Examines Robert Burns's poem "Hallowe'en," first published in the Kilmarnock edition (1786), both in relation to its background in Scottish folklore and in terms of the way Burns presented it on the page, with numerous footnotes, arguing that "throughout the poem Burns acts as a participant observer in the classic anthropological sense."

The original goal of the research presented here was to quantify by world region, the contribution of urbanized areas to global greenhouse gas (GHG) emissions (EDGAR, 2011). Regressions on population density and growth rate, GDP, and heating/cooling degree days, as well as a row of other non-significant variables, show that the contribution of urban extents is between 38% and 49% of total emissions (Marcotullio et al., 2012). In spite of using very liberal definitions of urban extents (GRUMP, 2011) this is at the low end of academic estimates (Satterthwaite, 2008; WEO, 2008; Dhakal, 2010). It is no surprise that the …

The city-state of Singapore's roadmap for internationalization of local companies into the GCC region has, arguably, made its mark; recently crossing the milestone of 100 local companies that have, to date, found business opportunities in this foreign and exotic land. Actually taking these opportunities, however, has proven more complicated, with cultural differences and highly dynamic local business environments posing unforeseen challenges to Singapore companies – producing a test of adaptability that has returned rather mixed results. On the basis of justice and exchange theories, the authors propose that employees offset their levels of work–family conflict (WFC) with their levels of pay satisfaction. Results based on two waves of data indicate that pay satisfaction has a negative relationship with WFC after controlling for actual pay and other work-related and family-related variables. Analysis of pay satisfaction dimensions reveals that satisfaction with benefits and pay structure are negatively related to WFC, whereas satisfaction with pay level and pay raise are not. For more than 20 years, a plethora of research has been conducted on the discounting of delayed rewards. In contrast, there has been relatively little research on the discounting of delayed aversive outcomes (e.g., monetary losses). The present study examined the discounting of delayed hypothetical gains and losses by 55 college undergraduates at two monetary amounts, $1,000 and $25,000. A simple hyperbola generally provided very poor fits to the data. In contrast, a hyperboloid provided much better fits to the discounting of all outcomes, and its exponent was frequently less than unity. Although the rate of discounting was greater for …

This project evaluates the impact of a Bureau of Labor and Industry (BOLI) and Oregon Department of Transportation (ODOT) initiative that provides supportive services (i.e. child care subsidies; fuel assistance; support for overnight travel; tools, clothing, and protective equipment) to promote retention of apprentices in the highway trades, with particular concern for increasing the retention of women and people of color. This research project specifically focuses on the Knife River apprentice program. This is a useful case study as all apprentices in the program are employed by the same employer (most apprentice programs have multiple employers) and because approximately half …

Many environmental challenges facing society today, such as climate change and integrated water management, have been described as “wicked problems” due to their biological, physical, and social complexity. Wicked problems extend across media such as air, land, and water; across political jurisdictions and landscape boundaries; and across traditional policy arenas. Traditional policy approaches that are media-specific, rely on single agencies for implementation, and that do not effectively engage stakeholders and partners outside of government are generally ineffective in addressing these issues. In August 2012 the American Bar Association (ABA) House of Delegates, recognizing the influence of technology, voted to amend the ABA Model Rules of Professional Conduct. Legal professionals have begun to comment on how such changes may affect lawyers in every area and size of practice. How do primates, humans included, deal with novel problems that arise in interactions with other group members? Despite much research regarding how animals and humans solve social problems, few studies have utilized comparable procedures, outcomes, or measures across different species. Thus, it is difficult to piece together the evolution of decision making, including the roots from which human economic decision making emerged. Recently, a comparative body of decision making research has emerged, relying largely on the methodology of experimental economics in order to address these questions in a cross-species fashion. This article presents an empirical study of the development of Singapore’s insurance contract law in relation to English law. The gene of Singapore’s insurance law is very English. The empirical data show a lack of momentum in driving insurance law forward by case law. This may justify further legislative reform to address not only the known doctrinal issues inherited from English law but also the specific problems facing consumer insurance. Singapore’s competitiveness in the global insurance market will be an instrumental factor to determine how far Singapore continues to follow English law in the future.

This study aims to investigate or verify whether gender affects the use of Information and Communication Technology (ICT) facilities among academics. The study used a survey approach that involved questionnaires to solicit data from 154 academics. For the past few years, an assortment of ICT facilities such as computers, laptops, projectors, printers and many others have been available to academics for accessibility and use in collaboration, teacher-student communication, online assignment, research, teaching and learning.

Previous research on port efficiency focuses primarily on the provider’s perspective and assumes that maximizing the output is always desirable. This paper recognizes that maximizing the final output does not necessarily guarantee an efficient system and the notion of port efficiency and service effectiveness needs to be considered from the perspectives of both the provider and the consumer of the port service. The paper proposes a network-DEA model to evaluate the performances of 30 seaports worldwide. Recent empirical studies show that the Chinese currency renminbi is either becoming or has become a dominant reference currency in East Asia. This paper reviews the evidence with daily exchange rate data from seven East Asian economies namely, Indonesia, Korea, Malaysia, the Philippines, Singapore, Thailand and Taiwan. We consider the likely problems and pitfalls associated with the application of Frankel-Wei regressions to determine the weights of the US dollar and the renminbi in the implicit currency baskets. The Singapore government responded swiftly to the 2008 global recession, doling out a range of policies in aid of all levels of wage earners. This paper explores the impacts of economic trends and government policies on low-wage earners. Using a theoretical model and empirical data from a pilot study of recipients of a government Work Support Program, it demonstrates the effects of socioeconomic factors on multi-stressed low-earning families. It discusses the adequacy of current policies in addressing the multiple stressors experienced by low-wage earners.

While economic variables have been used extensively to forecast bond risk premia, little attention has been paid to technical indicators which are widely used by practitioners. In this paper, we study the predictive ability of a variety of technical indicators vis-a-vis the economic variables. We find that technical indicators have significant in both in- and out-of-sample forecasting power. Moreover, we find that using information from both technical indicators and economic variables increases the forecasting performance substantially. We also find that the economic value of bond risk premia forecasts from our methodology is comparable to that of equity risk premium forecasts.

We develop an asymptotic theory for the pre-averaging estimator when asset price jumps are weakly identified, here modeled as local to zero. The theory unifies the conventional asymptotic theory for continuous and discontinuous semimartingales as two polar cases with a continuum of local asymptotics, and explains the breakdown of the conventional procedures under weak identification. We propose simple bias-corrected estimators for jump power variations, and construct robust confidence sets with valid asymptotic size in a uniform sense. The method is also robust to certain forms of microstructure noise.

This paper develops an index of allocative efficiency that depends upon the distribution of mark-ups across goods and is separable from an index of standard Ricardian gains from trade. It determines how changes in trade frictions affect allocative efficiency in an oligopoly model of international trade, decomposing the effect into the cost-change channel and the price-change channel. Formulas are derived shedding light on the signs and magnitudes of the two channels. In symmetric country models, trade tends to increase allocative efficiency through the cost-change channel, yielding a welfare benefit beyond productive efficiency gains. The Consequences Of A Public Health Insurance Option: Evidence From Medicare Part D Prescription Drug Markets, Daniel P. Miller, Jungwon Yeo

This paper examines a public option competing alongside private insurers in Medicare Part D. We estimate a random coefficient demand system and oligopoly supply-side model with endogenous premium subsidies and risk adjustment payments. If the public option does not affect health risk sorting, counterfactual results show modest competitive benefits. However, increased subsidy payments eliminate welfare gains regardless of the public option's cost position. If the public option adversely selects -- facilitating insurers' ability to cream-skim favorable risk -- the risk adjustment mechanism creates a downward pricing distortion, amplifying competitive benefits. Public transit is an environmentally friendly transportation mode that usually focuses on transporting people within and to the city center. However, over the last 60 years, population and employment has been suburbanizing. As the median voter lives further from the city center, and thus enjoys fewer benefits from accessing public transit, does this reduce such a voter’s propensity to support public investment in public transit improvements? We analyze voting patterns on 20 transit-related ballot propositions from state-wide elections in California between 1990 and 2010. This report analyzes the performance measurement processes adopted by five large “livability” programs throughout the United States. It compares and contrasts these programs by examining existing research in performance measurement methods. The “best practices” of the examined performance measurement methods for each program are explored and analyzed with respect to their key characteristics. This dissertation empirically demonstrates that the isolated effects of citizen diplomacy correlate positively with foreign policy behavior as a non-military, foreign policy strategic option. The dissertation also finds that soft power, of which citizen diplomacy is a key component, is a viable foreign policy strategy. The findings are important to the academy and to the foreign policy-making process for states in search of effective, non-military strategies that leverage foreign state needs and attributes to achieve their foreign policy goals. This paper seeks to examine the putative growth of corporate social responsibility (CSR) in Singapore. A key impetus for the nascent CSR movement in twenty-first century Singapore is the economic imperative. As a trade-dependent industrializing economy, the economic development drive coupled with the need for international expansion has made it necessary for Singapore businesses to be cognizant of the growing CSR movement in the western, industrialized world. The government supports the CSR endeavour with an instrumental bent, where CSR ideas and concepts are adapted, incorporated, and promoted in various sectors of the economy. Revisiting The Multicultural Experience-Creativity Link: The Effects Of Cultural Distance And Comparison Mindset, Chi-Ying Cheng, Angela K. Y. Leung

A growing literature provides evidence for the multicultural experience-creativity link such that exposure to the juxtaposition of two cultures facilitates individual creativity. The underlying mechanisms for this relationship, however, are still far from being well explored. Drawing upon the novel perspective of motivated cognition, we hypothesize that two factors interact to affect creative outcomes: (a) perceived cultural distance between the two juxtaposed cultures, and (b) comparison mind-sets. Specifically, we argue that individuals’ creative performance will be increased only when a difference mind-set is employed to process the cultural stimuli that are sufficiently different from each other.
