Targeting agricultural conservation practices to farmland that has the greatest impact on surface water quality has received wide support from scientists and watershed managers. The targeting approach has, however, been politically contentious as many believe farmers will oppose the approach on grounds such as privacy invasion and unfair distribution of government incentives. Targeting conservation practices using complex optimization models has become common in the scientific community, and yet targeted results are underutilized in practice because of difficulties such as knowledge transfer and absence of a political framework for their use. Inefficiency In Japanese Water Utility Firms: A Stochastic Frontier Approach, Michelle Phillips

I examine inefficiencies in Japanese water utility companies. Efficiency in this context is defined as a firm's capacity to maximize output given a fixed level of inputs. The findings suggest that the average operation rate, customer density and size variables are associated with lower levels of inefficiency (or higher levels of efficiency), while water purification (a conditioning variable capturing low initial water quality), subsidies and outsourcing are associated with higher levels of inefficiency. Since inefficiency exists, there is an opportunity to improve Japanese water utilities by working on emulating "best practice" firms whenever possible and by providing a regulatory framework …

American Librarian Ralph Munn's historic tour of Australian libraries in 1934 is well documented. Along with Ernest Pitt, Chief Librarian of the State Library of Victoria, he spent nearly ten weeks travelling from Sydney and back again, visiting libraries in all the state capitals and many regional towns throughout the country. Munn's trip was funded by the Carnegie Corporation of New York, which was then, through its Dominions fund, turning attention to philanthropic opportunities in the Antipodes. The resulting report, Australian Libraries: A Survey of Conditions and Suggestions for their Improvement (commonly referred to as the Munn-Pitt Report) is often …

This report seeks to explore the experiences and complications men face romantically and sexually when ethnicity and race are used as focus lenses to reflect upon the participants' past interpersonal interactions. The interviews and analyses within this article reflect the ways in which Dutch ethnic/racial norms and stereotypes shape attraction and desire, and how men who pursue other men romantically and/or sexually negotiate with said external constructions of identity. Research in this paper provides the reader with insight into race relations on an intimate level through the participants' personal narratives, revealing the complexity of Dutch race relations on the most …

Throughout a six-week practicum period at TASO Mulago in Kampala, Uganda and St. Francis Naggalama Hospital in Naggalama, Uganda, the researcher aimed to find methods to increase male engagement in all facets of comprehensive HIV/AIDS care. Women and children generally receive most global attention on the issue of HIV/AIDS in Uganda but men are beginning to demand more attention. Antiretroviral treatment has been critical in allowing countless people to live functionally with HIV but many research projects have hypothesized that delayed access to HIV/AIDS treatment and prevention methods has resulted in men exhibiting higher mortality rates upon initiation of this …

We propose a model of data provision and data pricing. A single data provider controls a large database that contains information about the match value between individual consumers and individual firms (advertisers). Advertisers seek to tailor their spending to the individual match value. The data provider prices queries about individual consumers’ characteristics (cookies). We determine the equilibrium data acquisition and pricing policies. Advertisers choose positive and/or negative targeting policies. The optimal query price influences the composition of the targeted set. The price of data decreases with the reach of the database and increases with the fragmentation of data sales.

In light of the shortage of healthcare professionals, many developing countries operate a defacto two-tiered system of healthcare provision, in which Community Health Workers (CHWs) supplement service provision by fully qualified physicians. CHWs are relatively inexpensive to train but can treat only a limited range of medical conditions. This paper explicitly models a two-tiered structure of healthcare provision and characterizes the optimal allocation of resources between training doctors and CHWs, and implications for population health outcomes. We analyze how medical migration alters resource allocation and population health outcomes, shifting resources towards training CHWs. In the model, migration stimulates health care …

This paper considers model selection in nonlinear panel data models where incidental parameters or large-dimensional nuisance parameters are present. Primary interest typically centres on selecting a model that best approximates the underlying structure involving parameters that are common within the panel after concentrating out the incidental parameters. It is well known that conventional model selection procedures are often inconsistent in panel models and this can be so even without nuisance parameters (Han et al., 2012). Modifications are then needed to achieve consistency. New model selection information criteria are developed here that use either the Kullback-Leibler information criterion based on the …

Introduction: Cervical cancer incidence and mortality rates in the United States have decreased 67% over the past 3 decades, a reduction mainly attributed to widespread use of the Papanicolaou (Pap) test for cervical cancer screening. In the general population, receipt of cervical cancer screening is positively associated with having health insurance. Less is known about the role insurance plays among women seeking care in community health centers, where screening services are available regardless of insurance status. Strength, But Not Direction, Of Handedness Is Related To Height, Ruth E. Propper, Tad T. Brunyé, Karly Frank, Sean E. Mcgraw

Left-handers are reputed to be shorter than right-handers. However, previous research has confounded handedness direction (left- versus right-handedness) with handedness strength (consistency with which one hand is chosen across a variety of tasks; consistent- versus inconsistent-handedness). Here, we support a relationship between handedness strength, but not direction, and stature, with increasing inconsistent-handedness associated with increasing self-reported height.

The Effects Of The Temporal Placement Of Feedback On Performance And Skill Acquisition Of A Medical Data Entry Task, Nathan Bechtel

This study was conducted in a laboratory, and compared the effects of the temporal placement of feedback on task performance and skill acquisition. Temporal placement offeedback refers to the timing offeedback delivery relative to performance. Two temporal placements were examined: feedback immediately after performance and feedback immediately prior toperformance. The experimental design utilized was a form of Latin square design that included a combination of one between-group and two within subjects factors. Participants were randomly assigned to one of three groups, which differed only in the phase order utilized. Participants performed a data entry task intended to replicate thejob of …
