There hasn’t been any attempt in Pakistan so far to articulate, coherently and comprehensively, the contours of Pakistan’s foreign economic policy. On the other hand, making sense of the bits and pieces of scattered statements and pronouncements can be a highly subjective exercise.

Reducing Emission from Deforestation and Forest Degradation (REDD+) is a payment for ecosystem services (PES) system created under the Framework Convention on Climate Change (FCCC) that tries to reduce deforestation and degradation in countries not subject to requirements under the convention (non-Annex 1 countries) and, therefore, release less and sequester more carbon. Other cobenefits have been added, such as biodiversity protection, poverty reduction and afforestation, which make up the '+' in REDD+. The '+', therefore, attempts to address potentially negative, unintended effects on non-carbon ecosystem services and take account of effects on those who currently have claims to forests. Many …

Supported Employment (SE) is an evidence-based practice to assist people with disabilities in finding and maintaining employment. The types of services provided by SE include job coaching and training, resume development, and transportation. More recently, proof of the effectiveness of this approach for those with mental health challenges has been documented.1 The purpose of this research was to determine whether SE proved to be effective among persons with mental health challenges across different age groups.

Pathways RTC, together with staff from the Technical Assistance Partnership and the Federation of Families for Children’s Mental Health, decided to interview agencies that were developing peer support specialist (PSS) roles. The goal was to find out what these agencies were learning about defining, supporting, and sustaining the PSS role. This FAQ summarizes some of the main things that were learned.

Acquisitions Driven By Stock Overvaluation: Are They Good Deals?, Fangjian Fu, Leming Lin, Micah S. Officer

Theory and recent evidence suggest that overvalued firms can create value for shareholders if they exploit their overvaluation by using their stock as currency to purchase less overvalued firms. We challenge this idea and show that, in practice, overvalued acquirers significantly overpay for their targets. These acquisitions do not, in turn, lead to synergy gains. Moreover, these acquisitions seem to be concentrated among acquirers with the largest governance problems. CEO compensation, not shareholder value creation, appears to be the main motive behind acquisitions by overvalued acquirers.

The US penitentiary at Lewisburg, Pennsylvania, was retrofitted in 2008 to offer the country’s first federal Special Management Unit (SMU) program of its kind. This model SMU is designed for federal inmates from around the country identified as the most intractably troublesome, and features double-celling of inmates in tiny spaces, in 23-hour or 24-hour a day lockdown, requiring them to pass through a two-year program of readjustment. These spatial tactics, and the philosophy of punishment underlying them, contrast with the modern reform ideals upon which the prison was designed and built in 1932. A Cut From Above: The Impact Of Loyalty Program Status On Member’S Behavior, Fredelita Espiritu-De Mesa

This study identified the differences on the behavior between elite and non-elite members of a loyalty program. Behaviors measured were personal referrals, personal information sharing, openness to store promotions, increasing purchases, and marketing research support. Results showed the significant differences on behavior such as personal referrals and increasing purchases. The store benefits personal referrals from the non-elite members while increasing purchases from elite members.

This study is an attempt to analyze through survey design-consistent consumption profiling the budget allocation pattern of urban poor in Metro Manila. Econometric models of a complete system of Engel curves for the various consumption items are to be employed in the analysis. A value-added characteristic of this research is the incorporation of the complex survey design features of the 2009 Family Income and Expenditure Survey to produce consistent and unbiased standard errors and parameter estimates used in a variety of inferences implemented.

The study assesses the role played by cooperative societies’ loans services on members’ economic condition through household income generation in rural areas where there is no bank or other formal financial providers. Using a questionnaire technique, the study covers the activities of cooperative societies located in rural communities and villages outside the state capital and local government headquarters where there is no electricity, water, and tarred road in Ogun State, Nigeria. In this paper we study the retirement patterns of couples in a multi-country setting using data from the Survey of Health, Aging and Retirement in Europe. In particular we test whether women's (men's) transitions out of the labor force are directly related to the actual realization of their husbands' (wives') transition, using the institutional variation in country-specific early and full statutory retirement ages to instrument the latter. Exploiting the discontinuities in retirement behavior across countries, we find a significative joint retirement effect, especially for women, of around 16 to 18 percentage points. Social networks provide a wealth of data to study relationship dynamics among people. Most social networks such as Epinions and Facebook allow users to declare trusts or friendships with other users. Some of them also allow users to declare distrusts or negative relationships. When both positive and negative links co-exist in a network, some interesting community structures can be studied. In this work, we mine Direct Antagonistic Communities (DACs) within such signed networks. The changing research and information environment requires a reexamination of library support for research. This study considers research-related attitudes and practices to identify elements indicating readiness or resistance to expanding the library’s role in research support. A survey of faculty conducted at the University of Nevada Las Vegas (UNLV) finds that although a high percentage of faculty rate the library as important or very important to research productivity, perceived importance of specific support functions drops markedly, except for functions related to buying or providing access to resources.

Relationship conflict for the psychiatric patient can have significant detrimental effects. There are specific types of interactions that can increase conflict and predict the potential for relapse; these have been identified by research and designated as components of Expressed Emotion (EE). Cognitive Behavioral Therapy (CBT) and Interpersonal Therapy (IPT) have been very effective when targeting specific psychiatric diagnoses, but less effective when addressing relationship conflict. The majority of studies addressing relationship conflict have taken place in an outpatient, long-term setting. Although partially disabled individuals in Spain are allowed to combine the receipt of disability benefits with a job, the empirical evidence shows that employment rates for this group of individuals are very low. Therefore, in this paper we construct labor market model with search intensity and matching frictions in order to identify the incentives and disincentives to work provided by the partial disability system in Spain from the point of view of both disabled individuals and employers. State Incentives For Innovation, Star Scientists, And Jobs: Evidence From Biotech, Enrico Moretti, Daniel J. Wilson

We evaluate the effects of state-provided financial incentives for biotech companies, which are part of a growing trend of placed-based policies designed to spur innovation clusters. We estimate that the adoption of subsidies for biotech employers by a state raises the number of star biotech scientists in that state by about 15 percent over a three-year period. A 10 percent decline in the user cost of capital induced by an increase in R&D tax incentives raises the number of stars by 22 percent. This dissertation consists of three chapters. The first two chapters investigate the correlation between banking crises and bilateral trade flows. In the first chapter, we focus on how banking crises may impact the bilateral trade flows over time. We attempt to disentangle the financial shocks' impacts on trade flow by factors that are related to exporters and importers. The second chapter assesses how banking crises impact the extensive and intensive margin of the trade. The third chapter attempts to use frontier model to analyze the bidding behaviors and collusion in the different submarkets of low-price, sealed-bid construction procurement.
