesis examines the lithic assemblage from the 2005-2012 field seasons at the Sarah Boston site in Grafton, Massachusetts. The Sarah Boston site is associated with a multi-generational Nipmuc family living on the site during the late 18th through early 19th centuries. In total, 163 lithic artifacts, primarily quartz flakes and cores, were found throughout the site with concentrations north of a house foundation associated with the Nipmuc family. Reworked gunflints and worked glass were examined as examples of lithic practice associated with artifacts that are conclusively datable to the period after European arrival. Numerous studies link volunteering to positive mental and physical health for older adults, and recent studies have suggested that volunteering may be particularly beneficial for those who are widowed. This research examines the potential of volunteering to buffer participants from stress-related health declines associated with the death of a spouse.

Using the Health and Retirement Study (HRS), this research investigates the moderating role of volunteering on the self-rated health and depressive symptoms of recently widowed older adults. The Plea Bargain Crisis For Noncitizens In Misdemeanor Court, Jason A. Cade

This Article considers three factors contributing to a plea-bargain crisis for noncitizens charged with misdemeanors: 1) the expansion of deportation laws to include very minor offenses with little opportunity for discretionary relief from removal; 2) the integration of federal immigration enforcement programs with the criminal justice system; and 3) the institutional norms in non-federal lower criminal courts, where little attention is paid to evidence or individual equities and where bail and other process costs generally outweigh perceived incentives to fight charges. Since the early 1980s, Nevada has experienced significant demographic change. In particular, the ethnic composition of the state has become considerably more diverse. Although growth in the Asian population is one of the sources of Nevada’s growing diversity, Nevada’s Latino population has also accounted for much recent demographic and social change. Except for brief periods following the emergence of the Great Recession of 2008, the Latino population of Nevada has experienced sustained annual growth over the past two decades.
