Putting Our Best Boots Forward: Us Military Deployments And Host-Country Crime, Michael A. Allen, Michael E. Flynn

The deployment of military forces abroad has been a major component of the US’s grand strategy since the beginning of the Cold War. However, some scholars have argued that the presence of US military personnel abroad creates a series of negative externalities afflicting local communities. We put some of these claims to the test by looking at the effect of US military deployments on crime rates in the host-state. Using cross-national crime statistics from the United Nations and data on US troop deployments, we examine whether US military deployments are associated with higher levels of criminal activity across a large …

In 2009 and 2010, when Idaho policymakers experienced major economic problems and scarcer revenues, they approved major spending reductions. More recently, as the state’s economy and revenues have been improving, policymakers have sought to establish the “new normal” for Idaho state budgeting. To discern what this new normal may entail, this paper examines the governor’s budget recommendations and the legislature’s appropriation actions for Fiscal Year 2013. It briefly describes Idaho’s people, politics, and budgeting process. After discussing developments in Idaho’s economy and General Fund revenues, it reports on the governor’s budget recommendations and the legislature’s actions. It then considers impacts …

This year, the Portland metro area recognizes the 40th anniversary of Senate Bill 100’s signing into law by the late Governor Tom McCall. This landmark legislation paved the way for Oregon’s renowned land use planning system and pioneering urban growth boundaries. Since the implementation of the state’s first urban growth boundary (UGB) in the 1970s, the UGB has become a model for anti-urban sprawl efforts nationwide and has helped to preserve vast areas of agricultural and forest lands statewide. The celebration of the 40th anniversary of Senate Bill 100 provides us with an excellent opportunity to reflect on metropolitan Portland’s agricultural landscape. The landmark legislation passed in 1973 has helped to protect countless acres of the region’s precious agricultural soils—some of the richest known in the world—from development. Perhaps most importantly, however, the legislation has helped to preserve the important bond between the region’s urban areas and their hinterland, and to secure the region’s local food system. Starting in February 2004, in the aftermath of San Francisco Mayor Gavin Newsoms authorization of city clerks to issue marriage licenses to gay and lesbian couples, same-sex marriage and LGBT families moved to the center of American politics. In the same month New Mexico succeeded in making its own mark on the national debate over same-sex marriage as Victoria Dunlap, the Sandoval County clerk, issued marriage licenses to gay and lesbian couples. The resulting sixty-four same-sex marriages incited New Mexico gay and lesbian activism around the issue of marriage and launched civil rights and moral debates that dominated the New …

How Institutionalized Are Model License Use Terms? An Analysis Of E-Journal License Use Rights Clauses From 2000 To 2009, Kristin R. Eschenfelder, Tien-I Tsai, Xiaohua Zhu, Brenton Stewart

This paper explored the degree to which use terms proposed by model licenses have become institutionalized across different publishers' licenses. It examined model license use terms in four areas: downloading, scholarly sharing, interlibrary loan, and electronic reserves. Data collection and analysis involved content analysis of 224 electronic journal licenses spanning 2000-2009. Analysis examined how use terms changed over time, differences between consortia and site license use terms and differences between commercial and noncommercial publisher license use terms. Results suggest that some model license use terms have become institutionalized while others have not. Use terms with higher institutionalization included: allowing ILL, …

Katahdin Friends, Inc. (KFI), headquartered in the small rural community of Millinocket, Maine, has been a service provider in this community and surrounding regions for the last 54 years. After providing segregated services for its first 20 years, KFI became an early adopter of supported employment. In the 1980s, staff members started attending conferences to learn about better, cheaper ways to serve their customers. Effective supervision of employees with intellectual or developmental disabilities can be challenging for businesses that may not have experience in hiring people with diverse support requirements. This is largely due to the relatively low participation rates of people with disabilities in the workforce. This is, thankfully, changing as more businesses are seeing the value of diversifying their workforce, which includes hiring people with diverse cognitive abilities like people with intellectual or developmental disabilities.

The purpose of this study was to examine the perceptions of middle school teachers in Title I and non-Title I schools with regard to parental involvement. A causal-comparative design was used, and four null hypotheses were tested by the use of four 1-way analysis of variances (ANOVAs) with Bonferroni's adjustment method to correct for family-wise inflation of alpha error. A researcher generated survey, based on Epstein's (2002) Six Types of Parental Involvement, was conducted which consisted of responses in regard to the level of effectiveness of 28 parental involvement activities from 50 teachers in Title I Schools and 50 teachers …

The Wayne State University Press Journals program comprises ten scholarly print serials. When the Press sought to deliver its journals electronically, in-house, for the first time, it established a mutually beneficial collaboration with the Libraries to host, format, manage and preserve its content online. This chapter represents a case study of this collaboration, documenting the program, the process, and the unique features of this partnership.

In the discipline of library and information science (LIS), a qualitative analysis of the meaningful use of theory in contemporary scholarly literature is critical to helping scholars expand their repertoire of knowledge about various theories and helping them make informed decisions about how to skillfully integrate theory in their research. This study explored how theory was presented and talked about in seven prominent library science-focused journals from 2009 to 2011. Through a process of analytic induction, categories representing a continuum of theory talk were identified and their relationships examined. The incidence of animal abuse continues to rise in communities across this nation. The range of animal abuse crimes includes starvation and neglect, dog fighting, sexual abuse to malicious killing. Research indicates that crime against or involving animals often leads to crime against humans, interpersonal violence. Many animal abuse crimes go unreported, and the human victims involved are unidentified. Overburdened with crimes against humans, many police departments do not have the resources available to focus on animal abuse. Ebay Or Amazon? Time-Sensitive Retail Purchases Via Auctions, Brennan C. Platt

We consider a population of buyers who have unit demand for a homogeneous good, and only differ in terms of how soon they need to purchase it. These buyers have access to a stochastic stream of second-price auctions, as well as a retail outlet that can be used at any time. We characterize the equilibrium bidding dynamics, showing that bidders steadily raise their reservation price as they approach their deadline. This market produces a considerable degree of dispersion in auction revenue. Surprisingly, extending the buyers' deadlines actually increases expected revenue and the fraction of buyers using the retail outlet.

We compare two distinct approaches for querying data in the context of the life sciences. The first approach utilizes conventional databases to store the data and provides intuitive form-based interfaces to facilitate querying of the data, commonly used by the life science researchers that we study. The second approach utilizes a large OWL ontology and the same datasets associated as RDF instances of the ontology. Both approaches are being used in parallel by a team of cell biologists in their daily research activities, with the objective of gradually replacing the conventional approach with the knowledge-driven one. The Effects Of Leader Behavior On Follower Ethical Behavior: Examining The Mediating Roles Of Ethical Efficacy And Moral Disengagement, Noel Palmer

Recent ethical scandals in organizations are often cited when pointing to leaders as the culprits who foster corruption in their organization; however, little empirical work examines the individual processes through which leaders may influence follower ethical decision-making and behavior. Drawing from principles of social cognitive theory and self-efficacy theory (Bandura, 1986, 1997), moral self-regulatory capacities are presented as a means by which leaders may influence followers. Specifically, I hypothesize that leader influence on follower (un)ethical behavior is mediated through follower ethical efficacy beliefs and moral disengagement processes. I also suggest that ethical efficacy interacts with ethical leadership to influence behavior. …
